3. Minutes of October 14, 1981.
Motion: To approve as amended
(Brugliera - Flynn, all in favor) VOTED
Planner Flynn pointed out that she asked if the updating of the Master Plan
should be done every five years not three years.,
4. Cumberland Farms.
John Peck came in to represent Cumberland Farms. This is the site where they
are currently building a store on Chauncy Street. What is transpired since
the original permit is that they bought the diner and are tearing it down. The
cost is such that they would like to out a drug _store in to make it viable. He
also proposed to extend the width of the building from 25 feet to 28 feet. To
do ,this, they would have to make the angle parking greater against the building.
At this ;point, Paul read the comments from the staff. On the new plan which
was submitted, the refuse containers were shown, the fence was extended the
whole length of the rear, the two loading docks were shown, and the 25 parking
spaces were shown. The landscaping plan is the same. The Planning Director
requested a detailed sketch of the wall's construction plans. The total size of
the site is 27,550 square feet. Planner Flynn suggested that Mr. Peck come back
with a revised plan. John Peck submitted a letter for a two week extension.
Motion: To accept the extension for two weeks.'

5. SRPEDD Representatives
A1ezander Zaleski and Thomas Pisaturo came before the Planning Board to represent
SRPEDD. They said they provide 40 hours of assistance to each community. 20
hours to the Selectmen and 20 hours to the Planning Board for projects. They
also work under contract to provide further assistance. A few studies they
have been involved in are studying the potential for development, updating a
master plan, and a study on growth policy plan. Planner Flynn asked the dif-
ference between a growth ,policy ;plan and a master plan. Growth policy plan
to identify a policy the 'Town would want to follow rather than a master plan
map. The iamount 'of hours spent on a project would depend on the amount :of
material gathered before SRPEDD came in. `'Planning Director pointed out that he
feels that they would need assistance in mapping, in the future land use section,
and assistance in implementation. Mr. Zaleski suggested that SRPEDD work with
the Board to simplify work.
6. Tony Caponigro
Tony Caponigro presented a preliminary plan for a clustered housing development
on property located on Elm Street between Brookside Road and the railroad tracks.
The land is located in a Residence AA Zone, and it is a total of 24.2 acres.
Mr. Caponigro proposed to build a small road with a cul-de-sac which would have
approximately 15 houses on it or to build fewer homes, and add a 12 unit
condominium. Mr. Caponigro desires to ask the Town Meeting to allow the con-
struction of the fewer number of single family homes with a condominium in the
Residence AA Zone. The Planning Director suggested the creation of a special
permit which would allow the clustering of houses in all Residential Zones.
This would benefit the developer in that utilities and roadways would not have
f- to be built at as greater distances, and the Town would see more open space. f

drainage is completed except for a headwall, catch basin, and manhole covers.

for Squire Avenue, which would leave a balance of $40,139.10. Also to write
a letter to Norwood Cooperative. Bank informing them that the water 'main and
drainage have been :installed on Ephriam Drive, and they were constructed as

10, 1982-83 Budget
Paul reviewed the proposed budget and explained why he appropriated each
amount for each account.
-
Account 1987.-80 1982 -83 -
Supplies, Printing, & Advertising $600. $750.
Paul suggested to add $150. to this account for the updating of the
Master Plan and the Zoning By-law.
Telephone $700. $900.
The $700. appropriated for 1981-82 only allows for $1.36 to be spent per
day in long distance calls. This $1.36 could be spent in one call to
Boston. Paul, Bert, and Skip's telephone bills are very high. Therefore,
they asked that a representative come in from the telephone company to see
if there is a way the cost may be lowered. If there is, then the '$900.
will not be necessary for 1982-83. However, if there is no change in the
current rate, the $900. appropriation will be necessary for 1982-83.

said that if someone has alot to say, they should get on the agenda for next

ask to be on the agenda for next week.

because he thinks that the chairman has to power to keep it as short and
concise as he wants it.

for hours. She was ,upset that her 'name was mentioned. She said she did
not 'put herself on the agenda if`she had a'short discussion. She said
she did it for the ,Planning ,Board's sake. She talked with the attorney from
the Brookline Trust, Mr. Rosen said that they are 'going ,to sell the three
lots in one package. She pointed out that there are two empty gravel pits
