6. Dr. Massand - Wood Avenue - Site Plan
Dr. Massand would like to buy a piece of property from Leon Grant and add
an addition to his existing building. The types of businesses which have
expressed an interest are Gloria Stevens and Women's World. The proposed
addition is one level and approximately 1,500 square feet. The main con-
cern is that the developer is presently proposing to tie-in to the sewer
and drainage systems from easements to Creeden Street. Paul suggested that
the owners share the cost of getting utilities on the property, i.e., sewer
and drainage systems. Paul explained the need to explore this idea. Dr.
Massand would be willing to explore this idea although he would like to
put the foundation in the ground before it freezes. A revised drawing for
the parking and circulation will be submitted. For the type of business
that Dr. Massand has in mind know, the parking is sufficient; but if the
uses that he has in mind now change, the parking may need to be changed.
The landscaping plan and lighting plan is proposed to be submitted with
the building plan. A loading area and a dumpster is not required at this
time.

Motion: To hold open the site plan review process and have Dr. Massand
bring in more information, all the information on Paul's hand-
out.
(Flynn - DeGirolamo)
The Board asked Dr. Massand if he would like to write an exten-
sion letter of two weeks; or if whenever he has the information
complete, to appear before the Board again.
Dr. Massand chose not to write an extension letter but to take
the negative recommendation to the Building Inspector and leave
the decision up to him.
Motion: To reconsider the original motion to recommend issuance of the
building permit when the parking setback and design, drainage
calculations, and lighting have been submitted. Also, to ex-
amine bringing the utilities together.
(Parsons - DeGirolamo)
Opposed - Genatossio, Flynn, and Brugliera.
7. Richard Longton - Cumberland Farms - Site Plan
Mr. Longton said that an agreement has been negotiated between V.S.H.
Realty and Bruce Woods. The agreement is that they will swap their
parcels of land located on the southerly side of Chauncy Street. Bruce
Woods shall convey his parcel of land known as F1 to V.S.H. Realty
subject to an easement which would allow him access to the land for
the purpose of maintaining, repairing, and keeping the builder immediately
to the west of Parcel F1. Also, the right to use and operate any and all
water, sewer, and drainage lines in, upon, over, across, and under
Parcel Fl. V.S.H. Realty shall convey their parcel of land known as
Kowzic Lot to Bruce Wood subject to the restriction that no building shall
be erected or maintained on the premises for 30 years. An easement has
been obtained over the easterly side of the parcel to be used in common
for circulation around the building. Mr. Longton proposed to paint arrows
or to put up signs for one-way traffic. There are 26 parking spaces
10 X 20, and there is sufficient maneuvering space.
Motion: To approve provided that they angle the rear parking spaces.
(Brugliera - DeGirolamo, all in favor) VOTED

8. Margo Jellinek - Discrimination
Margo Jellinek pointed out that she was on the agenda for 8:30,and she
did not appear before the Board until 8:46. Mrs. Jellinek said that
on November 4, 1981, Marydee made the motion that when it comes to Public
Discussion if Margo Jellinek has something to say which is over two
minutes, she should put herself on the agenda. She said that this is
discrimination and is not allowed by the law. She is very surprised
that the Chairman did not tell Marydee that she is doing something illegal.
Planner Flynn's response was that she did not specifically say to limit
Margo Jellinek's discussion. She said that people like Mrs. Jellinek did
not take up so much time at the end of the evening.
9. Paul Marabido - Sturdy Memorial Hospital Clinic - Site Plan
Mr. Marabido said that they are appearing before the Board to seek their
favorable recommendation to the Building Inspector. Sturdy Memorial is
proposing to build a health clinic on a site three acres in size. Access
is proposed to be from the old Route 140 approximately 700 to 800 feet
from the Mansfield Town Line. The entrance would be a 24 foot driveway.
This width was set by the State. The patients will be dropped of in front
of the building. The parking lot will consist of 40 spaces which will be
9 X 18 feet. Water and sewer lines will be from the westerly side of the
building to be provided from services that are going to be constructed
under relocated Route 140. The proposed water and sewer main size is
not determined yet. Increase in drainage to Robinson Brook for 45 CFS.
That increase is a result of the parking lot and roof.being paved. The
drainage will enter a swale and then a grass retension area to the
Robinson Brook. The proposed lighting and landscaping is on another plan.
The Cape Cod berm proposed is a flater surface. He feels it will serve
the same purpose as a curb. The site is relatively flat. They used a
100 year storm line instead of a 10 year storm line. Chairman Kaufman
asked if there will be any low-level radioactive material. The response
was no.
Motion: To approve the site plan.
(DeGirolamo - Parsons, all in favor) VOTED
10. Home Developers, Inc.
SRPEDD's review of the plans expressed one particular concern. They feel
that the servicing and refueling of equipment on the site presents a definite
threat to the underlying groundwater. They recommended that an oil -water
separator device be installed. Also, siltation of adjacent areas from
both wind and water erosion and contamination of the soil and possibly the
groundwater. Planning Director said that an independent engineer could be
hired to review this also. Chairman Kaufman felt that an additional
engineer would not really be necessary. Planner DeGirolamo suggested to
put clay around the drums to prevent filteration into the ground water.
11. Master Plan
Planning Director talked with Tom Pisataro. Mr. Pisaturo is going to col-
lect all the maps he has on the Town of Mansfield, and Paul is going to
do the same. Then Paul will setup a work schedule with SRPEDD. Whitman &
Howard's preliminary maps are in. There will be about eight or nine re-
source maps that will go into the new map.
