with him after it was approved.
9) Planning Director Folkman introduced William Maravelle from SRPEDD to
the Board to speak on Water Protection. Mr. Maravelle told the Board they
are concerned with ground water which is a source of supply, a renewable
source of supply if it is taken care of. Rainfall in the area for the
last 15 years has averaged 46" per year. 1/3 of this is retained in the
ground water. He explained the two zones in the earth. The first is the

aerated zone that is not completely filled with water all the`timeand
filtering occurs in this zone. The saturated zone has voids that are
filled with water all the time and is the aquifer.
He noted that sources of contamination would be land fills, gas tanks,
septic systems, pesticides, fertilizers and herbicides. Ground water
with over 20 parts per million of salt could be safe to drink even if
people are on salt restricted diets.
Mr. Maravelle told the Board that from existing maps from USGS they can
get a good idea on the surface and ground water flow and bedrock formations.
If we were to pump one million gallons of water per day it would take 1.3
square miles of surface area to replenish the supply. He noted that the
1.3 square mile figure is just a standard to start with and the independent
judgement would have to be made from that.
Mr. Maravelle showed the Board a map on which the recharge areas for the
existing and proposed Mansfield wells have been outlined.
He told the Board that 50% to 52% of the cause of pollution of the nations
waters is due to storm run-off by various chemicals washed off of parking
lots and residue from exhausts and lead in gas.
Mr. Maravelle showed the Board the lines on the plan for water protection
!; and noted that they have been advised by the Attorney General to follow
easily identifiable physical lines such as street rather than contours
for boundaries. He noted that in an area where towns share the same
aquifer they should have a memorandum of understanding to each protect
the others' water supply.
Mr. Maravelle explained a plan that was developed in 1978 to the Board,
and noted he added to the plan the new and proposed wells added since
1978 in dotted lines with the existing wells in solid lines.
Planner Seifert asked about water resources in the center area of the
town and wondered'+about checking the area for water. He was told that
the soils are not condusive to water retention in that area.
He told the Board that the map as drawn would protect the regeneration
of a years supply of ground water, and protect the surface from
contamination into the water supply. Legally from the Attorney General's
office is that that is all they can protect. He noted that three fallow
years and seven normal years are figured into the water supply requirements
for a safe yield.
Mr. Maravelle explained the cone of depression to the Board. He noted that
water travels faster in the cone then in the ground water. It is basically
around the ground water recharge area that is what has to be protected.
In answer to a question about water bodies storing water for the cone of

Mr. Maravelle that it would work just the opposite. You would lose
water especially in a drought situation where the ground would soak up
the water. He told the Board that areas outside of the recharge area
will not reach the cone of depression in a condition to do any harm.
He told the Board that the new By-law should inform the people of what they
can do to protect the water. He noted that the existing zoning would be
maintained and the water protection would be an overlay with restrictions.
He said it would take a special town by-law to prohibit underground
storage tanks of oil and gas.
Mr. Maravelle reviewed the memorandum written by Planning Director Folkman
on the Water Supply Protection District and noted that there should be
some changes made in the memorandum for legal reasons. On the one dwelling
unit per acre, the zoning would not have to be changed because you would
be taking the area in aggregate not just the buildable lots. There would
be a percentage of land that would not be buildable.
Mr. Maravelle gave the Board a copy of a Water Supply Protection Booklet
from SRPEDD.
10) Chairman Flynn passed the gavel to Clerk Kaufman because she had to leave
for work.
11) Margot Jellinek met with the Board on the earth removal by-law from Foxboro.
She asked the Board how they felt about the Foxboro earth removal by-law
and having the permit granting authority be the Selectmen. It was the
consensus of the Board that they did not want to go along with a by-law
fashioned after the Foxboro one. Mrs. Jellinek told the Board that with
ten signatures she could put it on the warrant.
Mrs. Jellinek offered the Board a compromise for the gravel removal by-law
that included a new definition for surplus material; a provision to have
the owner grant the Town an easement over his property for restoration in
the event of a default; an increase in penalties to $50.00 for the first,
not more than $100 for the second and not more than $200 for any subsequent
offense; permits would be issued for 12 months with one 6 month renewal;
and the Planning Board would have the authority to retain a qualified
professional engineer to insure the provisions of the by-law and permit
are complied with, with the applicant paying the fees. Mrs. Jellinek
gave the Board a sheet with the complete amendments written on it for
them to study during the week.
Motion: To take Margot Jellinek's sheet under advisement so that we can
come`up with some intelligent answers for her.
(Seifert - White, all in favor) VOTED
12) The date for the next meeting was set for January 21, 1981 at 7:30 P. M.

13) Planning Director Folkman told the Board that the parking requirements
are not ready. He noted he is feeling rushed to get things into the Town
Meeting, and didn't feel we would make the January 30 deadline. He
told the Board that on Water Supply Protection he will have to come up
with a way to deal with SRPEDD and what the Town Manager and Board of
Selectmen want to do. He stated he would recommend waiting on the Water
Supply Protection District for this year and to see what Whitman and
Howard has to offer. Planning Director Folkman reviewed the Parking
Memorandum very quickly to give the Board an idea of what it will entail.
14) The Board reviewed the memorandum from the Conservation Commission on the
drainage work for Beachwood Estates. It was felt that the drainage
structures, i.e. headwall, pipework, swales had been installed properly
because the escrow money has been released.
15) Meeting adjourned at 10:15 P. M.
