He told the Board that he met with Paul Dalton and David Grant on Tuesday. It was noted that on the lot that Karl Clemmey will have an easement through the lot would not be easily developed. If it were, the sewer would have to go through an easement on Clemmey's land and be tied in on 'West Street. He has given plans to the Town Counsel to review and when the easements come in he will discuss them with Town Counsel. 7) The Board discussed the revised fee schedule. Planning Director Folkman told the Board he would prepare an article for Town Meeting and would have it ready for the Board for next week. fie noted it is the fees for special permits for earth removal and downtown business that have to go before Town Meeting. 8) The Board discussed the draft of the proposed article for the Water Supply Protection District submitted by Planning Director Folkman. Planner Seifert told the Board that he didn't feel the Board had enough information to go to the Town Meeting with it. He didn't feel that they got enough information from SRPEDD and felt they should wait for the study that Whitman and Howard is going to do. Chairman Flynn felt that she didn't want to wait because something could happen to the groundwater in the meantime. Planning Director Folkman told the Board that he felt there were three options the Board had, the first was to go with SRPEDD, the second to have a smaller By-law amendment and the third was to wait and go with Whitman and Howard. He told the Board that he felt the best alternative was to go with Whitman and Howard because they will have more detailed information. He stated he is working with Steven Dean from Whitman and Howard. He also told the Board that he didn't feel the draft article was adequate for Town Meeting. Planner Genatossio asked about what protection we would have for recharge areas if a hazardous waste site was developed in one. It was noted that the recharge areas are not zoned to allow hazardous waste sites. (Kaufman - Genatossio, all in favor) VOTED Planning Director Folkman noted that he does recommend item #4 because we already have the authority in paragraph V -G -4-e.
