he will try to have a copy here by next week. The covenant has been

changed.
5) Planning Director Folkman talked to the Board about a site walk on the
ERE Corp. gravel removal property. It was decided to meet at the Town
Hall at 7:30 A. M. on February 21, 1981. Planning Director Folkman told
the Board that he hasn't sent the letters out to Bay State Gas and the
Police Chief about the traffic and heavy trucks in the area. He told the
Board that he hadn't contacted the Easton Planning Board because of the
implications of holding another public hearing. It was decided to invite
the members of the Easton Planning Board, but not the principals of ERE
Corp. to the meeting.
*Planner Brugliera entered the meeting at this time.
Motion: To put the Easton Planning Board on the agenda for the meeting
of February 25, 1981.

7) Planning Director Folkman told the Board that he and Building Inspector
Cook are putting together a report on gravel operations and subdivisions.
8) The Board reviewed the C & S Site Plan for land on School Street. Planner
White left the meeting during the discussion. Planning Director Folkman
told the Board that the fence near the street is new on the plan, and also
the pea stone area going to the garage to keep the dust down. Planner
Seifert noted that there is an underground tank on the property where it
is going to be graveled. He felt the tank should be either removed or
filled with sand. Planning Director Folkman told the Board that everything
else on the site is alright.

10) The Board reviewed the site plan application submitted by Peter Saunders
and Fred Sarro for Ten Chauncy Court. Planning Director Folkman told the
Board that the plan has been submitted and they have brought all the
information in. He noted the three parking spaces in question near the
dumpster and Chilson Avenue have been removed and a fence has been placed
around the dumpster. There will be 101 parking spaces. The loading zone
is a parking space. It was felt by Board members that the loading zone
space should be: kept open for the trucks and not have a car in it. The
handicapped spaces were not identified on the plan. Planner Genatossio
felt the statement about 100 parking spaces should be taken off the plan
as it could cause problems later on, because it has been determined that
100 spaces are not required. Planning Director Folkman told the Board
that he didn't have any more catch basins, than°what were originally on
the site. Planner Parsons reviewed the drainage calculations and noted
they are for a 25 year storm. It was noted that the building of Bruce
Wood is not shown on the plan and the entrance on Chilson Avenue for the
VFW is also missing. Planning Director Folkman told the Board that he
will meet with the applicant this week to discuss the changes to be made
on the plan by next week. No action was taken on the plan.
11) The Board met with Paul Boyden to discuss the Off-street Parking and
Loading Requirements. Mr. Boyden told the Board that he had spoken to
Building Inspector's and Planning Director's in area towns about their
regulations. He also referred to the "Downtown Improvement Manual"
published in 1976 which gives national averages for different parking uses.
He told the Board that the national average gives spaces per 1,000 feet.
which comes down to a space every 200 square feet because most areas have
4 to 5 spaces every 1,000 feet. Mansfield's existing by-law has one space
every 200 feet, but this doesn't apply in the Downtown Business Zone.
He told the Board that he has summarized what the numbers meant in area
Towns on a chart that he submitted to the Planning Director. He told the
Board that a 9,000 sq. ft. retail use on the national average requires
38 spaces, and Mansfield required 106. He pointed out the Bristol Shopping
Plaza on East Street that has 44 parking spaces and there doesn't seem to
be a problem there and mentioned that under the current parking regulations
125 spaces would be required.
He noted that on retail space Mansfield's regulations are greater by 72
spaces than the national average, while office space requirements in
Mansfield are less than the national average, restaurants are less also.
Mr. Boyden told the Board that he has given all the information to the
Planning Director. Planning Director Folkman noted that work.woul.d'have
to be done on the restaurant part of the By-law, also on the retail part.
The Board thanked Mr. Boyden for his input on the parking regulations.
Planning Director Folkman told the Board that if they had any comments on
the draft that he had submitted he would incorporate them into the next
draft to be prepared for next week.

*Chairman Flynn left the meeting at this point to attend the Selectmen's Bi-
monthly meeting and turned the gavel over to Clerk Kaufman.
Comments were noted on the draft as follows: There should be two parking
spaces for a single family dwelling; Hotel, Motel sleeping units, plus
banquet facilities, the numbers would be combined, automobile repair yards,
new and used car lots should be looked at; funeral homes are not listed;
private clubs, lodges, libraries and municipal buildings not listed;
no spaces listed for employees on any of the occupancies; It was felt
that on retail the storage space should not be considered for parking:
just the net floor srace. The amount of parkino space per doctor for
medical buildings was questioned. Sitdown restaurants should be one space
per every four seats. Downtown Business would be exempt frora oarkinn
regulations except for the 1.2 spaces for residential use. Load No areas
in the downtown area were mentioned. It was felt there could be a clearer
way to explain the loading requirements. !'dumber of parkin, spaces for a
leasee! use was ,'uestioned because of what could happen when the lease ran
out. Should be a naximum/minimum range for entrance/exits. Should be a
statement on all parking spaces should be provided with an unobstructed
view from the street. A new draft will be prepared this week.
12) The date for the next !neeting was set for February 18, 1981 at 7:30 P. "1.
