6) Chairman Flynn made a comment on the Mass. Federation of Planning Board's
postcard and felt they should give more information to the Board instead
of just using bill numbers.
*Planner Parsons entered the meeting at this point.
7) The Board discussed the ERE Corp. site walk. Planning Director Folkman
told members it has been scheduled for Saturday, February 28, 1981.
Members will meet at 7:30 A. M. at the Town Hall.
8) Planning Director Folkman told the Board that he has received nothing new
on the MRC Properties, Inc. subdivision proposal. The final document
has not been made available to the Town Counsel for review yet.
9) Planning Director Folkman told Board members he would like their
independent opinions on how they felt about sending a letter back to the
Selectmen on the Whitman and Howard proposal for ground water protection.
He told the Board he had talked to Bill Maravelle'of SRPEDD who noted
that they were not in the water exploration business and felt the Town
should go with Whitman and Howard on that. Whitman and Howard's informa-
tion would be more refined. He told the Board that Mr. Maravelle felt
SRPEDDS information on legal policy was alright, but that Whitman and
Howard could do better on the technical end of it. Planning Director
Folkman told the Board that he felt comfortable with Whitman and Howard.
Chairman Flynn noted she would like to be able to go along with SRPEDD
because of the finances, but felt that she should go with Whitman and
Howard. Planner Seifert felt that Phase I was a good recommendation.
Planner Genatossio told the Board that she would like to see the present
:later Supply Protection District amendment passed as a temporary measure,
but felt that we need the Whitman Howard information. Planner White
felt we need ground water protection and if Whitman and Howard has all
the information we should stay with them. Planner Parsons stated he is
in favor of the proposal if the information is consolidated for the future.
10) The Board met with members of the Easton Planning Board, Ed McAdam,
Chairman and Fred Clark, Clerk. They left the Board a copy of their

to Easton. He said their concern is water and the lateral movements
of pollutants from any earth removal operation. The operation is
contiguous to two brooks and flood plains that lead into two wells.
Mansfield and Norton also have wells in the area. Mr. McAdam showed
the Board a Zoning Map of Easton and noted they are trying to purchase
land in the area for water protection. There would be pollutants on
the roads from salt and oil from the trucks. He noted that once you
open the earth's crust it allows pollutants to enter the area and they
feel there is a danger to destroy the wells. He told the Board that in
Easton gravel removal operations are covered in the general Town By-law,
not the Zoning By-law and they don't allow it in areas that might affect
their water supply. In answer to a question Mr. McAdam told the Board
that the Mansfield Landfill did not pose a threat to their wells.
He noted that if the permit was granted he would want some safeguards
for Easton wells written into it. They would include; 1) Having a
geo-hydrologist examine the impact (fee paid by applicant); 2) Review
by the DEQE; 3) Observation wells in stalled in Mansfield and Easton
to monitor pollutants; 4) Review of findings on those questions by the
Easton Planning Board; 5) Introduction of dye into the earth's crust
and monitored to see how quickly it gets into the water supply.
Mr. McAdam told the Board the 'Easton Planning Board would like to meet
with the Board again to discuss common concerns at some other time.
11) The Board met with Mr. and Mrs. Anderson of 180 Gilbert Street to discuss
their Board of Appeals application to add a room onto an existing
concrete slab at 180 Gilbert Street that would have a sideyard measurement
of 1-1/2 feet which would be non -conforming in an Agricultural Zone.
Mrs. Anderson told the Board that they would like to add a bedroom to
the dwelling because their son is living there and his wife is going to
have a baby and they need the room.
Motion: To recommend that the Board of Appeals grant the Variance
for a 1-1/2 ft. side yard at 180 Gilbert Street requested by
Arthur Anderson.
(Seifert - Brugliera, all in favor) VOTED
12) Ralph Maloon of ERE Corp. met with the Board and told them that the
proposed earth removal operation is 1/2 mile from the Canoe River. He
noted that the sanitary landfill is closer to the Canoe River and Easton
Wells than he is.
Planner Genatossio told the Board that she had talked to Steven Dean of
Whitman and Howard and felt that the Board should ask him for comments
on the ERE Corp. proposal. He told her he would be willing to look into
it for the Board.
Motion: To send a letter to Whitman and Howard to ask for recommendations
on the ERE Corpi., earth removal operations.

acquire more land than the 400 ft. radius They are going to the property
line at one point. There will be some gravel removal above the cone of
depression.
14) The Board returned to their discussion on the Whitman and Howard proposal.

of Sharon, and requesting that truck traffic be routed through Mansfield.
