6) Chairman Flynn read the memorandum from Planning Director Folkman on
the parking and traffic circulation survey to be distributed to merchants
within the downtown business zone. Planning Director Folkman explained
that he feels the problem in the downtown is parking and they are looking
for input from the Board on how to handle the survey. He asked members
to write questions out for him to include in the survey.
7) Planning Director Folkman reported to the Board on the site walk for
ERE Corp. He noted that the observation well water levels were higher
in some areas and less cut could be made. lie noted the wells will have
to be monitored again and he will be checking the rainfall records for
last year and this year. He stated he will go out there at least two
more times with Ralph Maloon to measure the water levels again.
8) The Board reviewed the Form A - Approval Not Required Plan submitted by
Thomas Coughlin for land on East Street. There are four lots but by
the Norton Town line. It was noted that there would be one right of way
over the wetland area to get to all the lots. There was a question on
the frontage of two of the abutting lots, one owned by Cuddeback and one
by Taunton Co-operative Bank. It was decided to postpone action on the
plan until later in the meeting.
9) The Board reviewed the preliminary subdivision plan for eight lots on
West Street submitted by Poni Corp. for Anthony Chambers. It was noted
that the street was 800 feet long. The drainage from West Street was
not tied in. Planner Parsons noted that the Board had established a
precedent for 650 feet as the length of dead-end streets.
Motion: To return the plan to the applicant because the 800 foot long
street is unacceptable and ask that it be designed in accordance
with the Subdivision Rules and Regulations. Also, to tell the
applicant that the Board is intrigued by the concept of the
leaching pits for storm drainage.
(Parsons - Brugliera, all in favor) VOTED
10) The Board met with Allen Willis, Jr. to discuss his zoning change petition
for Town Meeting. The land is located on School Street between Route 495
and Route 140 and School Street. He noted that the area north of the
railroad tracks is all °Industrial. Fie is requesting a zoning change from
Agricultural to Industrial. He told the Board that he owns 30 acres of
the land to be rezoned. The piece to be rezoned would be close to 100 acres.

He noted that when he made the decision to go for Industrial it was
because the General Business zoning was too restrictive. He hasn't
talked to two of the property owners, but the others are in favor of
the rezoning. He told the Board that if any of the owners don't want
their land rezoned their parcel could be dropped. Mr. Willis noted that
his entire parcel is a legal registered gravel pit. Mr. Willis then
showed slides of the area to the Board and showed how he has the State's
permission to put a utility sleeve under the highway and that it has been
done.
11) The Board returned to the discussion of the Form A submitted by Thomas J.
Coughlin for land on East Street. It was decided to get the original
Form A for the first division of the land to compare the lot lines before
a decision is made.
12) Planning Director Folkman to the Board that he had talked to Paul Dalton
on the W R C Properties, Inc. Subdivision on Norfolk Street. Mr. Dalton
told him he had nothing to send to the Board right now and they may have
to ask for another extension.
13) Planning Director Folkman told the Board that he will not be able to get
the Off-street parking and loading regulation ready for this Town Meeting,
because of other demands on his time.
14) Planning Director Folkman told the Board that the Selectmen have accepted
the Whitman and Howard proposal for the Ground Water Protection Plan and
that he will be doing the legal policy and institutional analysis for the
project.
15) The Board discussed the letter from the Board of Health on the sewage
disposal plan for Peter Fontanini on Grove Street, noting that the
system can't be built until the Board gives their approval because of the
pond. Planning Director Folkman noted that there is no action necessary
at this time.
16) The Board discussed the E R E Corp. application. Planning Director Folkman
told the Board that he had been out to the property again to review the
water levels of the test holes. He noted there will be some slight changes
in the amount of fill that can be removed. It was felt that the Board
should require, that he continue to monitor the wells weekly for the next
several weeks. Planner Genatossio noted that she felt that Maple Street
was as wide as many of the other streets in town. PD Folkman noted that
the streets in Easton are all well developed. He told the Board that
Steve Dean of Whitman and Howard will have a report on the effectsof the
operation on the Easton wells. Chairman Flynn asked if SRPEDD or the Soil
Conservation Service could give the Board any help. PD Folkman told them
he would check on it. He will ask about the possibility of pollutants
getting into the water supply from the operation. It was also noted that
precautions should be taken to secure the pit at the end of the day to

prevent the possibility of hazardous waste dumping.
17) The date for the next meeting was set for March 11, 1981 at 7:30 P. M.
18) Under public discussion Margot Jellinek told the Board that she felt the
correspondence isn't being read thoroughly enough and that everything
should be read and not just a summary given. Chairman Flynn replied that
everything that comes before the Board is read completely except for "junk
mail".
19) Clerk Kaufman gave a report on the Citizens Airport Advisory Committee,
and noted that he has a copy of the Proposed Master Plan from Fay,
Spofford and Thorndike. There will be a public hearing on March 12th
to go through the recommendations from Fay, Spofford and Thorndike.
