Planning Director noted that bonds for Middlesex Road and Norfolk Street
are going to require some inspections and calculations for adjustments in
the bonds and he will recommend action on these in two weeks,
it was also noted that Paul Dalton may not meet the April 15, 1981 deadline
for the covenant and that he should make a written request for an
extension.
10. E R E Corp. - gravel operation
Discussion of letter from Jonathan R. Bridge, Hydrogeologist from Whitman
and Howard. The letter addressed the effect of the proposed gravel pit
on the groundwater in Mansfield and its potential impact on public supply
wells in Easton. He notes it has been Whitman and Howard's policy to
leave a minimum of ten feet of sand and gravel above the water table. This
is also recommended in a publication by the Old Colony Planning Council.
Planning Director noted that numbers he has received fluctuate between
five and 10 feet and that Mansfield requires six feet. Planning Director
stated that SRPEDD has not made a written response as yet.
Comments made by Board members: Would like to see less than five acres
worked at one time, securing and storage of fuels, securing the site
after the operation is completed, blasting and crushing of stone on site,
separate top -soil, chemical analysis of fertilizer on a detailed site
restoration plan, putting in monitoring wells, removal of any soil that
has been contaminated, provide a fueling area that has been blacktopped.
11. School Street Re -zoning
Planning Director reviewed last weeks discussion of his memorandum. He
felt that direction was given him to prepare an article for a Special
Town Meeting within the Annual to ask the Board of Selectmen to consider
an amendment to the Zoning By-law to include a purpose statement and list
additional uses for a Special Business zone and put in an expansion
phrase. He presented this draft to the Board. Discussion followed.
Motion:That we send a letter to the Board of Selectmen to provide for
a Special Town Meeting within the Annual to allow for Zoning
By-law amendments regarding Special Business
(Parsons-Brugliera, all in favor) VOTED
Motion: Letter to Town Counsel asking for his opinion on whether or not
he would allow an amendment on the floor
(Parsons-Genatossio, all in favor) VOTED
Allen Willis noted that amendments have been made on the floor in the past.
He noted he has to get 200 signatures on a petition to request a special,
but if the Planning Board requests it from the Selectmen he would not
have to do this. Also noted there is a time problem to hold a public
hearing to hear his requesting for a zoning change to Special Business,
instead of Industrial as he originally requested.
