PLANNING BOARD
WORK SESSION MINUTES
October 14, 1982
PRESENT: Chairman Seifert, Flynn, Genatossio, Parsons, and Kaufman
Planning DirectorlFolkman
1.Meeting called to order at 7:30 P.M.
DISCUSSION
The Planning Director reviewed the Master Plan process. He brought in
reports/master plans which were done in previous years to explain what a
master plan is. He discussed the process of revising and updating a master
plan. The master plan should have a current map, which explains the future
zoning to the people of Mansfield. There are reports and studies which have
already been done which will help in the revising and updating of the master '
plan. These are: the plan for the airport, the revitalization plan for
downtown Mansfield, the recreation plan, and the groundwater resource plan.
A'master plan is a policy document for the Town which helps the town deal with
the future growth. The process is to update a large amount of information and
condense it down and make recommendations on various policies. Also to try and
identify particular objectives or more specific goals.' The Planning Board's
final job is to take all the information from the subcommittees and put it
together. The last stage is implementation: changes & recommendations.
At the meeting, there were not enough people to form the subcommittees.
It was pointed out that if the board spends more time now to obtain more par-
ticipation, it will be of importance as the policy is being developed. Chair-
man Seifert said that eight people have sent in applications. He feels that
there should be at least three people from the community on each subcommittee,
d
for a total of four people on each subcommittee. It was pointed out that the
board was hoping for a much larger outcome. Hopefully, the next t#me the board

Y meets there will be more people. Chairman Seifert asked the board members
if they felt that forming subcommittees was still a good idea. It was the
concensus of the board that it was. Planner Genatossio and the Planning
Director had some ideas on how to obtain more participation. These ideas
are: to put an article in the paper explaining the master plan process and
try to develop the importance of how a master plan serves as a policy docu-
ment; to have someone go; through the street list of people in town; to, go
through the applications that Judy Scott has for people who would like to be
on a board or committee; to send a memorandum to all boards and committees.
Planner Flynn informed the board that all the members on the Conservation
Commission volunteered. 'It was also suggested to circulate applications around
town by putting them in places like the library.
It was pointed out that the last master plan was done in 1970. This was
i
done in two phases. David Grant said that they had p i
public hearings fornput,
from the Mansfield residents. David Grant pointed out that they used the con-
sultant engineer who did alot of work for them. They stuck with the zoning
and subdivision control.
PUBLIC DISCUSSION
Margot Jellinek appeared before the board to discuss radio active waste
dumps. She said she received a letter from Leon Lombardi dated October 8, 1981,
regarding this. She has also had telephone conversations with him. She also
pointed out that Judy Shupe appeared on Channel 2 news regarding radio active
waste. Margot pointed out that people do not know enough technically to have
a safe radio active waste place. The life of radio active waste is several
hundred years. She question what is radio active waste? ? She pointed out
that any land zoned industrial may be used as a radio active waste site. Margot
asked the Planning Board to think about this. She also said that some communities
have outlawed radio active waste through a town meeting vote.

AROUND THE TABLE
Planner Flynn pointed out that in the newsletter from Water Resource, ithere
are five leaflets which they advertise. She would like the Planning 'Board
to send for them. Four of them are free, and one of them costs $5.00.'
Motion: :To send for the leaflets
(Flynn'- Kaufman, all in favor) VOTED
Planner Kaufman said that he would like to see the agenda redone. It should
be arranged differently.'
*Planner Genatossio said that the bank foreclosed on Strawberry Meadows. She
asked if Mr. Hayes could come to the board's meeting. Planner Kaufman said
that nine out of 10 foreclosures advertised do not occur. It was pointed out
that if the town had to 'finish the subdivision, they would use town workmen
and the money available and finish to the cul-de-sac.
Planner Parsons asked if it was really necessary to break down into subcommittees
and then come back together as a group ;again. :Planning Director pointed out
that one committee may be done in six weeks, but another committee may be
on Item No. 1. If this happens, the qroup which is finished may join another;
group. Planning Director said he f@els the subcommittees are 'necessary. He
pointed out that they have 40 hours of'SRPEDD's time, but he doesn't want
to use that until it is 'really necessary.
