OCTOBER 6, 1982
ALLEN WILLIS -'MEADOW LANE
Present: Chairman Seifert, Clerk Kaufman
Planners: DeGirolamo, Flynn, Parsons, Brugliera, and Genatossio
Planning Director Eolkman
The Planning Director gave each member of the board a copy of a memorandum
regarding Meadow Lane Subdivision Security Estimates. Previously, the board
directed the Planning Director to work with Allen and the neighbors to resolve
the problems. Paul talked with Allen over the last four to five weeks and
the neighbors about what improvements could be made.
The problem is that the fire alarm box was not added to the 1980 estimate.
The people want a streetlight, fire alarm box, and sidewalks. If the improve-
ments are to be made, the money would be subtracted from the security presently
being held. The Planning Director pointed out that if a streetlight is put in,
there is only $750 appropriated for it in the security estimate; and it may
cost $1,000. Also there was no fire alarm box listed in the estimate. If
the improvements are made to satisfy the neighbors, the board would be creating
a gap by releasing the $9,000 being held down.
Allen Willis again said that the fire alarm box was never budgeted. It was on
the plan; but through discussions, it was eliminated. Allen pointed out that
he is upset the way this came about and with the demands the residents are
making. He still has not met with them. In reference to the streetlight, he
Pointed out that he does not have a light in front of his house. He does not
see how the residents could demand a streetlight in the end of a cul-de-sac.
He is opposed to the light even if it is installed. His position is the same
on the demands.
In reference to updating the bond, Allen said that if this is something that
the board demands, he will have to deal with it then. He would like to see
what happens to the economy, in the spring.
Planner DeGirolamo said that he has been down the Meadow Lane in the day and
night. He does not feel there is a need for the light, as long as the side-
walks are clean ,.;and "they -have access to their houses. In reference to the
landscaping, he said he doesn't feel that is a problem. He pointed out that
it may not be finished right to the sidewalks, but the street is not completed.
He pointed out that Allen Willis has been around a long time, and he doesn't
feel he would want to jeopardize his reputation. The Planning Director
pointed out that is why this session is being held.
Allen Willis said he feels that he has a good rapport with the board. He is
not going to walk away from anything. Cabot's Pond is taking alot of time
and money. He went -into Cabot's Pond because he knew the building industry
was going to go down. He would like to put this subdivision on hold. He
is trying to pay interest to the bank, and the bond may need to be updated.
Executive Session Minutes

Rage 2
Planner DeGirolamo asked Allen Willis if he would be willing to agree to
X amount of $'s per month to upgrading the bond. No improvements, but
every month bring X amount of dollars to the town to try to update the
bond: $3,000 in eight months.
Allen said he needed to know what the board is going to do about the petition.
He asked if the board is going to make demands of him. He pointed out that
if he is going to sell it, he wants to sell all of it to the same person, but
that is hard to do in this economy. If he has to finish it in a hurry, he
will sell it to the first guy. By doing this, anything goes up. He does not
want to sell the ';lots 'to individuals. He doesn't want to see :$70,000 homes
going up because you "can't 'build a cheap house and stand behind it. Allen
said that he plows the road and the cul -de -.sac at his expense. Allen
said that from now until next July, provided he has not sold it, he will come
up with the $3,000. It was pointed out that the subdivision was approved in
1977, but work was not started until 1980. Allen said he dealt with the Town
on solving a drainage problem in the Strawberry Meadows Subdivision. He also
cooperated with the Town on Spruce and Willow.
Planner Parsons asked Allen if he :would^Convert the security into a bond.
Allen said he doesn't think that would be smart on the town's point of view.
Clerk 'Kaufman asked if the board requested more money and Allen said no, what
could they do? The Planning Director said they could put it out to bid and
put town workers on it.
MOTION: To give Allen Willis until July, 1983 to update the security
to the 1983 Mean's estimate.
(Genatossio - Flynn, all in favor) VOTED
Planner-Genatossio pointed out that she did not understand why they are all
in a'rush.

News. In this article, it stated that Chairman Seifert` announces a land
use policy forum for the Planning Board's work session on October 14, 1982.
Planner 'Genatossi,o pointed out that the 'board did not vote to have such a
forum at their last meeting. There was some discussion' regarding how this
occurred.' Planner Genatossio also pointed out that in the Planning Board's
rules and regulations, it states that both people who voted against a
motion have to move for reconsideration. Planning Director commented that
the last time this occurred with the former Town Counsel, Charles Mulcahy,
present, it was his opinion that only one person on the opposed side needed
to vote for reconsideration.
