Allen Willis - Strawberry Meadow Subdivision
Allen Willis appeared before the board and explained his plans for the
subdivision. He said he plans to wait until the economy changes so he
may sell the houses. There is a bond posted for the first four lots.
This does not include the cul-de-sac. He can't build on the cul -de -.sac
until he posts a,bond, which was estimated at $15,000, or finishes the
road. Allen said it does not make sense to him to finish one-half the
street. He pointed out that he never received a telephone call from the
owners, and he never met with them. Allen addressed accusations which
were made at a previous meeting. In reference to the ambulance having
trouble finding the street because there was no sign, he said he investi-
gated this and found that the ambulance arrived in four minutes. A street
sign has been put up three times, and they were all, torn, down. There is
a street sign there now. In reference to the street light, the only one
required is located in the cul-de-sac, and there is no reason to put it
up until it is finished. In reference to the fire box, Allen said he con-
tacted the fire authorities who, at the time; said 'they `didn't want one.
*Planner Kaufman entered the meeting.
Allen said he feels there is a moral obligation to the town and the people
living there. He said he is not walkine away from it or not interested in
it. It is a matter of economics. Planning Director pointed out that the
town will be the eventual owner of the road. He would rather see the whole
road completed at once. He recommended that the developer and the owners
work something out until the economy improves. The Planning Director said
that on the approved plans, a fire box is shown; but the Planning Board
did not include a fire box in their estimate. There was some discussion
regarding putting in the sidewalks. Allen pointed out that if the side-
waiks were put in, he would have to tear them up when he put in the drive-
ways to the houses.

Motion: To take it under advisement and direct the Planning
Director to check with the Light Department and the
Fire Department. Also to look back into the minutes
of when the subdivision was approved.

Allen Ayaelott - Site Plan - New England Controls Addition
Allen Ayaelott appeared before the board and said that this is an
addition to an existing building in the C, C & F Park. There is no
change in use. The addition is a 100 percent increase in the building
size. It will be a warehouse. There will be an increase of five
employees. The existing drainage system can handle a 10 -year storm,
but it can't accept an increase. They have provided storm water leach-
ing pits which will alleviate any increase. There are two leaching
pits. The Planning Director went through the staff comments on the
review sheet. He pointed out that George Wey had not yet reviewed it.
Motion: To approve the site plan contingent upon George Wey
reviewing the plan and signing off.

7. Joseph Galanti - Variance - Otis Street
Variance to construct a single family dwelling on a parcel of land
with less than 120 feet frontage on Otis Street. Joseph'Galanti
appeared before the board and presented them with a plan. The
parcel contains ,approximately ;10 acres. This will have 50 feet of
frontage on Otis Street in one location and 30 feet in another loca-
tion. The single family dwelling would be constructed in the rear
of the parcel, and the 50 foot and 30 foot strips would be used for
ingress and egress to and from the dwelling.
Motion: To recommend in favor of this variance to the
Zoning Board of Appeals.

8. Site Plan - G. P. Massand - Wood Avenue
John Piters appeared before the board and presented them with a plan.
They are combining, Lots 2 and 3 on Wood Avenue into 1 lot. They have
changed their parking. They made changes to the plan yesterday, and
the engineer is drawing them now. They are proposing a two floor
addition. They had 19 'parking spaces originally. They will have 54
parking spaces. The total lot size is 37,206 square feet. They are
proposing to put a manhole in the parking lot. John Piters submitted
an extension request until September 15, 1982.
Fairfield Park - Letter of Credit

Director said that Town Counsel had reviewed the letter of credit,
and he approved to the agreement as to both its form and content.

12. Public Discussion
Margot Jellinek said she feels the board should have two work sessions
a month instead of one. She pointed out that there are alot of items
on the work list. Margot also said that the board has had problems
with covenants in the past. She suggested that if the board does any
more subdivisions, they have a passbook or a bond, not a covenant.
In reference to Mr. Willis's statement that he is not in a position to
complete the road due to.the economy, Mr. Woolman, speaking for the
residents of Strawberry Meadows, ,asked a few questions. Firstly, what
period of time would the board let something like this go? He pointed
out that the bond is $9,000, and the estimated figure to complete the
road at this time is $11,000. He said that the road costs will go .up
with the economy change. He also pointed out that if the street light
in the cul -de -.sac was lit, that would eliminate the problem the home-
owners have with people gathering in that area.
Another resident said hefeelsthe economy is a poor excuse not to
finish the road. He said Mr. Willis took their money;, therefore,
he feels he is obligated to finish it. Another residentpointed out
that she had tried to contact Mr. Willis, but he is a very hard person
to get in touch with. In summary, the main concerns are the fire box,
sidewalks, and the street light.
