plan. He said he was hooking for recommendations from the board and a
concensus of the revised plan. He said that Lot 6 has frontage on the
right-of-way, and Lot 4 has frontage on Elm Street. Lots 4, 5, and 6
`- will have an easement. Three separate water lines 'Will 'be going to the

Margot Jellinek appeared before the board and said that 50 percent of
the surface drainage will be going into Beaumount Pond, and 50 percent
will be going into Little Canoe River. She pointed out that Mr. Seifert
had an Environmental Impact Study ,done on`Beaumount Pond, not Canoe
River. She said that the land where the 12 houses are going will be
sold if everthing is ok'd by Foxboro. She said that the board should
have done something two years ago. She also said that the board has the
attitude that they don't have to read all the correspondence. She
said that legal notices from other town's should be read. :She said
she spoke with the DPW Director who is strongly in favor of having an
Environmental Impact Study done for Canoe River. She presented the
board with a Geological Survey of Mansfield map. She said the map
should be on the wall in the Planning Department so the board can use
it to locate areas in town. Specifically, areas/plans near the town's
wells. In reference to public hearing notices, it was the concensus
of the board to underline what it is and the location in red.

9. Warren Daniel - Fairfield Park - East Street
Warren Daniel appeared before the board and presented them with six sets
of plans and one colored one. He said the gables will be kept on the front
and the entrances will be defined. There will be fences for privacy and
skylights for the attic. He showed a blow up scale of the unit plans.
There will be a raised living room for privacy, which will go down to
the kitchen and dining area. There will be.a full basement. The upstairs
consists of two bedrooms, back to back, and a bath in the middle. There
will be a half bath on the first floor. The apartment building on East
Street consists of 16 apartments: There will be five, two-bedroom flats;
nine, two-bedroom duplexes; and two, one -bedroom flats. There will be
front and back stairs in the middle of the units—cross over. The stairs
will go up, three flights for the C Apartments. The C Apartments will be
located overrthe cross over. The apartments are smaller than the
condominiums. The Planning Director went throught the special permit
decision and compared it to the site plan. There was some discussion
about putting a chain link fence in. It was pointed out that there is
and existing retaining wall. The developers would like to keep the
retaining wall and dress it up.

10. James Dunn - D. F. Monroe Company Site Plan - Chauncy Street
James Dunn, of Dunn Engineering, appeared before the board. With him
was David Blackman and Arthur Anderson of D. F. Monroe Company, and
Bill Smith the.builder. The proposed site is located on Chauncy Street,
and it is mostly wooded. The site slopes from west to east. He explained
the elevations to the 'board. The site is 1.75 acres and is .zoned Ind.
It will be Used as a warehouse/storage building with a 21400 square foot,
office. The building will be 120 ft. deep and 200 ft. across. The plan
does meet the zoning setback requirements. The area has been tested by
the Board of Health, and it was approved. James Dunn explained the
drainage system to the board. The drainage will enter a manhole, which
does not exist as of yet. The D. F. Monroe Company plans to install
an 8" water line on the southerly side of Chauncy Street. For screening
they will use pine trees, and there will be some landscaping along the
front edge of the building. There will be 15 employees,and'15 parking
spaces. One of the parking spaces will be designated for handicapped.
The total building area is 24,000 sq. ft. There will be four delivery
trucks. Bob Smith presented the board with a plan indicating the
material that will be used. The Planning Director said that the Fire
Chief would like to see the location of the hydrant moved. The Fire
Chief was concerned with access to rear of the building. Planning
Director pointed out that George Wey did not have an opportunity to
review the plans before tonight's meeting. Also the Planning Director
felt that the handicapped parking space should not be included as one

' of the necessary 15 employee parking spaces; therefore, one additional
parking space for handicapped should be added.
Motion: To recommend in favor of the site plan to the Building
Inspector provided that the hydrant be relocated, George
Wey reviews the plans and puts his comments in writing,

sheet, be included in the final water line construction.

11. Form A - Ronald S. Bonvie - Ware Street
This Form A is a parcel of land on the easterly side of Ware Street,
bounded northerly by land of John Bonome, easterly by Ronald Bonvie,
southerly by Wind Chime Drive, and westerly by Ware Street. The
reason the plan does not constitute a subdivision is that the lot
has sufficient frontage on an existing street.
Motion: To approve
(Parsons - Brugliera, all in favor) VOTED
12. Correspondence
The Planning Director informed the board that a letter was sent to
Mr. Willis's home and office requesting that he attend the meeting
of August 18, 1982. Mr. Willis could not make this meeting, but he
will be able to attend the meeting of September 1, 1982.
In reference to Granada Park, the Planning Director said that he had
met: with Al Paglia and Mitchel. Planning Director requested that
Al, Paglia get together with the neighbors and come back with a solu-
tion. He suggested giving them a few weeks to work something out. If
they do not, then the board may impose a solution on them. The Planning
Director said that Bertram Cook is familiar with the area. The Planning
Director has been out there with Bertram. Bert showed how the water
flowed. Planner Genatossio questioned the foundation. Paul said that
the Building Inspector has to certify the foundation one foot above the
water table. When the first complaint was received, the Building Inspector
and.the Plumbing and Gas Inspector went out to inspect the problem. At
that time, it was the Building Inspector's opinion that it was surface
water coming through the woods.
13. Round the Table
Planner Genatossio suggested that the board prepare an article for the .
Town Meeting which would rezone Chauncy Street to Special Business.
It was the concensus of the board to put it on the work list.
Planner Parsons asked if there was a sidewalk on the Newport Creamery
and Apple Tree Diner site plans. Planning Director said he would check
it tomorrow. Planner Parsons also asked if the Planning Director would
check what the land in Easton by Route 106 is zoned. Also to find out
what their long range plans for that area are.
