6. Bonwood Development Corp. - Fairfield Bond
The Planning Director explained the memorandum which he prepared pursuant:
to the special permit. He explained that the memorandum is a breakdown
of the materials required for the construction of the parking lot ,on the
Old Colony Way right-of-way. The figures he used to .calculate the total
cost were taken from the 1982 Mean's Catalogue. He pointed out that the
Mean's Catalogue did not have Cape Cod Berm; therefore, he used the
regular berm price to calculate the total cost. The subtotal of the
materials required i.s $49,238.00'; The 10 percent contingency is $4,923.80.
The totalsecurity bond estimate is $54,161.80.
Motion: To accept the $54,161.80
(Kaufman - DeGirolamo, all in favor) VOTED
The Bonwood Corp. will now submit some form of security to the board.
7. Cabot Pond Restoration Extension - Performance Guarantee
Chairman Seifert explained the Planning Director's memorandum regarding
Cabot Pond security estimate, dated July 8, 1982. He explained that the
Planning Director calculated the 1982 Mean's catalogue prices for a
security guarantee for the completion of Cabot Pond. The subtotal is
$55,724.33. The 10 percent contingency is $5,572.43. The, total is
$61,296.76. He then gave the developers credit for the loam that is
already on site. He then applied the credit for the loam, which is
$32,856.00, to the Mean's Catalogue price of $61,296.76. By doing this,
the amount to be provide in cash would be $28,440.76. Therefore, the
$30,200 which is presently being helid.,would be adequate. The developers
now have to bring in documentation, 'i.e. legal proposal and engineering
certification on amount of loam on site.
Motion: To direct the developers to bring in documentation.

10. Capital Improvements Program - 1983-84
Planning Director said that all boards and committees receive this Capital
Improvements package every year at this time. A capital improvement pro-
ject is a physical improvement of an item of equipment having a substantial
useful life and the total cost of which is $1,000 or more. The Planning
Director said the only item the board has of that value is the typewriter.
11. Letter from Sherburne, Powers, & Needham
In this letter it states that the Mansfield Industrial Development and
Financing Authority gave initial approval to an industrial development
project to be financed on behalf of New England Controls, Inc. The
purpose of the letter is to notify the board of the project and to request
that if the proposed project conflicts with an existing local or regional
comprehensive plan, to advise the MIFA. Planning Director said he reviewed
this and has no problems with it. He pointed out that the last one that
came before the board was Hub Folding Box.
12. Leon Grant - Surplus Material Request - Maple/Franklin Streets
Planning Director said that Leon is proposing to build a 30 X 60 pole
shed. This shed will be located on Lot CA; which is 52.71 acres. The
shed will be located in the center of the property. He will have to
excavate a driveway coming from Maple Street. They will be stumping
soon. On the building permit application it states that there will be
approximately 2,000 yards of surplus material from the excavation of
the road, and approximately 1,500 to 2,000 yards of material from the
building.

13. Around the Table

tion of Planning Boards asking if they would send enough newsletters for
each member. Planning Director said not yet, but hp will. Planner Flynn
also pointed out that in, the May -June newsletter, it requests a copy of
the most recent zoning by-laws and subdivision regulations.

reminding them that Zola family land is located in the Water
Protection District.

the 10 ft. above the water table.
Planning Director said that the residents of Granada Park will be coming
in on August 4th, and he will be on vacation. He suggested that the board
members come in and familiarize themselves with the plan/problems. The

up a plan explaining how the water is shedding. He suggested that the
board members go out and look at the lot to familiarize themselves
with the situation.
14. Paul Jodice - Apple Tree Diner - Preliminary Discussion
Paul Jodice and Warren Jones, owner of the diner, appeared before the
board. Paul Jodice said they are proposing to locate the diner at
Route 106 - Route 140. They presented the preliminary site plan.
The owner of the property, at the present time, is Lou Andrews. They
have to obtain a variance because the land is not in a_Commercial"Zone..
Paul Jodice said he feels that in the future, this area may be re -zoned
because of its orientation between Route 106 and Route 140. The other
parcels of land in the area are primarily commercial uses. The reason
they were present is to have the board look over the site plan. They
have treated the parcel as if it were Commercially Zoned. They ,put a
right-of-way on the site plan. Within the right-of-way is a sewer
line which will be going through. The Selectmen just approved it.
They show preliminary parking. There will be about 120 seats. They
also presented the floor plans. The original Apple Tree Diner, which
was located in Dedham, will be incorporated into the proposed new
building. The two new cars will have booths in them, and the original
one will have a counter. They presented the board with pictures of
the Apple Tree Diner.
15. Public Discussion
In reference to the bond for Robert Chavaree, Margot Jellinek said she .
does not feel it is correct that the Planning Board deal with commodities
It should be dollars. She feels that the there will be less and less
loam.
