The Planning Director noted a local merchant has approachedtheconsultant
on his, building to be re -done this year. The Planning; Director has .been trying
to interest at`least 'two other down town merchants in re -doing their': buildings
so that the fee of about $135.00 can be split. The Planning Director requested
that the Board take a positive vote that this action be taken. Questions were
raised as the Planning Board does not have any say over the DAC monies in the
budget.
Motion: To recommend to the DAC that it use it's funds as possible to
encourage the use of consultants to further enhance the development of the
dorm town area.
(D, Kaufman -K. Parsons, all in favor.)

Norwood Engineering, Paul J. Mirabito, Project Manager, dated June 21, 1982.
Also included were the island changes. On the site plan review circulation
the Department of Public Works Director requested that the island be at exits
for safety of left. The Water Dept. Supt. noted good. The Sewer Dept.
Supt. noted he will have to have complete plans of the sewer system and there
should be a floor estimate of the building. The Fire Chief noted no problems.
The Police Chief noted no forseeable problems. The Electric, Plumbing and Gas
inspectors noted ok.

The Planning Director advised the Board that one proposal for the sewer
connection shows the proposed sewer going under Route 140 to old Route 140
to Central Street. This proposal has not been accepted by the Board of
Selectmen. Planning Director and Town Manager reviewed the proposal and
it has been sent to Camp, Dresser & McKee for review. Another proposal is to
install a pump station to pump the sewer up to a manhole to the Cabot, Cabot
& Forbes system. After Camp, Dresser & McKee has reviewed the proposal the
Board will then review and, go to the Board of Selectmen with the proposal.
If the proposal is denied they will have to make changes on their sewer paln.
They have to figure out the proposed sewer flows; -problems with the size of
the pipe to the sewer system. They will provide us with estimate flows.
It was noted that questions had been raised regarding the number of stories
of the building and the maximum height. The Building Inspector conducted
some follow-up on this and requested anopinion from Town Counsel on the'
number of stories being controlled by the Zoning By -Law.
A plan of the landscaping was reviewed by the Board. Discussion was
held on the underground tank and the specifications that are required.
Item #3 of the Norwood Engineer letter was discussed regarding parking. It
was noted 142 spaces were being proposed with 125 rooms. They have ,been
requested to discuss the parking with the Planning Director.
Discussion was held on the proposed islands, access to side `:entrance. It
may be decided that the islands are not a good idea. They may out back
the existing island and close in the other island.
Questions were raised regarding signs, where and how many. There will be
a sign in back and one very similiar to the present Sheraton sign. Plans
for the signs are not definite at this time.
Motion: To approve the site plan for Inncorp. with the stipulations that
the Fire Chief advise that the ladder truck would be, able to rescue people
on the roof in case of fire„ and detials with regards to the sewer permit
before the Building Permit is issued.
(Parsons-Genatossio, all in favor.)
9. Cabot Pond -Robert Chavaree
It was noted in 1980 the Meana' Catalog was used in computing the performance
guarantee. Last year the Board voted the same amount for the project. It
was noted that this year because the project has not been completed that
using the Means would mean a much larger increase. It was noted that last
year the developer submitted two certified bids to the Board for the work to be
completed. The Planning Director noted he had talked with the Federal
Building and there would be a 5% increase over last year. The 1981 Means
Catalog cannot be located, so the computations could not be done. Mr. Chavaree
noted the bond has been set at $30,200. Based on the Means Catalog, that
would be a $16,000 increase. The certified bide from last year from two
union contractors to complete the job were for $24,000. K. Parsons felt

the Board should at least require certified bids on what was required a year
ago by the Board. Also he noted it was the Board's decision and vote to
use the Means. Mr. Chavaree suggested they use the loam he has stockpiled as
a bond in case of default. Discussion was held on the Board doing a comparison
on their own to determine if the Means Catalog is out of line. Some members
of the Board felt is the responsibility of the developers to do this.
Motion: If they come up with legal documentation to allow the town to use
the existing loam on site, in case of default and present this Board with two
job cost estimates from contractors acceptable to this Board or the ,price to
complete the work under $30,200 with a 1096 contingency at least 1036 under to
extend the amount of the securities for another year at $30,200.
(D. Kaufman -no second)
It was noted by M. Flynn that the Board should use the Means Catalog as they do
for every other contractor in tow. Mr. Chevaree felt the Board was not being
as they could not justify the $30,200. By the Means Catalog the new amount
would be approximately $1,055. G. Genatossio asked that the Planning Director
figure the amount with the 1978 Means Catalog and the 1982 for a comparison.
The Board felt they would like to see all the information and the comparison
before making the decision.
Motion: This Board throw out the Means Catalog and check into other areas
that can give the Board reputable figures for securities.
(M. Flynn, no second)
Planning Director noted to the Board they the have not had any complaints
when they have done the projects from scratch using the Means Catalog.
(J. Bruglie3a.left the meeting.)
10. Margot Jellinek met with the Board to discuss the proposed Shepherd and
Nelson pond. She showed to the Board the 1977 Plan which shows no pond in
that area. She noted at the ;Registry of Deeds the plan of Shephers is obselot.
She also reminded the Boand of the 1980 Town Meeting voted regarding new ponds.
The ;plan signed April 9, 1980 by the Planning Board does not show the pond
and it is not registered at the Registry of Deeds so it is obselote.
11. Subdivison Performance Guarantee -Circle C Estates
The Planning Director advised the Board they have extended the letters for
one year. Initially the Bank was not going to extend. At that point the
Planning Director wrote to Town Counsel Dwyer explaining the project and
the problems. The Planning Director has been advised he will have the
letters by Friday. He noted ore of the problems with the project is that
the culdesacs are cracking.
12 Around the Table
G. Genatossio asked the Planning Director what was being excavated in the
area of the DPW garage The Planning Director felt they were possibly
working on the Shell Oil line.
As a courtesy the Building Inspector send plans to the Board regarding the
