8. Joint Meeting with the DAC - Everett Associates' Final Report
Michael Everett and Michael Holleran appeared before the Planning Board
to present their final report. To open their presentation, a Main
Street film was shown. It was pointed out that a Main Street process
enables people/businesses to overcome their identity problems. There
was some discussion regarding the film, revitalization of buildings,
and the process and purpose of a Downtown Manager. Everett Associates
also presented the board with drawings of how existing buildings on
Main Street could look. Under each drawing there were rehabilitation
recommendations. These recommendations were listed in three categories:
(1) Small Scale, (2) Large Scale - New Compatibility Storefront, and
(3) Larg Scale - Restoration or Reconstruction. Next Everett Associates
went on to their recommendations for the revitalization plan of Downtown
Mansfield. They made recommendations for the following: parking,
redevelopment, circulation, zoning, the middle common and Old Colony
walkway, image of the center, and street trees and furniture. Under
each topic there were many recommendations which were explained and
discussed in detail. Questions were asked. At the end of the pre-
sentation, Ralph Seifert informed the board that the Downtown Advisory
Committee would be glad to meet with them to discuss any specific issue.
9. Site Plan - Wood Avenue
Chairman Seifert said the board is still wainting for information to come
back from Town Counsel. He said the third -hand information he received
is that the town has no authority to require the developer to comply
with the recommendations which were made by staff members. Planning
Director said it is considered a private way. He said there is land
which was Form A'd on Wood Avenue. He said the lots were just carved
out.
10. Around the Table
Planner Genatossio asked if anything had been written up regarding the
easement with Bonwood. Planning Director said a draft, and the Select-
men are going to sign the final easement. He said that if Planner
Genatossio would like to see the final easement, he would bring it in.
As per an article in the paper, Planner Genatossio asked the Planning
Director what Mr. Nelson and Mr. Shepard are doing. Planning Director
said he spoke with them four or five months ago. They have been in to
see Bertram Cook. At this time, they have not applied for a surplus
material permit. Planner Flynn asked the Planning Director if he had
heard anything regarding the Canoe River Campground. Planning Director
said a letter ofsupport was sent to them, but he hasn't heard anything.
11. Date of Next Meeting is May 19, 1982 at 7:30 P.M.

12. Public Discussion
Margot Jellinek read an article from the Sun Chronicle. This article
was in regards to a 13 lot subdivision, which has been approved. The
drainage pipe from the subdivision is proposed to drain into the Canoe
River. The Canoe River drains to Mansfield's North Factory Pond. At
this point, she presented a map of the drainage. She said this will
effect Cate Springs. She suggested that the Planning Board go to
Foxboro and tell them they are not going to allow this. Chairman Seifert
said that Factory Pond is privately owned. He also suggested he talk
to his father and find out all the information from him.
Motion: To send a letter to the Foxboro Planning Board asking
for information on the 13 lot subdivision, known as
Canoe River Estates, and the related drainage that
may be directed into Mansfield's wetlands.& drinking water.
(Flynn - Genatossio, all in favor) VOTED
Margot Jellinek also said when the board receives hearing notices from
other towns, they should be read so that every member knows what is
going on.
Planner Flynn invited everyone to attend the Conservation Fair to be
held Saturday from 10 to 4.
13. Adjournment 10:15 P.M.
