Industrial Development Commission - Industrial Rezoning
Ralph Seifert appeared before the board and explained that the IDC met with
industrial land owners at their meeting last night. He said that the IDC
took a position and voted on all issues which were brought to the table. He
explained that he is before the board to present the IDC's motions. Ralph
pointed out that the IDC started looking at Industrial and Agricultural land
in 1978. Land which they identified in a letter to the Planning Board in
'Planning Board's Minutes
' -March 3, 1982
Page
1978 consisted of Gilbert Street, South Plain Street, and Branch Street. He
said that the Planning Board responded to the IDC this ,year. He explained
the IDC's motions in five separate sections.
1. Richardson's Property
Ralph explained that they wish to remain as they are in the Industrial Zone,
and they have no plans for expansion. He pointed out that they have been
at this location for a number of ,years. He said that the IDC's recommenda-
tion is to keep this land Industrial.
2. Sweet Manufacturing
Ralph pointed out that the land that is east of the line of ownership is all
Town owned land. The IDC _ recommends that this land be zoned other than
Industrial. He said that Sweet Manufacturing would like to keep their land
zoned Industrial. The problems Sweet would have with expansion are the:w6t-
land areas, and they would have to bid for the Town owned land. 'Sweet feels
that it would be best to draw the line down their property line. By doing
this, Sweet would stay Industrial; and the Town owned land could be zoned
something other than Industrial. The IDC supports this.
3. Peoov Lawton's Cookies West of Gilbert Street
Bill Wolf, General Manager of the Peggy Lawton Company, appeared before the
board. He said that he moved into Mansfield in 1973. He pointed out that
he has been working for the Peggy Lawton Company since 1972. He said the
company owns two lots in Mansfield. The company is presently based in 'East
Walpole. They have 40 employees, and they are crowed. They are in their
sixth location and are running out of space. They moved into a movie theater
which they converted into a bakery. In 1977 they decided they should look
around for property for future expansion. Having lived in Mansfield for
four years, he felt it would be an attractive place to put a new plant. He
pointed out that he had been to several exhibits at the high school and felt
that the town was in favor of attractive manufacturing. Peggy Lawton Company
looked at Cabot, Cabot & Forbes' land, but the price was too high. Also
they wanted something more rural. In 1977 a piece of the Sweet, property
came up for sale which heand.his sister purchased. He said that in 1980
there was an article advertised in the newspaper which was proposing to
rezone his land. He responded to this article by writing a letter to the
IDC explaining that the Peggy Lawton Company would like their zoning to
be left alone, a copy of this letter went to the Conservation Commission and
the Planning Board. This letter was dated 4-4-80. When the new article
appeared in the newspaper, he setrup a meeting with Paul Folkman and Ralph
Seifert. He appeared before the IDC last night. He said the, peggy
Lawton Company owns approximately 16 acres of land which ;has over 1,000
feet of frontage on Gilbert Street. They would like to relocate their
cookie factory in Mansfield in the future. When they bought the property,
they felt Mansfield would be a good town to locate in. He feels that this
company would be good for the town. Ralph Seifert pointed out that the
people who own Sweet know that they cannot expand in the east, and they
would like the flexibility to expand in the west if the Peggy Lawton Company
does not locate there. Ralph said that the IDC'S recommendation is that this
land stay Industrial. Chairman Kaufman asked when Peggy Lawton Company would

be locating in Mansfield. Bill Wolf said that they would not be relocating
within the next year to year and one-half, but probably within the next six
Years. Planner Parsons asked if this is the only land the company owns that
they can build on. Bill Wolf said yes. Planner Flynn questions the size of
the trailer truck, a -picture of which was in the folder which he handed out
at the beginning. Bill Wolf said that at the present time, they have only
one trailer truck. He pointed out that the company may have more than one
trailer truck if/when they relocate in Mansfield. He said that this trailer
truck averages two round trips per week. He said the company has considered
the area as far as trucking is concerned. Their idea is to split the'truck-
ing up. They would try not to use all one route, as there are several ways
in which to enter/exit the Proposed plant. Planner DeGirolamo pointed out
that the exit/entrance would have to be angled for a truck that size. Planner
Flynn asked what the distribution area is. Bill Wolf said the distribution
area is from Maine to Virginia and as far west as Philadelphia.
Standard Metals - Off of South Main Street
Ralph said that they intend to get out of retail. Their store on South Main
Street is closed. The factory will be shut down no later than the end of
September. Gorham will not re -open. They plan to locate the operation in
Rhode Island. The IDC's recommendation is to rezone the land to Residence A.
5. Compo
Ralph explained Compo's ownership on the proposed rezoning map. Compo told
the IDC last night that they don't wish to have any of their land rezoned.
The IDC recommends that the existing boundary stay Industrial. Bob Clark,
Manager of Compo, said that they would like to continue as industrial. He
said if it is zoned Agricultural, the company would take ;a loss if they
decided to sell the land, although they do not have any plans to sell the
land: Clerk Genatossio said that on the Form A which was submitted pre-
viously, the land was divided, and it mentioned another company called
Ispo. A representative of Ispo informed the board that his comoany pur-
chased a portion of land from Compo. He said that his company would also
like to keep the land Industrial. He informed the board that Ispo does
have :plans for expansion in the future. Bob Clark said that Compo's office
building was sold along with the property. Compo had plans to -convert the
finished goods warehouse into an office building, and they would then build
a new warehouse. Their plans have changed, and they are now going to put
a small 4,000 foot office building on their property. Compo has no plans
to expand.
6 Frank Allen - Peter Fontanini Property
This land is located east of the Old Colony Railroad. The IDC agrees with
the Planning Board's recommendation which is to revert this land to
Agricultural. Ralph pointed out that when the interceptor comes through,
this land might have uses beyond Agricultural._ Frank Allen said that the
use he would be interested in for the future is condominiums.
At this Point, Planner Parsons thanked Ralph Seifert and the IDC for all
their help.
Planning Board's Minutes
March 3, 1982
Page 5
Planner Parsons asked Ralph if he felt that regulations should be entered into
the; By-law regarding high-tech industries. Ralph said he didn't feel that would
be necessary and explained why. Clerk Genatossio asked Ralph if he felt it
necessary to increase the 20 foot buffer zone which is required between commercial
uses which abut residential property. The reason she asked this questions is
because she received a complaint from a person who abuts the American Paper.
The complaint was regarding noise in particular. Planner Defirolamo pointed out
that he is the closest abutter to the American Paper. He said that they are
willing to accept complaints and work them out. Ralph said that he thinks that
the covenants require larger dimensions than those which are required in the
By-law.
Ralph said that he feels there is going to be some difficulty with Article No. 51,
in which the Planning Board recommends a 50 foot radius for a road cut. He said
that a trailer today cannot enter/exit a 50 foot radius. He also pointed out
that larger trailers are being made today. It was the concensus of the board
to check Article 51.
*Planner DeGirolamo left the meeting.
7. Fairfield Park
Kenneth DiNisco appeared before the board and showed pictures of designs he
had done so that the board could get a sense of the what the proposed material
would look like when/if the project is completed. He informed the board that
it is proposed to have the trim on the buildings painted and the clapboard
stained. He showed the preliminary design for the townhouses and pointed out
that each building would have 'a separate identity for the entrance. He.,also
said that chimneys may be used; but a energy study has not been done ,yet.
The windows are proposed to be double 'hung. The landscaping would come out
to the edge to define private property. He showed various pictures and com-
pared the preliminary townhouse drawing with them. There will be a basement
for each townhouse, although the apartments will not have basements, The
side elevation of the building was shown on the plan. At this point, the
board agreed that the proposed+townhouses were good. Ken DiNisco presented
the board with the preliminary apartment design. He explained that each
apartment will have a doorway which will enter into a corridor. The two
means of egress will be will be to go left or right down the corridor.
Planner Brugliera asked if the backs of the apartment buildin4s which will
be facing East Street could be made more attractive. Kenneth DiNisco pointed
out that the design is only preliminary, He-hformed the board of some of
the ideas which he has thought of for the backs of the apartment buildings
and drew these ideas onto the plan. Planner Flynn said she feels there are
too manv units on the land. She asked if the board was satisfied with the
density. She said she feels that this is a short coming in the zoning that
the board should have addressed. She said she would like to see the apartments
elimated, and the townhouses moved down to provide more open space between them.
Al Paglia said that Bonwood was asked to reduce the units prev, inusly which they
did; however, they cannot reduce the units again. It would not be feasible.
Planner Flynn said that as a Planning Board member and a resident of Mansfield,
she feels that there are too many people on the land. Planner Parsons said that
the proposed plans meet all the standards. At this point, the oriqinal proposed
plan was brought out. It was pointed out that on this original plan, there are,
more units, and the units were closer together. All the concerns for safety and

water have been met. Ken DiNisco pointed out that the original plan had 74
units, and now there are only 56 units. Chairman Kaufman said that the Bonwood
Corporation informed him that if the financial aspects would like to be discussed,
they could go into an executive session. Ronald Bonvie said that the only
reason that was stated is because the density has already been reduced, and
financially no other units could be cut. Chairman Kaufman said that he thinks
that the fact the units for the elderly will not be built if the private develop-
ment is not feasible should be taken into consideration. Planner Parsons said
that the project meets all the requirements. Clerk Genatossio said that her
problem is with esthetics. She asked if the apartment could be changed to town-
houses. Ken DiNisco said that the drawings for the apartment buildings are not
as far along as the townhouses, and when they are, Clerk Genatossio may like
the apartments. Planning Director informed the board that the drainage will be
resolved next Friday. Planner Brugliera asked if Bonwood had their sewer permit.
Planning Director said that Bonwood has applied for the sewer permit, and it has
not been returned.
Around the Table
Planner Parsons informed the board that the Day/Blandori case was dismissed
from court. Clerk Genatossio asked the Planning Director if there was some-
thing going on at Chauncy Court. Planning Director said that no plans have
been submitted. Planner Flynn asked if Everett Associates were finished yet.
Planning Director said they are finished with the right-of-way design and
circulation recommendations for the downtown. They are not finished with the
photos. Planner Flynn asked if the board should let the Selectmen know what
isgoingon with Fairfield. Planning Director said Dave May asked him to
talk about the right-of-way design and circulation. Planner Flynn asked the
Planning Director if he had spoken with Jesse Earls yet. Planning Director
said yes. They,, would both like to have a two-way pattern option. Jesse
feels that the people living in Fairfield will be going to work from 7 A.M.
to 8 A.M. He feels there will be many people coming out onto East Street.
Clerk Genatossio asked if speed bumps were going to be put in. Planning
Director said no, cobblestones.
