She presented the board with several pictures of the salt shed. In these pictures it indicated that there is salt on the outside of the shed. .She also read an article which Whitman & Howard were involved in regarding the proper planning to put up watersheds. She also presented the board with a booklet entitled Chemical Contamination, and she refer- enced;pages from this booklet. She .pointed out that salt takes several years to leach out. She also referenced the Zoning Act of Massachusetts Chapter 40A regarding the effective date of an amendment. In the Zoning Act it 'states that the moment an amendment is voted, it is effective. If the Attorney General does not accept this amendment, it is off. She referenced the letter which the board wrote to the Board of Selectmen expressing their concerns for the salt shed. She said she feels that the board should do more than write a letter expressing their concerns. She pointed out that the salt shed is still quite a dangerous situation, and the salt leaks out when it is being mixed. Planning Director said the Board of Selectmen asked Tom Bonomi and him to report to Chadwick Maurer about the salt shed. Some of the Select- men's questions were how it is stored, the cost, how it could be stored,, and what the problems are. Planning Director presented each board mem- ber with a copy of the memorandum .he wrote to the Selectmen regarding salt storage. He referenced many of the long and short term management recommendations which were listed in the memorandum. He said it is his understanding that the recommendations are being implemented. He pointed out that it would cost approximately $20,000 to $50,000 to build a new salt shed in an environmentally safe area. He said that the Department of Public Works has 1 million dollars for salt sheds. He wrote a letter to Sandino Tersigni, Commissioner, requesting the necessary application forms for the town to apply for salt storage shed construction money. He pointed out that two years ago there wire 190 applications and 30 sheds were built. He said the Department of Public Works grant the money based almost entirely on the salt in the water." Chairman Kaufman asked if the board members felt they had the jurisdiction to do more than write a let- ter. It was the concensus of the 'board that they do not. 6. Bonwood Corporation'§ Special Permit Planning Director said that Camp, Dresser, & McKee came back with a couple of drainage questions and comments. They '_ -are that a couple of catch basins were not calculated, how the downstream slope was determined, they want to see the design calculations for the leaching field, and they did not believe the perks. Planning Director went through the proposed special permit again and explained the two sections. He also brought out the plans. Planner Flynn said that one of her concerns is the number of people on the land. She said she is thinking about asking that the two apartments be re- moved from the proposed site. Planner Seifert pointed out that if the apartments are removed from the site, it will not work financially. There was some discussion regarding the proposed buildings - elevations, building materials, the perspective of the buildings on the street, and esthetics. Planning Board's minutes February 24, 1982 Page 3 The, Planning Director informed the board that the building elevations should be ready in about two months. It was the concensus of the board to have the architect, Kenneth DiNisco, come back to one of the Planning Board's meetings with enough information so that the board members may comment and make suggestions. Planning Director said that he will be meeting with Kenneth'DiNisco tomorrow and will talk to him regarding the elevations, building materials, perspective of buildings on the street, and esthetics. Planner Flynn asked if the 4 foot fence which is located between the residential houses and the proposed Fairfield park could be 6 feet. Planning Director said ,yes. Planner Parsons pointed but that the residential land owners may not want a b foot fence. Planner Flynn asked what is better to control noise a fence or plants. Planning Director said vegetation.
