6. Bonwood Corporation's Special Permit - First Draft
The Planning Director presented each board member with a draft of the
special permit decision for Bonwood. He said that he attempted to organize
all of the exhibits. He pointed out that .there will be additional exhibits.
The letter from Camp, Dresser & McKee regarding drainage should be in this
week. The Planning Director pointed out the proposed concept on Page 4.
He said that he attempted to write an approval subject to conditions. He
explained that the conditions were broken up.into two sections. Numbers 1-4,
which may be enlarged, would be approved by the special permit. Numbers 5-9,
which may be enlarged, would be approved by the site plan approval. He ex-
plained that by this process, the applicant would get approval for the foot-
print of the building and the parking. Then the board would require the
applicant to come back before the board to submit detailed drawings addressing
each site plan approval issue. Planning Director said that any other items
the board would like to see referenced could be put into the second draft.
7. Whitman &.Howard's Presentation
Jav'Bridge and Arthur Stockus appeared before the board to explain their
groundwater resource evaluation study. Jay 'Bridge ;explained that the scope
was to collect all the information available to produce :the various maos.
The first map showed the subsurface data points which indicated the type
of land material. Areas were labeled with Qs, swamp deposits, Qsd, stratified
drift, or Qt, till. Jay Bridge pointed out that the Qsd areas are the only
places a well could be built. This map also showed test 'wells, test borings,
private wells, and bridge borings. From this map they produced the second
map which was the geological map. At this point, the Planning Director pointed
out that there were two goals that Whitman & Howard tried to achieve. The
first is to identify areas for future water supplies, and the second was to
identify the; present watersupplies and how to protect them. The 'next map
was the bedrock topography map which indicated the bedrock elevations and
the contour line connecting equal points. J.ay pointed out that this map is
very ;general 'because not all of the borings went into bedrock. The water
table map indicated the water table elevations and contour lines indicating
areas of equal water levels. The saturated thickness map indicated the thick-
ness of material from the water table to the bedrock. The fayorability map
labeled the land areas with a number.. If the Tan& was labeled -with a 1, it
is very favorable land which would produce 400 gallons of water per minute.
A=Number"2-is favorable land which would produce 300 to 400 q.p.m. A No. 3
is somewhat favorable land, 100 to 300 g.p.m, and a No. 4 is not favorable
land. The water quality hazards map identified industries that use hazardous
materials. This information was gathered by a survey. The water supply pro-
tection map showed well points and the cone of depression around the well.
It also showed a one-year recharge area. Planner Parsons questioned the lot
size of a house. He wanted to know if the land required for a lot was enough
for the sewerage to filter. There was some discussion regarding underground
storage of gas. Planner DeGirolamo pointed out the gas'leak which entered

the. Rumford River. Jay Bridge showed the board the path the gas takes
when it enters the groundwater. He said that there is a bacteria which
eats gas that can be used to clean the groundwater. There was also some
discussion regarding salt storage and the salting of roads. Planning
Director said that he wrote a letter to the Board of Selectmen regarding
the long and short term management recommendations for salt storage. He
said that the town does not purchase salt with sodium ferrocyanide, and
the salt in the shed is covered. The long term management of salt would
be either to move the salt shed or to cease using salt. Planner Genatossio
asked why the Prescott Well was created so close to the salt shed. Planning
Director said he would ask Arthur Stockus. Planner Parsons suggested pro-
tecting other 'town's cones which are in 'Mansfield so that they may protect
Mansfield's cones. Planning Director pointed out that the Planning Board
will be working with other boards on the maps. He also said that Whitman &
Howard are going to act as consultants to answer technical questions.
*Planner Parsons left the meeting.
8. Bonwood Corporation
Clerk Flynn referenced Kenneth DiNisco's letter dated February 8, 1982,
which is listed as Exhibit AA in the proposed special hermit decision. She
pointed out that Fairfield Park has a floor area to total land area percent
of 77 percent and total building coverage of 32 percent. This was compared
to the requirements listed in the Zoning By-law Section V -F, Multiple Dwell-
ing Complexes, which allows a maximum floor area ratio of_.40,and a minimum
open space percentage of 40'percent. The Planning Director stated that the
building coverage indicates that 68 percent of the land of Fairfield Park
will remain open. He stated that the large total floor area percentage is
a sreflection of the number of two and three story buildings being constructed
on the site. Clerk Flynn said she wished there were less buildings to re-
duce the floor area on 80,000 square feet.
Planning Director asked the board what they thought of the special permit.'
Planner Genatossio said that she would like to see a stipulation in the
special permit saying that if for some 'reason the Housing Authority cannot
build, the Bonwood Corporation cannot build. Planning Director asked her
what she thought could prevent them from building. Planner Genatossio said
anything that may happen. Planning Director said the grant has been handed
to the town, and the site has been selected and approved by EOCD. Clerk
Flynn'asked what protection the town has if the Bonwood Corporation could
not build. Planning Director said that the site would have to be cleaned
up minimally. Planner Genatossio asked if the sewer permit had been trans-
ferred. Planning Director said that the Bonwood Corporation has filed for
a new sewer permit for 57 units, and he didn't believe the Housing Authority
had filed yet. Planning Director asked the board what they would like the
buildings to be made of. He. said that he likes siding but feels the build-
ings need shutters. Planner DeGirolamo asked the board members if they liked
the proposed buildings. All the members said they didn't. Chairman Kaufman
said he would have to see slides to compare the buildings to other buildings.
Ronnie Bonvie said he accepts any comments from the board, and he could have
Kenneth DiNisco come in and show more slides. Planner DeGirolamo pointed out
that the Fairfield land is very flat; therefore, .jagged buildings and land-
scaping will make a big difference. He also said that im the slides'.which
Ken°sshowed the board previously, the land was not as flat. Planning Director
