(Parsons - Seifert, all in favor) VOTED *Planner Genatossio entered the meeting 6. The Subdivision Fee Public Hearing began. A transcript is available in the Planning Department office. Planning Board's minutes February 3, 1982 Page 3 Frank Allen and Peter Fontanini - Industrial Rezoning. Frank Allen and Peter Fontanini appeared before the board and said they were disappointed that the Planning Board is trying to re -zone the land because they have put quite a bit of money into future development of this land. They are waiting for the sewer line to come through. They would like to try to get deleted from the zoning because that is not the use they're looking for. Frank Allen said that rubber was burried on this site, and they spent money removing it. He said that the previous owner of the land had smuggled brass in rubber tubes and then dumped the empty rubber on the site. He also said that in approximately 1958-59 people were hired by the Town of Mansfield to dig holes and burry the rubber. Frank Allen and Peter Fontanini said they cleaned up most of the site. The land consits of approximately 11 acres. They have put approximately $65,000 into the property. Perks have been taken on the property. The average water table is in the vacinity of 4 feet. They have not spoken with the Industrial Development Com. yet. The Planning Director suggested that they get on the IDC's agenda. Planning Director said the IDC is going to meet with industrial land owners, and if there are any changes to be made, they will be made prior to Town Meeting. Paul_is.going to talk with the IDC to have them come in before the public hearing so the board can get an idea of what their feeling is and; what the responses are from the land owners that they have contacted. Planning Director pointed out that the only land owners he has heard from are Mr. Wolf and Frank Allen and Peter Fontanini. Fairfield Park The Planning Director received three quotes back from interested engineering firms.in writing and one verbally. The quotes are - GHR - $750., Norwood Engineering - $475, Freeman Engineering - $300., and Dunn Engineering - $600. Planning Director said he spoke with Chadwick Maurer who said that Camp, Dresser & McKey has done major drainage in the town. Chad felt that the board might like to contact them. If the board contacts them, they might get a lower price. Also Camp, Dresser & McKey is more familiar with the town. Planning Director said that the board has the money, $500, in their Consulting Account, but he was looking at that money to start the master plan with SRPEDD. Planner Parsons said he would rather go ahead with this and go to the Selectmen later for the base map. Motion: To give the Planning Director the authority to negotiate a contract with an engineering firm not to exceed $500, preferable Camp, Dresser & McKey, second choice GHR. (Parsons - Flynn, all in favor) VOTED Fairfield Park Clerk Seifert read the letter which explained that the Housing Authority is four months behind schedule. He also read the letter from Ralph Seifert regarding Fairfield. People involved with the development of the Fairfield Property were there to answer any questions or concerns the board members had. Planner Flynn asked how much, what percent, of the site would be covered with buildings. Mr. DiNisco said that the first 'scheme presented was 31,000 square feet, but based on the revised plan,'he would say approximately 28,000 square feet. Planner Genatossio asked where the dumpsters would be located. Mr. DiNisco pointed them out on the plan. She also asked why they Planning Board's minutes February 3, 1982 Page 4 were located where they are. Ken DiNisco said that they are able to be ser- viced easier in that location, and they are place there for a matter of convenience because people will go by them to get to their cars. She also questioned the lighting. She asked why the elderly only have one light.and the private development has two on each pole. Mr. DiNisco pointed out that the design was done by Everett Associates. He said that the lighting across the street would also shine into to elderly parking He pointed out that it is bad to overlight the parking lot. He also said that the one light for elderly may be 400 watt while the two lights for the private developer may only be 200 watts each. Planner Genatossio also asked about the parking. She asked why the elderly only had 2 of parking space per unit instead of the 1.2 per unit. Mr. DiNisco said that the state feels that 2 per unit it adequate. Joanne Colella referenced her experiences with other bl derly housing units in regards to parking. She said that no elderly couple has two cars. If they are in a low income housing unit, they can't afford to have two cars. She also pointed out that alot of times elderly people sell their cars after a few years after they move into the housing because of physical problems such as failing eyesite. She said she feels the ? per unitis adequate. Planner Genatossio explained that she is thinking of the future. Planning Director pointed out that there is room on Court Street to provide additional parking if necessary. Planner Parsons asked why this is the site. Mr. DiNisco said that this site is the only site that qualifies. Joanne Colella said that she would like some opinion of how the board feels because .she doesn't'want to loose the money. She pointed out that they started applying for funds in 1978 because there was a need for housing. Motion: That the board assume a positive posture towards this project and instruct the Planning Director to begin drafting a special permit which represents that position. (Parsons - DeGirolamo Planner Genatossio said that she understands the rush, but she doesn't feel that a positive direction should be taken. She said she doesn't feel she is ready for this. Planner Flynn said that a concern of hers is that Bonwood doesn't have enough experience in this type of building. She pointed out that she does not like the building across the street. She asked Joanne Colella if she felt confident. She said yes. They have an agreement with Bonwood Corporation, and the plans have to be followed. Ken DiNisco will be involved through the construction period and will inspect the work. Motion: That the board assume a positive posture, towards this project and instruct the Planning Director to begin drafting a special permit which represents that position. (Parsons - DeGirolamo) In Favor Flynn Opposed - Genatossio Around the Table Planner Flynn asked when the board is going to walk the Fairfield Site. She also asked when the board is going to see the as -built plans for Bonwood's property across the street. She questioned the 12 foot drive- way. Planner Parsons said he didn't think theboard would see the as -built on that. He said he didn't think it was required. Planning Director said that it is in the hands of the Building Inspector, and the board doesn't look at the plans again. Chairman Kaufman asked if the board approves a site plan for a driveway with a certain width and a temporary occupancy Planning Board's minutes February 3, 1982 Page 5 is issued before that is completed, does that mean that the developer doesn't have to make the driveway that large. Planning Director said that the Building Inspector always works with the Planning Board and takes their recommendations in consideration. He did point out it is in the hands of the Building Inspector. Planner DeGirolamo said he thinks the board should consider some of the smaller projects that Ronnie Bonvie has taken on. Planner DeGirolamo said he feels that he has done a good job and is competent. Planner Flynn said that the Downtown Zone was created to encourage unique development with no restrictions. She said he built that piece of land to its limit. Planning Director said that Fontanini's pond memorandum is 2 written, and he will have it for the board next week. 10. Correspondence New bond from Henley -Lundgren. Planning Director recommended that the board pass this bond on to Town Counsel because they adopted different language into the bond. He also recommended that the board not accept the bond. The change in the bond references their letter regarding liability. Motion: To not accept the bond and to pass it on to Town Counsel {-Parsons - Seifert, all in favor) VOTED Planning Director said that Mr. Clemmey was in the office today. He was sent a copy of the letter from Henley -Lundgren. Mr. Clemmey feels that there are certain parts of his land that were not restored. Motion: ,;To:send a letter to Charles Mulcahy, Town Counsel, thanking him. (Genatossio - DeGirolamo) Withdrawn Planner Parsons felt that it is premature to send a thank you letter now. Motion: To send C, C & F a thank you letter for their hospitality. (Parsons - DeGirolamo, all in favor) VOTED 11. Adjournment 10:25 3/ (1/ -- DATE /
