parcel is being transferred to another parcel of land that conforms,
in area and frontage, to existing by-laws and borders on an existing
public,way.
Motion: To sign the Form A
(Seifert - Parsons, all in favor) VOTED
6. Parking By-law Amendments
Planning Director explained the handout on the comparison of the
parking before and after. He said that the two areas which need to
be worked on are the subcompact car space and the parking for dwelling
units. He told the board that the deadline for submission of articles for
the Town Meeting is February 1, 1982. Planner Genatossio asked about
the parking spaces for drive-in restaurants. Planning Director felt
that because drive-in restaurant proposals appear before the board so
seldom, the board could consider the parking for a drive-in restaurant
when the plan was being proposed. Planner Seifert asked what the
recent changes were. Planning Director went through the proposed
parking article and explained what had been changed recently. Planner
Parsons asked why the distinction was made on over and under 25,000
square feet. Planning Director explained that larger buildings use
more office space, and if the same amount of parking was required, there
would be alot of parking spaces not used. There was some discussion on
why uses under 5,000 square feet required no off-street loading area
except in instances where existing loading is done in the public street
or sidewalk. Planner Parsons felt that 5,000 was a large building not
to require off-street parking. Planner Flynn suggested inserting except
when it is deemed necessary by the Planning Board. Chairman Kaufman
suggested that one parking space per employee on the largest operating
shift be added to the one parking space per four seats which is required
for a restaurant. Planner Genatossio asked about the requirement of
one parking space per sleeping room for hotel and motel. She pointed
out that if all the rooms were filled, the help would have no place to
park. Planning Director suggested adding a new paragraph under Section 3
which would be called Employee Parking. Under this new paragraph it
would require that one parking space per employee on the largest operating
shift be provided. There was alot of discussion by the board members

( regarding the parkin requirements for dwelling, multi -family
(three or more units. The discussion was whether to keep the 1.2
parking spaces per unit in the Downtown Business District versus
raising the 1.2 to 1.5. Also whether to keep the 1.5 parking spaces
per unit in all other zones or to raise the 1.5 to 2.0.
7. At 6:05 P.M. the public hearing continuance for Fairfield Park began.
A transcript of the public hearing is available in the Planning Board
office. The Fairfield Park public hearing was adjourned at 9:35 P.M.
Motion: That the motion which was made during the public hearing be
taken off the table. See transcript for original motion.
(Genatossio - Flynn, all in favor) VOTED
Motion: To hold a new public hearing based on the new plan.
(Genatossio - Flynn
Discussion
Planner Genatossio felt that the plan that was presented at the public
hearing was substantially different; therefore, a new public hearing
was requited. Planner Parsons pointed out that the density had been
reduced. He said that if the density had been increased, he would
agree with Planner Genatossio. Planner Flynn said she felt a new public
hearing should be held to let the people of Mansfield know what is
going on in the downtown. She said that if a new public hearing would
hold up the project, that the board should write a letter to EOCD'ex-
plaining the situation. Planning Director said that the plan had
changed because of the imput and the comments the architect received
from the public. He said that he felt that this is part of the pro-
cedure of a public hearing.
Vote:
Parsons, Brugliera, and Seifert were opposed to this
motion; therefore, the motion failed by a 3 to 2 vote.
TO. Parking By-law amendments
Motion: In the Downtown Business District to change the parking
requirement from 1.2 to 1.5.
(Flynn - Brugliera) In favor Genatossio
Opposed - Seifert and Parsons
Motion passed by a 3 to 2 vote.
Motion: To change the multi -family dwelling, three or more units, parking
requirement from 1.5 to 2.0 in all zones except downtown business.
(Flynn - Brugliera) In favor Parsons and Genatossio
Opposed - Seifert
11. Water Supply Protection District
The Planning Director said he had met, with Whitman & Howard. He asked
Arthur Stockus to come before the board to present all the background
mapping work which has led up to the water supply protection map. Also
Whitman & Howard has responded to all of the Planning Director's questions
regarding the water supply protection map in a letter. Paul explained
that the Ash Well has a very large cone of depression which makes it
difficult to place strict land use controls within the cone.

He said that there is a possibility that a Zone A and Zone B be
created. Zone A would be the pumping cone of depression, and Zone B
would be the recharge area. Chairman Kaufman said that he could not
think of anything that would be allowed in Zone A and not in Zone B.
12. Industrial Re -zoning.
The Planning Board received a letter from the Industrial Development
Committee saying that they would be pleased to meet with the Planning
Board if necessary. Planning Director presented two maps of the pro-
posed industrial re -zoning. There was some discussion regarding
how the board should treat the existing industrial uses. The Planning
Director suggested that the board either make them non -conforming or
re -zone the land around them. The board was in favor of re -zoning
both sections. They would like to invite the Industrial Development
Committee in to discuss how'to treat existing industrial development.
There was some discussion on whether to invite the existing industrial
development land owners in to discuss the re -zoning with the Planning
Board and the Industrial Development Committee, or to meet with the
IDC and then get in touch with the land owners.
13. Master Plan
Planning Director said that he will be getting a revised figure $4,000 to
$4,200 from WEDD. Additional money will be spent with the B.L. Makepeace
Company in Boston for photo reduction.
14. Village Estates
Attorney Funk requested a release of covenants for Lot No. 18, Village
Estates. The Town Manager informed Paul that these are town owned
roads and that a release is not necessary. It was suggested to send a
letter to Attorney Funk saying that the roads are owned by the town.
15. Date of next meeting is January 27, 1982 at 7:00 P.M.
16. Meeting Adjourned at 11:00 P.M.
