6. Margo Jellinek - Town Engineer
Mrs. aellinek:presented the board with a copy of the Attorney General's
opinion regarding a registered Town Engineer. She said that in this
opinion it states that any person who is not a registered engineer cannot
act as one. Also even if he does not act as one, he cannot assume the
title as one. She also pointed out that anybody who is not a registered
engineer cannot be present on perk tests. She presented the board with
a petition of an article for a Town Engineer to be :presented at the 1982
Town Meeting to see if the Town will vote to hire a registered Town
Engineer, She asked the board members to sign the petition and said she
is aiming to have about 100 signatures on the petition. She pointed out
several reasons why the town needs 'a registered engineer. She said that
it had already been signed by members of the Conservation Commission, and
she will present it to the Finance Committee tomorrow.
7. Fairfield Park
Ronald Bonvie said that there was a meeting on Fairfield Park Wednesday
morning with the staff members. During this meeting, they ,went over the
plans in detail. At this time, the proposed plan has in the vicinity of
40 condominiums and 16 multi -family units. Fire and water issues have
been worked out. Planning Director pointed out that Mike Everett did
not bring the parking design plans in for the meeting so they did not go
to Boston with the rest of the plans. He said the, parking design plans
should be in tomorrow, and if the ;board members were interested in -look-
ing at the design, they could come into the Planning Board office to
look at them:'

This Form A consists of three parcels of land situated on the northerly side
of Ware Street, easterly side of Erin Drive, bounded westerly be Erin Drive,
northerly by Ronald Bonvie, easterly by Henry and Agnes Donald and south-
erly by
outherly;by Ware. The lots contain the (proper frontage and area to conform to

"9. Parking By-law amendments
Planning Director said he spoke with Chadwick Maurer regarding the before
and after presentation. Chad said he could not put an article in that
way. He suggested preparing a handout to go along with the article.
Chairman Kaufman asked if the board could see the before and after com-
parison of the parking by-law amendments before the Town Meeting. Planner
Genatossio asked about the 400 ft. for municipal parking lots and multi-
family dwellings. She asked if the board could, just limit this 400 ft.
to business. She feels that 400 ft. is to far away for multi -family
parking. Planning Director stated that the 400 ft is used more often
than the 200 ft. There was some discussion by board members. At the
end of the discussion, the 400 ft. was kept instead of changing it to
1
200 ft for multi -family units. i

sulting. The consulting account has been cut to zero. Paul said that
Chad suggested preparing an article for Town Meeting. The Planning
Director and the board went over the letter from SRPEDD regarding the
cost estimates. Planning Director said he feels that $6,000 would be
enough money to work with. He also pointed out that the Conservation
Commission had been turned down for money because the Master Plan is so
far 'outdated.
Motion: To 'send a letter to the Industrial Development Committee,
Conservation Commission, Board of Health, Board of Selectmen,

Planner Genatossio said she went down to Rizzo's subdivision to look
at the iron rail fence. She asked why the iron fence is there.

Genatossio'also looked at the catch basin. She said it was all filled
up, Planning Director said it is not on a paved surface. He said
it does not seem to be draining a very large area.
Planner DeGirolamo requested that the rudeness during the meeting
come to an end. He said when people are trying to talk, they should
not be interrupted.

establish rules or regulations regarding the laying out, construction,
alteration, or maintenance of a subdivision which exceed the standards

that if your town has not built or reconstructed any public ways
