4. Final Version of the Parking By-law Amendments
Planning Director explained to the board that this final version is
the way it will go to the public hearing, and asked the board for their
comments. Planner Parsons suggested lumping together similar parking
requirements instead of listing them individually. Chairman Kaufman
said that he would like to see a before and after comparison prepared.
Planner Genatossio asked if the 1.5 parking spaces per unit is enough for
multi -family dwellings. She pointed out that most people have two cars.
Planning Director stated that the 1.5 spaces per unit would cover those
apartment owners which have two cars opposed to the apartment owners who
only have one car. Planner Brugliera pointed out that there may be a
problem with the. -parking at night because everyone is at home. Chairman
Kaufman stated that he felt it is not the responsibility of the Planning
Board to provide spaces because there is a possibility that everyone has
two cars. Planner Parsons suggested that the minimum size of the sub-
compact car space be added.
5. Home Developers, Inc.
Planning Director told the board that Home Developers modified the contors
around Test Holes 4 and 6. He pointed out that they are making an attempt
to comply. He also said that all the techincal requirements have been met.
He suggested that if_all 'the corrections and additions that were on his
memorandum were added to the special permit, he would recommend approval.
Planner Flynn felt that this operation would affect the financial value of
the homes around it, and it would affect the surrounding area esthetically.
She also felt that the land is too valuable to be used for a gravel removal
operation, and it should be used for homes. Planner Genatossio said that
ERE's gravel operation was much farther back in relation to the street.
She also said that ERE was more in the wilderness. Planning Director sug-
gested that if the board is going to deny the special permit, they should
use the general criteria and list some reasons. The two items that are
listed under general criteria are:
1. That the operation will not have a detrimental affect on
the surrounding land uses.
2. That no adverse environmental conditions will be created
as a result of this operation.
The board compared the proposed earth removal plan to the approved Green
Acres subdivision plan.
Motion: To approve the special permit with the conditions outlined in
Paul's memorandum.
(Seifert - DeGirolamo)
This motion was amended by Planner Genatossio by adding before
the operation permit is granted by the Building Inspector, the
board would like to see a plan showing any changes that were
sited on the permit. Then the board would advise the Building
Inspector in writing that the plan had been reviewed and ap-
proved by the Planning Board.

Genatossio, Flynn, and Brugliera - Opposed
Special permit is denied by a 4 to 3 vote.

Fairfield Park
Ronald Bonvie told the board that there was a meeting with all department
heads on Tuesday, January 5. At that time, there were various corrections
which needed to be made, and the architect would be unable to make them
by the January 6, 1982 public hearing. The plan is going to require alot
of changes both architectual and engineering. The proposed plan should be
ready in a week or two with all the corrections. The density on the pro-
posed plan will be reduced. The Planning Director informed the board that
the public hearing is proposed to be re -scheduled to January 20. Planner
Flynn asked why a second plan was presented at the public hearing. She
said that she though she was looking at the final plan when she left.
Planning Director explained that Kenneth DiNisco presented the second plan
because he was trying to respond to the imput he received at the previous
meeting. Planner Genatossio pointed out that the board had 65 days from
the time the plan is submitted to go ;over it. She felt that the board should
have made use of this time.
Motion: To continue the public hearing to January 20, 1982
(Parsons - DeGirolamo)

The Fairfield Park public hearing was 'adjourned
Planner Brugliera suggested that the board re -advertise the public hearing
which will be held on January 20, 1982. It was pointed out that the date
that the public hearing was to be continued to was posted on the door so
that anyone who came in would have seen it.
Motion: To re -advertise that the public hearing is continued to
January 20, 1982.
(Brugliera - Parsons)
In favor - Genatossio and Flynn
Opposed - DeGirolamo
Planner Genatossio pointed out that there were two pages of conditions and
specifications for the Fairfield project in the 1978 Annual Town Report.
She asked what had happened to all these conditions and why they weren't
followed. Planning Director said that the Downtown Advisory Committee set
those conditions, and when the Housing Authority took over, they used their
own conditions and specifications. He pointed out that there is a time
line of nine months which the Housing Authority has until they break ground.
There was alot of discussion on the background of the Fairfield property and
how the transfer from the Downtown Advisory Committee to the Housing Authority
took place.
7. Henley -Lundgren - Bond Reduction Request
On the plan that was proposed back in 1978, :'aul pointed out the original
well locations. He also pointed out the 90 foot planting grid and the
120 foot buffer line. The Planning Director and the board compared the:
two plans checking the well logs to the test pits, the elevations, and the
water level. Bertram Cook and Paul have both inspected the site. Planning

Director told the board that because the seedlings were planted late, they
are very small. Also because of trespassers on the property during the
summer, a path has been created. Chairman Kaufman suggested that the board
respond to the Henley -Lundgren letter reiterating what the 10 percent con-
tingency is for. Planner Genatossio suggested that the owners put life
saving equipment on the site. Planner Parsons did not think that the board
was liable Chairman Kaufman stated that the question of liability is be-
tween Henley -Lundgren and the land owners.

8. Water Supply Protection District
Planning Director told the board that he has been working with Whitman &
Howard. He informed them that there have been some staff changes at
Whitman & Howard. The meeting which was suppose to occur in December is
now going to be held late in January or early in February. All of the
maps are completed except the control maps. Paul presented the Water
Supply Protection District Map. He explained the color code. Yellow
represents the cones of depression, and green, the recharge areas. There
was some discussion regarding the shape of the cones of depression which
are presently shown as circles on the map but were suppose to be irregular
in shape.
9. Industrial Zoning
There was some discussion on whether or not the board would like to remove
specific Industrial Zoned land and rezone it to a more desirable zone for
the location which it is in. There was some discussion on what parts of
town should be rezoned out of industrial. Planner Parsons brought up the
idea of having a light and heavyylndustrial Zone. He suggested keeping
this on the agenda.
Motion: To send a letter to the Industrial Development Committee
indicating to them that the Planning Board is seriously
considering an article for this year's Annual Town Meeting
that would reduce the amount of Industrial Zoned land mainly
be elliminating the area off Ware/Gilbert Street. Also
to ask them for their recommendations towards this con-
sideration, and the board would enjoy their attendance
at a Planning Board meeting.

10. Master Plan Revision
The Planning Director informed the Planning Board that he had contacted
Tibbit's Engineering Company in Fall River regarding a 1" to 600 base
map. Tibbit's informed him that they did not have a 1" to 600 base map
but rather a 1" to 200 base map in three sections. Tibbit's quoted him
a price of $250.00 to create a 1" to 600 base map from their 1" to 200
base map.

11. Around the Table
Planner Genatossio asked if Peter Fontanini's as -built was in.
Planning Director informed her that it was.
12. Robert Rizzo's letter - Plantingfield Road
The board received a letter from Robert Rizzo which informed them of
work which has been completed. He also requested that the drop inlet
basin shown on Lot 1401 not be constructed, and the iron rail fence
not be installed on top of the wall. He requested that the board
Members view the site.
13. Date of next meeting is January 13, 1982.
14. Public Discussion
Margo Jellinek said that the board voted to reduce the bond for
Henley -Lundgren. She asked the board to reconsider the vote and
hire a registered engineer. She pointed out that only a registered
engineer may check test holes and work which Paul and Bert have been
doing. Paul said he did not witness a perk test. He witnessed where
the ground water was entering the hole. Margo Jellinek again asked
that a registered engineer be hired. She said that the material
should be checked.
