6. Minutes of August 28, 1985
Planner Flynn noted that on Page 10, under the Camelot at Mansfield Subdivision -
The Broderick Corporation section, it should be added that the Planning Board also
discussed whether the subdivision was still in effect. This will be incorporated
into the minutes.
Planner Bachman noted that on Page 8, under the variance request of Peter DeTrolio -
Elm Street, it should be corrected that he was opposed to this motion and Clerk
Doucette was in favor of this motion. This will be corrected in the minutes.
Motion: To approve the Minutes of August 28, 1985, as amended.
(Flynn - Genatossio - Bachman - Doucette)
(Planner Boldrighini did not vote on these minutes as he was not
at the meeting.)
7. Mr. David Lee - discussion of subdividing a parcel of land on Mill Street
Mr. David Lee approached the Board and stated that he would like the support of
the Planning Board and the Town to place a road off of Mill Street which would
allow him to gain access to his back land as well as give the Town access to the
pumping station which exists in back of this land. He stated that he wants to
work with the Town on this proposal and that he feels it will benefit everyone.
Acting Clerk Genatossio stated that she feels that the Town should not be putting
in a road for someone else's benefit and that since there is already a dirt road
in the rear of the pumping station, she does not believe this is necessary. She
also stated the less homes which are near this pumping station, the better. The
Board informed Mr. Lee that this proposal should be brought to the Selectmen
first to get their approval on this, it should not be in front of the Planning
Board until he wishes to submit a subdivision plan.
8. "Form A" plan - Freerksen - Plain Street
Mr. Freeksen approached the Board and asked them to reconsider their vote on his
"Form A" plan and that he would answer any questions that the Board may have on
this plan.
Motion: To reconsider the initial vote on the "Form A" plan for Robert E.
Freerksen on Plain Street.
(Flynn - Bachman - All in favor)
Acting Chairman Doucette explained to Mr. Freerksen that in this zone it is re-
quired that lots have 15,000 square feet of area and 100 feet of frontage. Mr.
Freekson explained that he does have the required frontage and the reason that
he does not have the required area is because he does not own "Lot A". The Board
explained to him that he still must go for a variance on this lot. Acting Clerk
Planning Board's Minutes
September 11, 1985
Page 6
Genatossio stated that the Board should approve this "Form A" plan because then
the applicant will have his lot to apply for a variance; she also stated that the
Planning Board can place a note on the plan which states that this is not a build-
able lot.
Motion: To sign the "Form A" plan for Freerksen on Plain Street.
(Boldrighini - Flynn - Genatossio - Doucette)
(Planner Bachman was opposed to this motion*)
*Planner Bachman stated that he does not see how the Planning Board can approve
a non -conforming lot on a "Form A" plan.
Planner Flynn stated that she has a concern about this lot being a non -buildable
lot.
Motion: To place a note on this plan stating that this is not a buildable lot.
(Flynn - Boldrighini - All in favor)
9. Review preliminary plan - "Jason Lane" - off East Street
Martin J. Worobey submitted a preliminary plan for "Jason Lane" to the Mansfield
Planning Board. This plan consists of seven (7) lots off of East Street. The
Planning Board reviewed the checklist and found that the majority of the check-
list was complete with the exception of a few items. The Board is still waiting
for the department head comments to be received. The Board felt that the appli-
should attend a Planning Board meeting to discuss the issues which were not
addressed on the checklist.
Motion: To send the applicant a letter stating that the Planning Board
has reviewed this preliminary subdivision plan and requests that
further information be placed on the plan according to the pre-
liminary checklist and the Board would like the applicant to
attend the Board's meeting on Wednesday, September 18, 1985.
(Genatossio - Boldrighini - All in favor)
10. 9:00 P.M. - Discussion of Foxboro Terminals Special Permit
Garrett Spillane, representative of the applicant, approached the Planning Board
to discuss the proposal for Foxboro terminals site plan off Francis Avenue. Mr.
Spillane did not bring in a revised plan and the entineer of the plan was not
present at this meeting because he believed that the original meeting was set up
for 7:00 P.M., but the applicant had requested a meeting for 9:00 P.M., so the
engineer was unable to attend at this time, but Mr. Spillane stated that he would
like to know if the Board had any other concerns other than those which were ad-
dressed through the department head comments. He stated that the applicant has
no problem with incorporating all of these comments on the plan, with the excep-
tion of the comment from the Board of Health regarding the Environmental Notifi-
cation Form which the Board requested - he stated that he will speak to the Board
on this matter. The Board had concerns about the traffic and the noise and felt
that since there was no plan to review at this time and the engineer of this plan
was not present at the meeting to answer questions, there was really no reason to
continue the discussion. The Board would like the engineer to attend their meeting
on September 18, 1985, at 8:00 P.M. to discuss the Board's concerns.
Motion: To end the discussion of Foxboro Terminals.
(Boldrighini - Genatossio All in favor)
Motion: To send a letter to the engineer stating that the Board would like him
to attend the September 18, 1985, meeting at 8:00 P.M. to discuss the
concerns of the Board; the Board would like all the concerns specifically
so that these can be addressed at the meeting.

Motion: To send a memorandum to Jesse Earls, Police Chief, asking him for
comments on traffic for the Foxboro Terminals site plan.
(Genatossio - Flynn - All in favor)
There was a concern from the Board as to whether Connors Avenue which is where
this proposal is will have to be abandoned because it is a paper street. Joseph
Zeneski, DPW Director, stated that he believes it has to be abandoned because it
is an approved subidviison, it would be a modification to this subdivision.
11. Wedgewood Estates subdivision - drainage extension
The Board received a letter from James Perkoski, Attorney for Joseph Brugliera,
regarding the drainage for Wedgewood Estates subdivision stating that a contract
has been signed with Main Line Construction to install this drainage to complete
the remainder of the subdivision by November 15, 1985. The DPW Director has
stated that he will go along with this extension request until December 15, 1985.
Planner Boldrighini had a concern about the pavement and wanted to know if the
pavement was considered part of the drainage. Joseph Zeneski replied that the
base coat will be finished before winter and the top coat of pavement will be
done next spring.
Motion: To extend the deadline for the drainage work to be done from Coward
Drive to Essex Street and down Ware Street until December 15, 1985.
All work is to be completed by this date with the exception of the
top coat.
(Boldrighini - Genatossio - All in favor)
12. Foxboro Terminals proposed site plan - off Francis Avenue
The Board had a concern about the traffic and.the noise for Foxboro Terminals and
stated that a study should be conducted to address these concerns and what affect
this project is going to have on this area.
Motion: To send Foxboro Terminals a letter stating that a study must be con-
ducted showing what affect this project is going to have in this general
area and this study must address concerns such as convenience, safety
and adequacy of vehicular and pedestrian traffic and improvement within
the site and in relation to the adjacent streets, properties or improve-
ments.
(Genatossio - Boldrighini - All in favor)
13. Around the Table
Motion: To order the 1986 R. S. Means Catalog - Building Construction Cost
Data 1986.
(Genatossio - Flynn - All in favor)
Motion: To approve the Planning Consultant's hours for the week of August
26, 1985.
(Bachman - Flynn - All in favor)
The Planning Board received a letter from Rande Wilson, Town Manager, regarding
a letter which was received from Mrs. Shelly Roberts, 76 Creeden Street, who
wanted to know the presentand future construction plans for the end of Creeden
Street between 140, 106 and Wood Avenue. Joseph Zeneski, DPW Director, stated
that the Town has advised this woman that this was a Conservation project, a
retention basin is being constructed. Planner Flynn stated that this woman should
be sent a letter.
Motion: To send Mrs. Roberts a letter stating that this is all public information
and to please feel free to come in any time and check the plan.
