DPW Director Zeneski discussed with the Board the use and need for retention/detention areas, the use of on-site and off-site control techniques for water flow from a subdivision. It was the DPW Director's view that development should not increase the peek flow (in terms of total flow, and flow rate) from a site. The consensus of the Board was that: 1. Site developers should provide either on-site or off-site drainage control so that neither (1) the total or cumulative flow nor (2) the flow rate from the subdivision site is increased over pre -development conditions based on a 25 -year storm design. (It was the Board's view also that the drainage should be designed for a 100 -year storm). 2. Off-site control should be in reasonable proximity to the site and have no effect on the area between the site and the control mechanism intervening or the area surrounding the control mechanism. At this point, Planner Flynn entered the meeting. Planner Flynn raised the point that such systems should be allowed only on-site, unless such as system was not feasible to the satisfaction of the Planning Board. The DPW Director raised the additional point that the Board may not have the necessary control over off-site systems since the Board's power related to actions within the subdivision. Chairman Ducette raised the issue of road width within a subdivision; in particular, that in certain areas roadway widths should be reduced to 25 feet. Chairman Ducette then raised the issue of a new Planning Director and asked each Board member to review the resumes that we received. The Board discuussed Board of Selectmen letter, advice, and other issues. TF001 Foxboro Terminal; in particular the potential covenents, site plan, legal "r Clerk:i ix,,JAki. Anthony N. Fibre, J;r::
