4. Attorney James Perkoski - Discussion on Wedgewood Estates
*Chairman Brugliera left the meeting before this discussion began.
Clerk Doucette to be Temporary Chairman.
Motion: Planner Boldrighini to be Temporary Clerk.
(Genatossio - Flynn - All in favor)
Attorney James Perkoski approached the Board and stated that his client,
Joseph Brugliera - developer of Wedgewood Estates, requests a one-year exten-
sion to complete the installation of the drainage system of Essex and Ware
Streets in Wedgewood Estates. A condition of the three -party letter of agree-
ment among the Bank, Developer and Planning Board was that this drainage con-
struction be completed by August 1, 1985. Mr. Perkoski informed the Board that
the reason the work has not been completed is because of lengthy negotiations in
which Mr. Brugliera has attempted to purchase an adjacent parcel of land to fac-
ilitate the drainage of the entire subdivision, but an agreement was not able to
be met; Mr. Brugliera has also sought a contractor to perform this work, but due
to the tremendous increase in the construction business, he has been unable to
obtain a commitment for a definite completion date. Mr. Perkoski feels that if
the Board is to grant this one-year extension, the work will be completed by
the extension deadline. The Board had concerns regarding the winter months,
if an extension is granted and the work is not done by winter, it will have to
wait until the spring; Temporary Clerk Boldrighini stated that the Board should
f give Mr. Brugliera an extension on this drainage work until September 15, 1985,
so that if the work is not started at that time, the Town can take the money
from the bond and have the work completed. The Board and Joseph Zeneski, DPW
Director, had no problem with this suggestion because it would meet the intent
of the matter.
Motion: To extend the deadline for the drainage system until September 15,
1985, and at that time the Board will review the work that has been
completed and decide where to go from that point.
(Boldrighini - Genatossio - All in favor)
*Chairman Brugliera re-entered the meeting after this discussion ended.
*Temporary Chairman to Clerk.
*Temporary Clerk to be Planner.
5. 8:09 P.M. - "Highland Avenue Extension" definitive subdivision plan
The public hearing for "Highland Avenue Extension" definitive subdivision plan
began at 8:09 P.M. The hearing was closed at 8:43 P.M. A copy of the transcript
is available in the Planning Department's office.
Motion: To waive the sidewalks on the inside portion of this roadway, which
would encircle Lots 11 and 12, as per the Planning Consultant's
recommendation in his letter dated July 30, 1985, in exchange for
sidewalks being constructed on Highland Avenue.
(Boldrighini - Genatossio - Brugliera - Doucette - Flynn)
(Bachman opposed to this motion)

6. 8:43 P.M. - "Hidden Estates" definitive subdivision plan
*Planner Fiore entered the meeting before this hearing began.
The public hearing for "Hidden Estates" definitive subdivision plan began at
8:43 P.M. The hearing was closed at 9:02 P.M. A copy of the transcript is
available in the Planning Department office.
Planning Board's Minutes
July 31, 1985
Page 5
There was discussion from the Board as to the deadline of this subdivision plan
and they felt that an extension would be needed from the applicant.
Motion: To send a letter to the applicant stating that thedeadline for this
subdivision plan is August 19, 1985, and in order that the Board will
not have to make approval/disapproval on this plan at their next
meeting, the Board recommends that the applicant request an extension
of time on this decision so that all the changes can be incorporated
onto the plan.
(Genatossio - Bachman - All in favor)
7. 9:10 P.M. "Green Acres" definitive subdivision plan
The public hearing for "Green Acres" definitive subdivision plan began at
9:10 P.M. The hearing wasclosed at 9:37 P.M. A copy of the transcript is
available in the Planning Department's office.
8.
"Golden Hill Homes" definitive subdivision plan
Joseph Zeneski, DPW Director, stated that he is still waiting for the modifications
to the drainage, but has not received anything as yet. The Board felt that they
could not make a determination on this plan without this information; the deadline
for the decision on this subdivision plan is August 15, 1985, so the Board will
need an extension from the applicant.
Motion: To send a letter to the applicant stating that the Board feels that
` the applicant should request an extension of time for the decision
on this subdivision plan.
(Genatossio Doucette - WITHDRAWN)
Planner Bachman stated that he does not believe it is necessary for the Board to
have to write letters to all these applicants informing them that an extension is
necessary, the Board should just deal with the amount of time they have even if
they should have to turn the plan down.
Motion: To turn down the "Golden Hill Homes" definitive subdivision plan
for lack of information, specifically the questions that were
addressed to the applicant at last week's meeting for which the
Board has received no answers.
(Flynn - Genatossio - WITHDRAWN)
Michael Trowbridge, Engineer of this plan, stated that the reason these questions
have not been answered as yet is because he was told by the Planning Consultant
that "Golden 1 Homes" would not be on the Agenda for the meeting this week'
however; he will be submitting this information to the Board by their next
meeting.
Motion: To meet on Wednesday, August 7, 1985, at 7:30 P.M. to discuss this plan
and other Planning Board business.
(Boldrighini - Fiore - Brugliera - Flynn - Genatossio - Bachman)
(Doucette opposed to this motion)
9\ "Vankoert Farms" definitive subdivision plan
James Dunn, Dunn Engineering, submitted revised plans to the Board which incor-
porated the comments from Joseph Zeneski, DPW Director, and Joseph Mannarino,
Planning Consultant. All the comments from the DPW Director, the Planning Con-
sultant, the Fire Chief and the Electric Light Department Director are incorporated
on the plan. The applicants are asking for a waiver on the roadway - they are
proposing that the pavement width be 25 feet instead of the 30 foot regulation
due to the fact that this property is located in close proximity to the Kate
S"rine Well. Karen Galanti, 329 Franklin Street, expressed her concerns over
Planning Board's Minutes
July 31, 1985
Page 6
the Environmental Impact Statement being very vague and she felt that a lot of
the questions which should have been answered were not, she feels that if this
subdivision is approved, it will have a negative impact on the Town water.
William Needham, 260 Franklin Street, stated that he is concerned about the
water quality and that if this subdivision is approved, it will set a precedence
for the other subdivisions which were also included in the study. Joseph Zeneski,
DPW Director, stated that he feels very comfortable with the results of the
Environmental Impact Study, he believes that all the questions have been answered
and does not believe that this subdivision will negatively affect the water qual-
ity. The members of the Board explained to Ms. Galanti and Mr. Needham that there
are certain procedures which the Board must follow and the plans must conform to
the Subdivision Regulations in order for approval; if they do not conform, the
plans will not be approved, and these plans conform.
Motion: To approve the plans for the "Vankoert Farms" definitive subdivision
including the waiver for the 25 foot roadway pavement due to the fact
that this subdivision is within the Aquifer Protection District.
(Flynn - Doucette - Genatossio - Brugliera)
(Boldrighini - Bachman - Fiore were not present at the public hearing
so they could not vote on this plan.)
10. "Maplewood Estates Phase II" preliminary subdivision plan
\ Joseph Zeneski, DPW Director, stated that he has talked with the engineer of this
plan concerning the further information that was needed on this plan regarding the
drainage calculations, but the engineer has not gotten back to him. The deadline
for this decision is August 5, 1985, so the Board must vote on this plan tonight
because no extension request has been received and the Board will not be meeting
before the deadline.
Motion: To deny the "Maplewood Estates Phase II" preliminary subdivision plan
due to the lack of information.
(Doucette - Flynn - All in favor)
11. Reduction of Performance Guarantees
Maplewood Estates I subdivision
The Board received a letter from John T. Mahoney, III, Attorney at Law for
Maple Street Mansfield Realty Trust, requesting a bond reduction for the roadway
of approxiiQately 90% for Langley and Hartford Road. Joseph Zeneski, DPW Director,
has inspected this property and recommends that no money be released on this pro-
perty due to drainage problems.
Motion: To send a letter to the applicant stating that the Board is not
releasing any money on this subdivision until the DPW Director
informs the Board that the roadway has been constructed according
to the Subdivision Regulations.
(Doucette - Boldrighini - All in favor)
Riverside Drive subdivision
The Board received a letter from Edward J. Broderick, President of the Broderick
Corporation, requesting the release of bond money for the curbing and pavement
at the Riverside Drive Extension project. Joseph Zeneski, DPW Director, has
inspected the property and recommends that the appropriate amount be released
from the performance guarantee for these items. The Planning Board will have
\to figure out the calculations for this project and will vote on this next week.
Joseph Zeneski will write a letter to the Planning Board verifying the amount
which is to be released before writing a letter to the bank.
Motion: To release money from the performance guarantee subject to Joseph Zeneski's

verification.
(Flynn - Boldrighini - All in favor)
12. Status Report on Canoe River Estates Subdivision off Ware Street
\ The Planning Board received a memorandum from Joseph Zeneski, DPW Director,
stating that an inspection of the Canoe River Estates was made almost two (2)
years ago and that the problems brought to the Planning Board's attention by
Mrs. Kathy Almquist were in existence at that time; a representative of Douglas
King Builders was advised of the problems that needed correcting. Mr. Zeneski
recommends that since no work has yet been accomplished, another inspection
should be made with the builder's representative.
Motion: To send a letter to Douglas King Builders informing them that the
Planning Board still holds a bond for Canoe River Estates and there
are still shortcomings in the property; the Planning Board would
like a representative from this company to contact Joseph Zeneski,
- DPW Director, to arrange a date for the Canoe River Estates to be
inspected.
(Boldrighini - Flynn - All in favor)
13. "Form A" plans
Webb - Fruit Street - 6 lots
The applicant of this "Form A" plan is Doris L. webb. This "Form A" plan con-
sists of property located .on the southerly side of Fruit Street, bounded northerly
by Fruit Street, easterly by Andrews and the Town of Mansfield, southerly and
westerly by the Town of Mansfield. The reason this plan does not constitute a
subdivision is because lots 3, 4, 5, 6 and 7 have frontage on an existing street
and conform to the Town of Mansfield Zoning Bylaw and Lot 8 is not to be con-
strued as a building lot. The checklist is complete.
Motion: To sign the "Form A" plan for Fruit Street.
(Flynn - Boldrighini- All in favor)
Mugford - Pratt Street - 2 lots
The applicant of this "Form A" plan is Harry A. Mugford, Et Al. This "Form A"
plan consists of property located on the easterly side of Pratt Street at East
Street, bounded northerly by LeFaivre, easterly by the Town of Mansfield and
westerly by Pratt Street. The reason this plan does not constitute a subdivision
is because the lots front on an existing street and conform to the Mansfield
Zoning Bylaw. The checklist is complete.
Motion: To sign the "Form A" plan for Pratt Street.
(Doucette - Boldrighini - All in favor)
14. Around the Table
Planner Genatossio stated that there is an advertisement in either the Mansfield
News or the Sun Chronicle which states that houses are for sale at "Westview
Woods" and she wanted to know if he could legally do that since there is no sub-
division because it was rejected. The Planning Board members informed her that
if he wants to advertise lots for sale on this property, there is nothing legally
wrong because it is his property.
Chairman Brugliera stated that the Planning Board has received approximately 20
applications for the position of Planning Director and he would like the Board
Planning Board's Minutes
July 31, 1985
Page 8
members to review these applications and pick three (3) choices and then
the Board can recommend their top choices to the Town Manager.
Chairman Brugliera also stated that he was contacted by the Chairman of the
Board of Selectmen regarding the motion made last week making Joseph Zeneski
the Planning Board's Agent. The Selectmen feel that if Mr. Zeneski was to
be the Planning Board's Agent, there would be a conflict of interest because
Mr. Zeneski wants to be compensated for his work. The Selectmen would like
the Planning Board to reconsider this vote.
Motion: To reconsider the vote to make Joseph Zeneski, DPW Director, the
Planning Board's Agent.
(Flynn - Doucette - Genatossio - Brugliera - Bachman - Fiore)
(Boldrighini opposed to this motion.)
Chairman Brugliera stated that when the Planning Board receives a request for
an inspection ontheroadways, the Board will have to take a vote on the re-
quest and send a letter to the DPW Director to inspect the work.
Motion: When the Planning Bopard receives a request for an inspection on the
roadway work, they will take a vote on it and send a letter to the DPW
Director requesting him to inspect the work.
(Boldrighini - Fiore - All in favor)
15. Public Discussion
A women stated that she would like to know when Granada Circle and Evans Circle
are going to become approved streets; she stated that the work is not done on
these streets and she would like to know how long the Board waits before taking
the bond money and doing the work themselves. Chairman Brugliera stated that
the Board prefers to have the developer finish the work, but there is no set
amount of time that the Board waits before having the work completed, it is the
Board's decision.
Motion: To send a letter to Mr. Al Paglia requesting him to attend a Planning
Board meeting within the next two (2) weeks to discuss the unfinished
items at the Granada Park subdivision.
(Flynn - Doucette - All in favor)
Kelli Spedden, 12 Granada Circle, and Richard Bliss, 85 Oakland Street, stated
that they are concerned with Foxboro Terminals which the paper stated would be
on the Planning Board's Agenda this week, but it is not. The Planning Board
stated that Foxboro Terminals is still pending business in front of the Planning
Board and they can call the Planning Department on Monday to see if it will be
on the agenda for the Wednesday night meeting. Ms. Speeden asked the Board
if all the meetings in which Foxboro Terminals is discussed can be taped. Planner
Genatossio stated that she does not believe the Board should have to tape all
these meetings, but anyone can tape these meetings as long as they inform the
Board beforehand.
16. Date of Next Meeting is Wednesday, August 7, 1985, at 7:30 P.M.
17. Meeting adjourned at 11:45 P.M.
