4. Zayre Site Plan
Planning Consultant Mannarino informed the Board that this site plan is
for a proposed parking facility for 226 trucks; the future warehouse ex-
pansion which is shown on the plan is only shown to clarify how the existing
warehouse and the proposed parking area will be connected, the Planning
Board stated that a note should be placed on this site plan if approved
clarifying that .factand stating that the future expansion has not been
approved by the Board. The access for this proposed parking facility would
\ be on West Street; Joseph Zeneski, DPW Director, stated that he does not
want a new street opening on West Street because it is too narrow to handle
that amount of additional traffic, the access would have to be onto Forbes
Boulevard. The Board does not want the access onto West Street either.
Motion: To send a negative recommendation to the Building Inspector on
the site plan for the Zayre Corporation stating that the reason
for this negative recommendation is due to the amount of traffic
which will be generated onto West Street and that the road is
not -wide enough to handle that type of traffic; and also state
in the letter that Jospeh Zeneski, DPW Director, is opposed to
the streeet opening on West Street.
(Boldrighini - Genatossio - Fiore - Brugliera - Bachman)
(Flynn opposed to this motion*)
*Planner Flynn stated that she does not believe the Board should send a nega-
tive recommendation because, upon doing so, the Board leaves the entire
determination up to the Bulding Inspector. She believes the Board should
make a positive recommendation subject to modifications of the plan. The
Board members did not agree.
5. Review Findings of Environmental Impact Study
Planning Consultant Mannarino recommended that this discussion be postponed
until the next Planning Board meeting due to the fact that the response from
Faye, Spofford & Thorndike was just received and has not been reviewed yet.
Motion: To postpone the discussion of the findings of the Environmental
Impact Study until the Planning Board's next meeting.
(Boldrighini - Flynn - All in favor)
6. "Austin Farms" definitive subdivision plan
Michael Trowbridge of RIM Engineering and Ronald Bonvie, applicant of this plan,
approached the Board and stated that this plan has been redesigned and there has
been a loss of approximately nine (9) lots, some of the lots have been made larger,
all the roadways, with the exception of one, are being kept out of the wetlands,
and there is only one crossing of roadways on the revised plan as opposed to the
original five (5) crossings. Mr. Bonvie stated that all he is looking for at this
time is a concensus from the Board regarding the roadway design, in order that the
plan can be drawn up in the proper scale. The Board was in concensus of the road-
way layout.

7. "Fox Street" definitive subdivision plan
Joseph Zeneski, DPW Director, stated that he has not received anything from
the engineer of this plan concerning the drainage. Planning Consultant
Mannarino stated that the drainage is the only thing that the Board is waiting
for on this plan; but that he believes the cul-de-sac should be brought down
to 30 feet because there will only be three (3) houses on this street and the
roadway isn't leading anywhere and that if it was brought down to 30 feet, the
run-off would be reduced; that is one alternative to the drainage. He also
informed the Board that a decision has to be made on this plan tonight because
the deadline is on July 28, 1985, and the Board will not be meeting again before
that time.
Motion: To deny the "Fox Street" definitive subdivision plan due to in-
sufficient information regarding the drainage design and the
additional comments from the DPW Director and the Planning Director
concerning the lack of specific information.
(Fiore - Boldrighini - All in favor)
8. "Mansfield Manor Estates" definitive subdivision plan
Joseph Zeneski, DPW Director, stated that he has had a meeting with RIM
Engineering and Pasco Construction concerning the drainage and the grading
on this proposal, and he stated that he is satisfied with the drainage study
and the sewer redesign. Planning Consultant Mannarino stated that the only
other item that is required on this plan that is not currently on the plan
is the street lights, but the Light Department Director can handle that matter;
and the size of the existing water main on Fruit Street has to be shown on the
plan. The DPW Director stated that he has a concern regarding the cover of
the sewer on Danielle Lane and that this should be changed according to his
specifications.
Motion: To approve the "Mansfield Manor Estates" definitive subdivision
plan with the conditions that the electrical lights be placed on
the plan according to the Electric Department Manager's specifi-
cations, the size of the existing water main on Fruit Street must
be placed on the plan, and the cover of the sewer on Danielle Lane
must be revised according to the DPW Director.
(Boldrighini - Fiore - All in favor)
9. Review Zayre Site Plan
Paul Casey approached the Board and stated that he would like them to recon-
sider their vote of earlier this evening and he will answer any questions which
the Board may have. He stated that the road could either be made wider on West
Street if the Board would like, or he could bring the access through the pro-
perty and have it lead out to Forbes Boulevard.
Motion: To reconsider the earlier vote on this site plan which was to send
a negative recommendation due to the amount of traffic this would
generate onto West Street.
(Fiore - Flynn - All in favor)
Motion: To send a favorable recommendation to the Building Inspector subject
to the modification of the plan regarding the access way onto West
Street; the plan should be modified to allow the traffic to go out
to Forbes Boulevard instead of West Street.
(Fiore - Flynn - All in favor)

10. "Fuller Estates" definitive subdivision plan
Planning Consultant Mannarino witnessed soil test holes that were dug along
the proposed right-of-way for this property on July 16, 1985. The soil
is satisfactory for road construction and the only ledge seems to be in the
vicinity of the cul-de-sac; his recommendation for this is that the cul-de-
sac be pushed back instead of increasing the amount of the bond. Mr. Paul
Folkman, representative of the applicant, stated that since there is not ledge
throughout the whole roadway, he believes that the ledge which was found is
only rock and that he would rather increase the amount of the bond instead of
pushing the cul-de-sac back; he also stated that he has adjusted the roadway
grade so that there will not be as much disruption to the site and he will
adjust the profile to show this and increase the bond estimate. All other
comments concerning this plan were met with the exception of the drainage
which the Board would like to postpone until the Faye, Spofford & Thorndike
letter can be reviewed. The Board agreed with Mr. Folkman that everything
seems to be in order; Mr. Folkman stated that he will have all additional
revisions placed on these plans and he will come back into the Board to dis-
cuss the drainage issue.
11. "Westhaver Farms" definitive subdivision plan
Planning Consultant Mannarino stated that the Planning Board must make a
site walk on this property to make sure that it is correctly flagged. He
also stated that the Board is still waiting to hear from the Historical Comm-
ission concerning any historical significance which Mrs. Allen's old farmhouse
off Franklin Street may have; this point deals with the redesign of the roadway
layout. Mr. Folkman stated that he does not want to move the road because the
house would have to be removed. Planning Consultant Mannarino stated that the
only reason he is asking for the redesign is because the road is going directly
through a knoll. The Board was in concensus to leave the roadway where it is
proposed. Mr. Folkman stated that the only other problem is with the drainage
because he has agreed to all other comments that the Board requested; the
drainage will have to wait until the letter from Faye, Spofford & Thorndike is
reviewed.
NOTE: Both "Westhaver Farms" definitive subdivision plan and "Fuller Estates"
definitive subdivision plan will be discussed at the next meeting.
12. Reduction of Performance Guarantees - "Riverside Drive" subdivision
\ The Planning Board has not received a letter from the DPW Director on the in-
spection of this roadway, this issue will be taken up at the next meeting.
13. Status Report on Canoe River Drive Subdivision - off Ware Street
Planning Consultant Mannarino stated that Joseph Zeneski will be going out to
do an inspection on this property and then a letter will be sent to the builder;
he stated that an inspection was done about two (2) years ago and a letter was
sent to the builder, but nothing has been completed.
Motion: To have an inspection done on this property and then decide what
action to take from that point.
(Genatossio - Flynn - All in favor)
Planning Consultant Mannarino stated that Joseph Zeneski, DPW Director, should
be appointed from the Board as their agent. Acting Clerk Fiore stated that he
believes the Board should be their own agent and if an inspection has to be done
the Board can write Mr. Zeneski a memorandum asking him to do this inspection.
Planning Board's Minutes
•July 24, 1985
Page 5
Planning Consultant Mannarino stated that it is more efficient if Mr. Zeneski
is appointed the Planning Board agent because there will not be a large time
lapse between the request for an inspection and the actual inspection, but the
Board will have to interpret the actual inspection reports and also determine
what the bond reduction will be from that point.
Motion: To appoint Joseph Zeneski, DPW Director, as an Agent to the Planning
Board.
(Boldrighini - Flynn - Genatossio — Bachman),
(Fiore and Brugliera were opposed to this motion.)
14. "Form A" plans
Cabot, Cabot & Forbes - Plymouth Street
The applicant of this "Form A" plan is Cabot, Cabot & Forbes. This "Form A"
plan consists of property located on the north side of Plymouth Street and
the south side of Interstate Route 495 approximately 1500 feet northwest of
the intersection of Plymouth Street and Forbes Boulevard. The reason this
plan does not constitute a subdivision is because Lot 862 has the proper lot
frontage and area requirements as per zoning.
Motion: To sign the "Form A" plan for Plymouth Street.
(Genatossio - Boldrighini - All in favor)
15. NOTE: The Board received a letter from Paul J. Folkman, The Folkman Company,
requesting an inspection in the Eastland Estates subdivision for the
water main, hydrant and drainage system. Joseph Zeneski is to do the
... inspection and report back to the Planning Board.
16. Subdivision Extension Requests
Golden Hill Homes definitive subdivision
The Board received a request for an extension of time to act on Golden Hill
Homes definitive subdivision plan until August 15, 1985.
Motion: To accept this extension request until August 15, 1985.
(Genatossio - Boldrighini - All in favor)
Westhaver Farms and Fuller Estates
The Board received a request for an extension of time to act on Fuller Estates
and Westhaver Farms definitive subdivisions until September 1, 1985.
Motion: To accept this extension request until September 1, 1985.
(Genatossio - Boldrighini - All in favor)

Austin Farms definitive subdivision plan
The Board received a request for an extension of time to act on Austin Farms
definitive subdivision plan until September 23, 1985.
Motion: To accept this extension request until September 23, 1985.
