PLANNING BOARD'S
MINUTES
JULY 17, 1985
Present: Chairman Brugliera, Clerk Doucette
Planners: Flynn and Genatossio
Planning Director Mannarino
1. Meeting called to order at 7:30 P.M.
\ 2. Review Mansfield Manor Estates definitive subdivision plan
Mr. Angelo Pasqualino and Otto from RIM Engineering presented revised plans
that indicate the wetlands and poorly drained soils. There would be a re-
duction of two (2) lots because of the larger area of wetland. Considerable
discussion centered around the connection between the inner area of wetland
and the Back Bay Brook. The Board was concerned that the wetland would be
drained. The revised plans were incorrect as to the drainage design, according
to Mr. Zeneski's comments. The plans did not address the original comments
from the department heads and the Plannning Board wanted additional informa-
tion concerning the impact of the drainage on the Back Bay Brook. The appli-
cant submitted a request for an extension for two (2) weeks to provide the
additional information.
3. 8.00 P.M. - Public Hearing - Vankoert Farms definitive subdivision plan
The public hearing for Vankoert Farms definitive subdivision plan began at
8:00 P.M. The hearing was closed at 8:45 P.M. A copy of the transcript is
available in the Planning Department office.
4. 8.50 P.M. - Public Hearing - Golden Hill Homes definitive subdivision plan
The public hearing for Golden Hill Homes definitive subdivision plan began at
8:50 P.M. The hearing was closed at 9:00 P.M. The applicant requested to
continue the public hearing until Wednesday, July 24, 1985, at 7:40 P.M.
There was no discussion of the proposal.
5. 9:00 P.M. - Public Hearing - Abandonment of a portion of Benefit Street
The public hearing for the abandonment of a portion of Benefit Street began
at 9:00 P.M. The hearing was closed at 9:15 P.M. A copy of the transcript
is available in the Planning Department office. After some discussion, the
Planning Board voted unanimously against abandonment because an abutter,
Mr. Nelson, was opposed to giving this right of access.

6. Review Findings of Environmental Impact Study
The information from Faye, Spofford and Thorndike was not submitted to the
Board. It will be placed on the Agenda for July 24, 1985.
7. "Form A" plans
The Folkman Company - Maple Street - 2 lots
The applicant of this "Form A" plan is The Folkman Company. This "Form A"
plan consists of a parcel of land on the southerly side of Maple Street bounded
northerly by Maple Street; easterly and southerly by Baldner and westerly by
The Folkman Company. The reason this plan does not constitute a subdivision is
because Lot 819A has sufficient area and frontage as per zoning and Lot 819B
is to be sold to abutting owner. The checklist is complete.
Motion: To sign the "Form A" plan for Maple Street.
(Flynn - Doucette - All in favor)
Cabot, Cabot & Forbes - Plymouth Street
The applicant of this "Form A" plan is Cabot, Cabot & Forbes. This "Form A"
plan consists of property located on the north side of Plymouth Street and
the south side of Interstate Route 495 approximately 1500 feet northwest of
the intersection of Plymouth Street and Forbes Boulevard. The reason this plan
does not constitute a subdivision is because lot 862 has the proper lot front-
age and area requirements. The checklist is not complete and this plan is to
be discussed at the Board's next meeting.
8. Review Maplewood Estates Phase II preliminary subdivision plan
Mr..Donald Baker, applicant, presented revised plans showing a 690 foot road.
Mr. Baker requested a waiver from the strict compliance of the 650 maximum
length requirement for a dead end street. The Planning Board voted unanimously
against the waiver request.
The Planning Board and the Town Engineer were concerned about the drainage
plan and the calculations which were submitted with the revised plans. The
Board asked Mr. Baker to provide additional information on the drainage and
to shorten the roadway.
Mr. Baker submitted a request for an extension of fourteen (14) days. The
Board voted unanimously in favor of the extension.
9. Release of performance guarantee - Maplewood Estates Phase I
The inspection of the roadway is not complete. This item will be placed on
the July 24, 1895, agenda.
10. Discussion of surplus material removal - Richard Staples - Jewell Street
*Planner Flynn left the meeting before this discussion began.
The Planning Director had to recommend to the Planning Board Chairman that
the scheduled site walk for 6:30 P.M. to Mr. Staples property be cancelled
because Mr. Staples refused the Board right of entree. Since there was no
plan submitted with the request and the Board could not enter the area of
removal, it was the concensus of the Board to send an unfavorable recommen-
dation to the Building Inspector.
