This "Form A" plan consists of property bounded westerly by School Street, northerly by Matthias, Pangburn and Fallon adn Goowin and easterly and southerly by J & S Realty Trust. This "Form A" plan consists of a parcel of the Eastfield Farms lot located on the southerly side of East Street approximately 1000 feet from Route 106. Brugliera, Chairman of the Mansfield Planning Board, to Mr. Bertram M. Cook, Inspector of Buildings, stating that on July 2, 1985, the Planning Board voted to send a negative recommendation on the site plan for a proposed office building on Forbes Boulevard. A copy of a letter from Joseph D. Brugliera, Chairman of the Mansfield Planning Board, to Mr. Bertram M. A copy of a Statement of Facts from the Mansfield Zoning Board of Appeals con- cerning the application of Elaine Jackson to construct a six -unit apartment building on a lot on County Street, said use being non -conforming in a Residence C Zone. The Zoning Board voted to deny this petition. A copy of a Statement of Facts from the Mansfield Zoning Board of Appeals con- cerning the application of Robert Collins for a lot at 1112 School Street, said lot having a front yard set back of less than 40 feet which is non -conforming in an Agricultural Zone. The Zoning Board voted to deny the petition. 4. Planning Director Mannarino informed the Board that Mr. Richard Staples has requested a surplus material permit for his property on Jewell Street and that before the Board makes a determination on this permit, a site walk should be performed. The Board decided hold the site walk on this property on Wednesday, July 17, 1985, at 6:30 P.M. 5. Planning Director Mannarino stated that the Planning Board made a decision at a past meeting to not have the applicants of variances attend the meetings when the Planning Board reviews these applications; this was to be a trial period for 15 applications, the trial period for this process is now complete and the Board must now make a decision as to if they wish to stay with this procedure. Planner Bachman felt that the applicants should attend the meeting because the applications are not being entirely completed to allow the Planning Board to make an accurate decision. Planner Genatossio stated that when the applicants come to the meetings, the Board only sees the positive side of granting the variance, they do not hear the negative side of granting the variance; and the applications should be able to stand on their own because the hardship is supp- osed to be with the land, not with the applicant. Motion: To not have the applicants come in before the Planning Board when the Board is reviewing their applications and to also send a letter to the Zoning Board of Appeals requesting that changes be made on the application concerning the section on hardship - the Planning Board would like the applications to specify that this hardship is with the land, not the applicants; the Board would also like the applicants to quote the Zoning Bylaw under this section. (Genatossio - Doucette - Flynn - Brugliera) (Boldrighini - Bachman opposed to this motion.) 6. Motion: To take a ten-minute recess.
