(Genatossio - Doucette - All in favor)
7. Fuller Estates
Ralph Maloon, Engineer of this plan, approached the Planning Board to answer
any questions that the Board may have on this plan. Planner Genatossio asked
Mr. Maloon why the stream which is located on this property was noted as wet-
lands on the plan and that it should be designated on the plan as a stream;
Mr. Maloon stated that he has no problem with it. The Board members were con-
cerned about the amount of cut and fill on this site; Mr. Folkman stated that
he would like to hold off on that discussion until the loam and the subsoil
are removed when performing the test holes. Planning Director Mannarino stated
that the Board has taken a site walk out on this property and found that at the
back of the cul-de-sac there is a lot of rock outcropping and it was suggested
that the back of the cul-de-sac be moved because the outcropping may interfere
with the road; Mr. Folkman stated that he would like to bring the machine out
to the site and have some test holes done before he redesigns the cul-de-sac,
and he will contact the Planning Director when these test holes are to be per-
formed so he can witness them. Planning Director Mannarino stated that he
would like to see the elevation of the end of the roadway a little higher than
is proposed because of the existing elevation of Winter Street. Mr. Folkman
stated that he doesn't see any problem with that recommendation.
Westhaver Farms
There were concerns regarding the berm which is proposed in Westhaver Farms; the Board
members were concerned with the size of the berm: Mr. Maloon stated that the berm
is a three foot high and thirteen foot wide earthen berm; Joseph Zeneski, DPW
Director, was concerned with the location of the berm because it will be 300 feet
off the road in a heavily wooded area, he feels that there may be a maintenance
problem because it is out of sight. Mr. Folkman stated that an easement may be
granted to allow access to this berm and Mr. Maloon stated that a gravel roadway
can be placed going to the berm to allow for the maintenance; Planning Director
Mannarino stated that he has never seen a berm such as this proposed in a sub-
division and he is concerned about the actual construction of it and how well
it will hold up in time. Planner Genatossio voiced her concerns regarding Lot 36
and whether or not it is going to be a buildable lot; she stated that there are a
lot of wetlands on this property and she wants to know how the Planning Board can
regulate that this lot is not to be built on if it is considered part of the sub-
division. Ralph Maloon stated that this is not a buildable lot and that it is on
the subdivision only because it is being used for a retention area. Planning
Director Mannarino informed Planner Genatossio that this lot is part of the drain-
age system and even if the applicants were to decide to build on it, the Conservation
Commission would have to approve it; he also suggested that the applicant make the
entire lot an easement for the drainage because it has to be made sure that there is
no interference with the drainage flow. Mr. Folkman stated that he will have to
think about that concept of the plan. Planner Bachman asked the Planning Director if Rp
he was satisfied with the curve of the road; Planning Director Mannarino stated that he'

( still waiting to find out if the house which the roadway was designed around has
historical significance and if it does, that point will have to be considered when
reviewing the curve of the roadway. Planning Director Mannarino also stated that
he is waiting to hear from Fay, Spofford and Thorndike concerning the Environmental
Impact Study and he would like to wait and get some feedback from them before
making a determination on these plans.
8. "Form A" plans
Moothart - Willow Street
The applicants of this "Form A" plan are Gerald G. and Patricia Moothart.
The "Form A" plan consists of a parcel of land on the northerly side of
Willow Street bounded northerly by The Borderick Corporation; easterly by
Monnett; southerly by Willow Street and westerly by Willis. The reason
this plan does not constitute a subdivision is because Lot A conforms to
Zoning, adn Lot B has variance granted for insufficient frontage. The check-
list is complete. Planning Director Mannarino stated that this "Form A' plan
has already been signed by the Board, but the applicants have added a water
main easement for the Town.
Motion: To sign the "Form A" plan for Willow Street.
(Doucette - Bachman - All in favor)
Ings - East Street
The applicant of this "Form A" plan is Frank G. Ings. This "Form A" plan
consists of a parcel of land on the southerly side of East Street bounded
easterly by Vasilakos and Petricelli; southerly and westerly by Ings and
northerly by East Street. The reason this plan does not constitute a sub-
division is because the lot has sufficient area and frontage as per zoning.
The checklist is complete.
Motion: To sign the "Form A" plan for East Street.
(Genatossio - Boldrighini - All in favor)
9. Mansfield Manor Es
The Board recieved a request for an extension from Ralph Maloon for three weeks
for a decision ont his subdivision. The Board stated that this will have to be
taken up next week and the applicant should submit this request because the en-
gineer doesn't have the authority to do so.
10. Site Plan - Madan
This site plan is for an oil storage facility off of Warren Avenue and Winthrop
Street. Mr. Bill Madan is the applicant of the proposal. Planning Director
Mannarino stated that he is still waiting for the department head comments on
this plan. The frontage for this site is on Winthrop Street and Warren Avenue,
there is an access way of 24 feet, there is a parking lot in the back of the
building, there is a loading area with three oil tanks, there will be a fence
along the perimeter of the property and there will also be a five foot high berm
to prevent noise and visual problems. Planning Director Mannarino stated that
no public hearing is needed on this proposal because it is an accepted use in the
industrial zone.

11. Site Plan - Forbes Boulevard
Planning Director Mannarino stated that a variance was applied for on this
parcel for a parking lot in the Residence A Zone because part of this parcel
is Industrial and part of it is Residence A; but this variance was denied.
The building is still the same dimensions, but the applicants have redesigned
the plan so that the entire parking lot is in the industrial zone. There was
discussion from the Board as to the 60% maximum coverage in the industrial
zone which is stated in the Zoning Bylaw - whether that refers to just the
building or the buildng and the parking. Chairman Brugliera stated that he
believes the Board has to consider the whole parcel of land, no matter if it
is not all zoned the same when discussing the amount of coverage on the lot.
Planner Genatossio stated that if this plan is approved the Board should put
a clarification on the plan regarding the lot coverage.
12. Austin Farms Definitive Subdivis

14. Maplewood Estates - Langley and Hartford Road
The Planning Board received a letter from John T. Mahoney, III, Attorney at
Law for Maple Street Mansfield Realty Trust, stating that he would like to
schedule a meeting with the Planning Board to discuss a reduction of approx-
imately 90% of the bond on the new road installed off Maple Street (Langley
Drive and Hartford Road). The Board stated that the Planning Director has
to have the road inspected and then will make his recommendation on how much
of the bond will be released. Planning Director Mannarino stated that he will
speak with Mr. Mahoney concerning this matter.

102 School Street, said addition being an expansion of an existing non -conforming
lot in a Residence A Zone. The applicant of this variance request is Joan M.
Doherty. The present and proposed use of the premises will be a single family
dwelling. The extent of the proposed alterations will be the addition of a
14 foot by 16 foot room. Planning Director Mannarino stated that this dwelling
is already a non -conforming use and this would not make it any more non -con-
forming.

this area and whether it would be a detrimental change to the area. Planner
Boldrighini stated that there are multi -family dwelling units in this area
now an he does not believe it will be detrimental to the surrounding neigh-
