PLANNING BOARD'S
MINUTES
JUNE 19, 1985
Present: Chairman Brugliera, Clerk Doucette
Planners: Genatossio, Bachman, Doucette, Flynn*, Boldrighini* and Fiore
Planning Director Mannarino
1. Meeting called to order at 7:30 P.M.
2. Discussion of Balcom Ridge Preliminary Subdivision Plan
*Planners Boldrighini and Flynn entered the meeting.
Bert Schaeffer, representative for the applicant, approached the Board and
explained the rationale for their design of the Balcom Ridge Preliminary
I Subdivision plan which was recently rejected by the Board. He stated that
the applicant is hoping to acquire a piece of land from the Town of Mansfield,
but that in order to do that he has to wait for a Town Meeting to be held
and that other design possibilities have been explored, but due to the con-
figuration of the land this is the only design which is possible. The
applicant would like the Planning Board to waive the 650 foot length of the
roadway in order to allow him to start construction before acquiring the
Town land. Planner Genatossio stated that there also is a chance that the
applicant will not acquire this land and that the Town will then have a 1700
foot roadway which will have to be maintained. The Board members suggested
that the applicant plan for a 650 foot roadway and then if he does acquire
the land, then he can always revise the plan.
3. Discussion of the Downtown Advisory Committee
*Planner Fiore entered the meeting.
Rodney Stearns, Chairman of the Downtown Advisory Committee, approached
the Board to discuss the possibility of disbanding the Downtown Advisory
Committee. He gave a summary of the history of the committee and the pro-
jects which they have undertaken by a 1977 Town Meeting mandate and the
Planning Board's jurisdiction. He stated that all of these projects are
completed as far as the committee could take them and that the committee
should be disbanded; he also stated that he will get a final report to
the Planning Board concerning these projects.
Motion: To accept the recommendation of the Chairman of the Downtown
Advisory Committee and not appoint any further Planning Board
members to this committee; and also to send every member of
the Downtown Advisory Committee, past and present, a letter
thanking them for the time and effort which they have put into
working for this committee.

4. 8:15 P.M. - Public Hearing - Modification to Rutland and Cambridge Streets
The public hearing for the modifications to Rutland and Cambridge Streets
of the Cabot, Cabot ;& Forbes Industrial Park began at 8:15 P.M. The
hearing was closed at 8:25 P.M. A copy of the transcript is available in
the office of the Planning Department.
5. 8.30 P.M. - Nissan Motors site plan - Plymouth Street
*Planner Marydee Flynn left the meeting immediately before this discussion.
Lee McNeil, Anderson-Nicols, approached the Board to discuss this plan. He
stated that this project would be done in two phases; the present proposed
office building and warehouse building and the future proposed office and
warehouse buildings - this second phase is to allow the expansion of the
business. The parking for both of these phases complies with the Mansfield
Zoning Bylaw requirements. Mr. McNeil stated that the applicant is pro-
posing a detention pond in order to mitigate any negative affects on the
drainage, water will constantly flow through this pond which will be four
to six feet deep. The applicant has met with the Conservation Commission
and will have their public hearing next week. Clerk Doucette read the
department head comments, and there appeared to be no problem with the
exception of an oil/water separator which the DPW Director requested and
the applicants have no problem with installing an additional oil/water
separator. Planner Genatossio asked Mr. McNeil if the pond had to be created
and why the pond has to be the size that is proposed as it is quite large.
The applicant responded that if they do not create this pond, the area in
which it is proposed will become very swampy and it will create problems
downstream, this is to avoid all the problems downstream. The material which
is to be removed to create the pond will be used underneath the building, but
that material will still have to be obtained from off site to complete this
project. Planner Genatossio stated that she is concerned with the digging
of not just this pond, but all ponds in Mansfield, even if the applicant is
proposing to keep the material on site because the ground water may still be
exposed; if the pond is built the applicants must follow the criteria under
pond resotration in the Zoning Bylaw, but that she doesn't feel that the
pond is necessary. The pond is approximately .9 acres in size and the appli-
cant has tried to keep as much of the natural landscaping as possible around
this area.
Motion: To make a positive recommendation on the site plan of Nissan Motors
as shown on the plan submitted to the Planning Board contingent
upon the approval of abandoning Rutland and Cambridge Streets.
(Doucette - Boldrighini -

6. Westhaver Farms and Fuller Estates subdivision plans
Paul Folkman, representative for Mrs. Evelyn Allen, approached the Planning
Board and stated that he would like to review the comments received from
the Board in their memorandum dated March 20, 1985, regarding these two
plans.
Fuller Estates
Mr. Folkman stated that there is no problem with incorporating the majority
of these comments onto the plan, but that he would like some clarification
on the comment that the Fire Chief made concerning adding another fire hy-
drant to this subdivision; there are already two (2) fire hydrants on this
plan and Mr. Folkman doesn't believe that the Fire Chief wants another
added, he may just want one moved. He also stated that he doesn't want to
get involved with waiving the width of the roadway as the DPW Director
stated in his comments;.he would like to keep the width at 30 feet. He
also stated that as far as the curbs and berms are concerned, he would like
to have sloped granite throughout and that the soil boorings will be done.
Mr. Folkman stated that the concerns of the drainage could be taken up when
at a later date, but that all other changes will be incorporated onto the
plan; and that he will have his engineers stake the parcel in order to allow
the Board to have a site walk. The Board decided to have a site walk on
this property on Tuesday, June 25, 1985, at 7:00 P.M.
Westhaver Farms
*Clerk Doucette left the meeting before this discussion began.
*Planner Bachman to be Temporary Acting Clerk.
Mr. Folkman stated that there is also no problem with incorporating the
majority of these comments onto the plan, but the DPW Director recommended
that Mr. Folkman only place one sidewalk in this subdivision in exchange
for repairs on Franklin Street; he stated that he has no problem with this
recommendation if the Board would like, but he would rather place two (2)
sidewalks in this subdivision.
Motion: To stay with placing both sidewalks in this subdivision.
(Boldrighini - Fiore - All in favor)
There was a question from the Board as to the areas of the poorly drained
soils and the wetlands: Mr. Folkman stated that he was going to hire
Mr. Wilder and Mr. Sanford to do these studies for him originally, but
instead became involved in the Environmental Impact Study; the soil and
wetlands overlay was done by the engineers and if the Board has any con-
cerns about this, Mr. Folkman will have his engineers come to the next
meeting of this subdivision. Planner Genatossio asked Mr. Folkman if he
could possibly put in a second access road because she stated that the Fire
Chief had a concern with it; Mrs. Allen stated that she has spoken with the
Fire Chief and he has told her that a second access road would not be needed
in either Westhaver Farms of Fuller Estates. Planning Director Mannarino
stated that he will get a clarification on the Fire Chief on this concern;
and also that the Board is waiting for clarification from Fay, Spofford and
Thorndike on a few points of the Environmental Impact Study and they should
obtain that before getting involved in the discussion of the drainage. Mr.
Folkman stated that the roadway location and the overall drainage will have
to discussed at a later date.

MinutesofJune 5, 1985
Motion: To approve the Minutes of June 5, 1985, as amended.
(Bachman - Flynn - All in favor)
Planner Flynn stated that on Page 6 of the minutes, under the section for
Westview Woods it should be stated that the reason that the plans were not
reviewed by the Planning Director prior to this meeting was because the
plans were just submitted at the meeting that night.
Minutes of June 12, 1985
Motion: To approve the Minutes of June 12, 1985, as amended.
(Genatossio - Bachman - All in favor)
Planner Genatossio stated that on Page 3, under the section for Nissan Motors
Site Plan, it should be read the "Acting Clerk Genatossio stated that this
should be considered under Pond Development," instead of reading "Acting
Clerk Genatossio stated that this should be considered under Earth Removal."
"Form A" Dlan - Cook - Gilbert Street
The applicant of this "Form A" plan is Bertram M. Cook. This "Form A" plan
consists of property on the easterly side of Gilbert Street bounded
westerly by Gilbert Street, northerly by Massachusetts Bay Transportation
Authority, easterly by Zecher and the Wading River and southerly by Zecher.
The reason this plan does not constitute a subdivision is because Lot 1
conforms to the Mansfield Zoning Bylaw and Parcel "A" is remaining land
not a building lot because of non -conforming frontage in an Agricultural
Zone. The checklist is complete.
Motion: To sign the "Form A" plan for Gilbert Street.
