The Planning Board asked Planning Director Mannarino if there was any further information on this subdivision plan concerning the drainage designs. Planning Director Mannarino stated that he believes this is going to have to have an on-site drainage system, but that an extension is needed to further address the details properly. Mr. Steven Wright submitted a request for an extension until June 14, 1985, on this sub- division plan. Motion: To accept the request for the extension until June 14, 1985. (Bachman - Boldrighini - All in favor) 5. "Westview Woods" definitive subdivision plan - 11 lots - West Street Clerk Doucette read the memorandum from Joseph Zeneski, DPW Director, con- cerning his additional comments on this definitive subdivision plan; and the memorandum from Edward A. Sliney, Jr., Fire Chief, regarding the loca- tion of the fire hydrant. Planning Director Mannarino stated that he has talked to the Manager of the Electric Department and he has a concern about the electrical work that is placed beneath the sidewalk where the drainage is proposed, the Electric Department recommends that in order to avoid any interference between the two systems, the drainage system should be placed a minimum of four (4) feet below the surface because the electrical lines are approximately three (3) feet below the surface. Planners Flynn and Genatossio stated that they wanted to see the minimum road cut in this pro- posed subdivision so that there is less harm to the environment. Mr. Broderick stated that he is removing approximately eight to ten thousand cubic yards of material from this site and that this would be used on one of his other subdivisions and that he doesn't feel this will harm the en- vironment. Planner Boldrighini stated that since some people are concerned with the trucking which would be involved in this operation, Mr. Broderick should only be allowed to remove a certain amount of material a day, but that it would be hard to control. Mr. Broderick stated that to remove this material he would use three trucks which would make three trips per hour over a period of five or six days and that the route would be split into two (2) different paths. Planner Flynn and Planner Genatossio did not agree with this concept and still want to see minimal road cuts. Dr. Carr, who was brought to the meeting by Mr. Broderick, spoke to the Planning Board concerning the minimal affects to the environment from the proposed road design. Motion: To have the Board have Mr. Broderick submit revised plans showing the cut and fill of the road to be minimal, the material to be removed must be used on site, and to have the drainage system designed showing that there is no puddling at West Street. (Genatossio - Flynn - Bachman - Fiore - Doucette - Brugliera) (Boldrighini opposed to this motion.) Planner Genatossio stated that the reason for these revised plans is because this is not a gravel removal operation and that any material removed should be used only on site. Planning Director Mannarino stated that the Board should send Mr. Broderick their comments in order to allow him to revise the original and then vote on the plan at their next meeting. Mr. Broderick was strongly opposed to revising these plans and stated that he would like the Board to vote on these plans this week. The Board decided to send Mr. Broderick a letter and then vote on the plans next week. Planning Board's Minutes May 29, 1985 Page 4 6.
