Meeting called to order at 7:30 P.M. 2. Motion: To have Planner Genatossio be Acting Clerk. (Boldrighini - Flynn - All in favor) 3. Site Plan - Office Building - Copeland Drive *Chairman Brugliera left the meeting before this discussion began. *Acting Clerk Genatossio to be Temporary Acting Chairman. *Planner Flynn to be Temporary Acting Clerk. Temporary Acting Clerk Flynn read the correspondence pertaining to this Site Plan. Planning Director Mannarino stated that he was concerned with the fence because he believes that it should be placed so that it blocks the residential area of this plan from the remainder of this land which is General Business. He also stated that in order to distinguish the parking area of this plan from the turn around area, a berm should be placed here and it should be landscaped, instead of just having the vert- ical white lines that are proposed as this would be very difficult to enforce. James Perkoski, Attorney for the applicants of this plan, stated that any requirements that the Board would like to see on the plan can be incorporated onto the plan if not already present. Mr. Perkoski submitted the drainage plans of this site to the Planning Board and stated that the sewer connection has not yet been applied for, but the water and sewer lines will be bought in from Creeden Street to this property. There was concern from the Board as to the number of employees which would occupy this building and the parking for these employees being included in the parking requirements needed for customers. Mr. Perkoski stated that the exact number of employees would be unknown until the building is occupied, but that it would not be a large number of employees because this is a two-story building, 3600 square feet and there would only be four offices at the maximum. The Planning Board members felt that the applicant must devise a solution to this parking problem in order for this to be approved. Planning Director Mannarino stated that he believes this plan needs to be redesigned.and resubmitted to the Planning Board. Motion: To send a letter to the Building Inspector concerning this Site Plan on Copeland Drive stating that the concerns of the Planning Board deal with the employee parking, the redesign of the entrance ways, concerns about where the fenced area should be, concern over whether the dumpster is required, the DPW Director's comments on the drainage especially if the plan is to be revised, the concerns of the Fire Chief on the hydrant and the concerns of the Planning Director on landscaping, traffic circulation and fencing. (Flynn - Boldrighini - Genatossio) (Bachman abstained) PASSES Planning Board's Minutes May 8, 1985 Page 2 *Chairman Brugliera re-entered the room after this discussion was over. *Acting Chairman Genatossio to return to Acting Clerk's position. *Acting Clerk Flynn to return to Planner's position. 4. 8:00 P.M. - Public Hearing - "Chambers Court" definitive subdivision plan The public hearing for "Chambers Court" definitive subdivision plan, a seven (7) lot subdivision off West Street, began at 8:00 P.M. The hearing was closed at 8:45 P.M. A copy of the transcript is available in the Planning Department office. 5. 8:45 P.M. - Public Hearing - "Mansfield Manor Estates" definitive subdivision The public hearing for "Mansfield Manor Estates" definitive subdivision plan, a 58 lots subdivision off Fruit Street, began at 8:45 P.M. The hearing was closed at 9:50 P.M. A copy of the transcript is available in the Planning Department office. 6. Review "Westview Woods" definitive subdivision plan - 11 lots off West Street Edward Broderick, applicant of this plan, approached the Board and stated that he had a meeting with Joseph Zeneski, DPW Director; Joseph Mannarino, Planning Director: and Ralph Maloon, Engineer of this plan; to discuss an alternative plan which he believes has solved the problem with the bulb at the end of the roadway that the Planning Board was concerned with. This plan contains three grease traps and an additional four more lots; the retention area would be placed on an island in the middle of the roadway with a chainlink fence and platings surrounding it. Planning Director Mannarino stated that there is such a substantial change from the original plan to this plan, that the Planning Board cannot act on it; if the applicant wants the Board to act on this plan than it must be resubmitted and readvertised so that the abutters have a chance to voice their concerns. Chairman Brugliera stated that the road for the proposed alternative plan is considerably longer than the 650 foot regulation for a dead end roadway under the Mansfield Subdivision Regulations and that the Board has never waived this requirement; and there is also going to be a problem with having the island with the retention area in the middle of the roadway because of the two-way traffic. The Board showed concern at the last discussion of this proposed subdivision regarding the cut of the roadway; Mr. Broderick stated that the cut of the road is still going to remain the same, it has not been changed because the main concern of the Board was with the reten- tion basin and he has tried to amend that problem. The Board asked Mr. Broderick if he could obtain an easement to the brook. Mr, Broderick re- plied that he does not believe that it is possible. Acting Clerk Genatossio stated that she would rather have the retention area than to have the water go to the brook because it is going to be the best way to recharge the area because of the proximity of the well, and that if the water goes directly to the brook it will not be cleansed the way it will if the water goes into the retention area first, then back into the ground, but she also stated that she would rather have the retention basin where it was placed before. Planning Director Mannarino stated that he, too, would rather see a retention area, but he was hoping to see a much smaller retention area because it would be less of a maintenance problem for the Town. Chairman Brugliera informed Mr. Broderick that the Board is not pleased with this plan and it should not even be discussed because it is Planning Board's Minutes May 8, 1985 Page 3 a totally different plan that was originally submitted and reviewed. Mr. Broderick stated that he would like some guidelines from the Board so he will know what direction to go with the plan. Planning Director Mannarino stated that the diameter of the cul-de-sac is 120 feet and there should be a 50 -foot layout for the roadway around the island. He also stated that the applicant did test boorings and went to an elevation of 144 feet and there was no evidence of water, the cross section area was not done on the plan as the Board requested, an access road has not been found, there is the problem with the issue of the pavement up to the lot line instead of the grassy section which Mr. Broderick proposed - this grassy section would become the responsibility of the Town, there is a problem with the two-way traffic around the retention area, and it was also stated that the Fire Chief requested that the pavement of the road be more than 35 feet for the cul-de-sac area. Planner Fiore stated that he believes the Board is going to need an extension because they have not been able to discuss this plan amongst the Board and he does not believe they are ready to make a decision on it. Mr. Broderick presented the Board with a request for an extension until May 31, 1985. Motion: To accept the extension request until May 31, 1985. (Boldrighini - Genatossio - All in favor) 7.
