Meeting called to order at 9:00 A.M. 2. Motion: To have Planner Ronald Doucette be Acting Clerk. (Genatossio - Bachman - All in favor) 3. Discussion of "Austin Farms" definitive subdivision plan *Planner Boldrighini entered during this discussion. Acting Clerk Doucette read the extension request which Mr. Ronald Bonvie, of the Bonwood Corporation, had given the Board. At the Planning Board's last meeting, this definitive subdivision plan had been rejected. This letter was, in affect, asking the Planning Board to reconsider their original decision. There was some argument concerning this request. Sev- eral of the Planning Board members felt that since the decision has already been made, the Planning Board should not reconsider their original decision the applicant should have brought in a request for an extension at the last meeting and that he had plenty of time to correct the items which needed correcting on the plan. Planner Genatossio stated that if this extension is denied, then the Planning Board will not be able to request Mr. Bonvie to participate in the Environmental Impact Study which the Planning Board wants the developers to undertake. Planner Boldrighini stated that the Board does not know the impacts of the drainage plan and it should know that aspect of it before they approve any subdivision, not just "Austin Farms"' and he asked the Planning Director if the Board could write a letter to all the developers and invite them to a Planning Board meeting in order that they may discuss this idea. Motion: To reconsider the Planning Board's original vote to reject this plan. (Boldrighini - Doucette - All in favor) Planner Bachman stated that by denying this extension and keeping the original vote to reject this plan, the Board is taking leadership; and other applicants who are submitting plans to the Board will ensure that the plan is properly submitted. Planner Doucette stated that if this plan is rejected than it will not be considered in the impact study. Mr. Ronald Bonvie entered the meeting and stated that the reason that he did not bring in an extension earlier was that he had to give the owner of the land Planning Board's Minutes February 23, 1985 Page 2 specific reasons from the Board to obtain an extension and that he couldn't grant one himself; and he is asking for a 30 -day extension to get the study started; he also stated that he doesn't want to resumbit because he will have to pay another fee and that the moneywhich would be used for the re- submission of the plan could be used towards doing the impact study. Chair- man Fiore informed Mr. Bonvie that this study may slow down the process of his subdivision because the study is going to take longer than 30 days to finish. Mr. Bonvie stated that the extension could be changed to a 60 -day extension and that he does not know what is wrong with the plan, he does not have a list of the things that should be changed. Chairman Fiore stated that the problem with the plan has to deal with the quality of the plan itself and that it shouldbe redesigned and dealt with as if it were a pre- liminary plan instead of a definitive one. Motion: To accept the 60 -day extension for the "Austin Farms" definitive subdivision plan. (Boldrighini - Doucette - Fiore - Genatossio) (Bachman and Flynn were opposed to accepting the extension) 4. Environmental Impact Study Discussion Acting Clerk Doucette stated that he wants all the developers notified and tell them that the Planning Board would like them to attend a Planning Board meeting concerning the Impact Study. Planning Director Mannarino asked the Planning Board what to use for this study area because only those developers whose subdivision plans are before the Planning Board now or those who have had plans approved, but not constructed in that area would be required to particpate in this study. The Planning Board felt that the study should be concentrated in the Franklin, Winter, and Maple Street areas. Mr. Paul Folkman asked the Board how the consultant is determined and the Planning Board informed him that they will talk about that at the time of the meeting. Motion: To send a letter to all the developers stating that the Planning Board believes that no plan can be approved in the Franklin, Winter, and Maple Street area until the following things are established by the study: The traffic of Franklin, Winter, and Maple Street area; the water quality within the same drainage area; the drainage into and out of Whiteville Pond; and any other aspects the Board may determine from discussion with the consultants. (Boldrighini - Flynn - All in favor) Planner Genatossio asked the Planning Director if letters could be sent to several of the consulting firms asking them the approximate cost of such a study, the amount of time it would take to accomplish this study, and when they could start such a study. Planner Genatossio also stated that a copy of the letter concerning the impact study should be sent to the Whiteville Pond Association. Planning Board's Minutes February 23, 1985 Page 3 5.
