Acting Clerk Genatossio noted that on Page 6 under Around the Table, the reason that the Planning Board can ask for an Environmental Impact State- ment is because of the rapid development affecting the drainage, the traffic, and the overall conditions of the area, not just because the development is occurring near Whiteville Pond. 5. This petition is signed by forty-six (46) residents of Franklin Street. The Planning Board member wanted to know if there had to be a vote on this pet- ition or if the petition is just sent to the Board of Selectmen and then to the DPW to see if the Town will put in a sidewalk. Planning Director Mannarino replied that the petition has been submitted to the of Selectmen and to the DPW. He also stated that this was not a Town meeting article, but the neighborhood would like the Board's support. Chairman Fiore asked the Planning Director how the Finance Committee meeting went last Thursday. Planning Director Mannarino replied that he thought things went quite well, but that they will have to wait until the report comes out to find out what the final outcome actually was. Acting Clerk Genatossio informed the Board that she attended the DAC meeting and there was conversation concerning the relocating of the Post Office and the presenting of an article at Town Meeting to put the Spaulding School up for public auction. Highland Avenue was also brought up at the meeting and Acting Clerk Genatossio was informed that there was a petition submitted by the Highland Avenue residents for the Town to put a sidewalk in on this street. Chairman Fiore stated that the Planning Board should perhaps write a letter to the DAC and ask for a copy of that petition in order to allow the Planning Board to review the petition, but that to state in that letter that the petition has no relevance to the subdivision. Planning Director Mannarino stated that the Planning Board could take the petition under ad- visement. The Planning Director stated that Ms. Fram is represented by her son and that he has people who keep in touch with the builders in Mansfield. The Planning Board reviewed the variance for Grace Knight for a lot at k 442 Williams Street, said lot having less than 120 foot frontage which is non -conforming in an Agricultural Zone. Planning Board's Minutes February 6, 1985 Page 6 Motion: To send a letter to the Zoning Board of Appeals stating that a public hearing must be held on this variance under the Subdivision Review process and to also send a copy of this letter to the applicant. (Brugliera - Flynn - All in favor) Planner Bachman stated that when a public hearing is being held everyone should try to be as quiet as possible so that everyone can hear what is being said, the public as well as the Planning Board. Planner Doucette stated that when Acting Clerk Genatossio read the comments from the various department heads for the public hearing for Austin Farms, Jesse Earls, Police Chief, stated that "he has no comment at this time." Planner Doucette would like to invite the Police Cheif to a Planning Board meeting so that the Planning Board can explain to him exactly what they are looking for in the way of comments from him. Chairman Fiore stated that the Fire Chief should be invited tothe meeting too because the Planning Board would like more detailed comments from him, also. Planning Director Mannarino stated that the Planning Board should ask Chad Maurer, Town Manager, to arrange a date and time for the Polic and Fire Chief to come to a Planning Board meeting because both the Police and Fire Chief are Department Heads of the Town Managers. Motion: To write a letter to Chad Maurer, Town Manager, stating that the Planning Board would like to have the Fire Chief and the Police Chief come to a Planning Board meeting to discuss comments for new subdivisions. Westhaver Farms and Fuller Estates Acting Clerk Genatossio stated that she wanted to review the plans for the above mentioned subdivisions because the public hearings are being held next week. The Planning Board members had many concerns regarding the traffic and drainage. Acting Clerk Genatossio stated that she would like the devel- opers to do an Environmental Impact Statement; the Planning Board could pick some one to do the study and the developers could pay for it. Chairman Fiore stated that he would like to have the developers come into a Planning Board meeting and discuss this study with the Board members and to reach an agree- ment that way as to how this study is going to be done. Planning Director Mannarino stated that he is not sure how the Board can require a developer to undertake projects that are not part of the Regulations. Acting Clerk Genatossio stated that she would like to have the developers into a meeting just to ask them and have their answer on record. Chairman Fiore stated that he would like everyone to think about this and come into the Planning Board meeting next week with some ideas. Acting Clerk Genatossio stated that she would like the Fire Chief to look at Westhaver Farms because it only has a one-way in, and the thinks that it may be dangerous, she would like to see at least an access for emergencies.
