PLANNING BOARD'S
MINUTES
JANUARY 9, 1985
Present: Chairman Fiore, Acting Clerk Doucette
Planners: Genatossio, Bachman, Boldrighini, Flynn*
Planning Director Mannarino
1. Meeting called to order at 7:30 P.M.
2. Discussion of Master Plan
Chairman Fiore stated that the Planning Board is scheduled to meet with
the Board of Selectmen to discuss the Master Plan, and that the major
concern of the PLanning Board was the possible overlapping between the
Master Plan and the Five -Year -Plan and also that no member from the Plann-
ing Board was included on this Five -Year -Plan Committee. Planner Boldri-
ghini stated that the Planning Board should let this Five -Year -Plan
Committee gather the information and then report to the Planning Board.
That it would be saving the Planning Board time because they will have to
use some of the same information that is gathered for the Master Plan.
Planning Director Mannarino's main concern is with the time table and
whether the five-year plan committee will be working on the plan before
Town Meeting. He is afraid the Board of Selectmen may not feel a need to
support the Master Plan process if a Five -Year -Plan was completed. The
Planning Director mentioned to the Board that SPREDD's preliminary find-
ings on their review of the Master Plan generally followed the Planning
Board's recommended approach. SRPEDD stated that it is unrelistic to
expect the plan can be complete in less than 2-3 years. The Planning
Director gave the Board members copies of charts and maps showing re-
sidential growth in Mansfield over the past year, as well as estimates
of future growth. The Planning Board will discuss their concerns with
the Board of Selectmen at their joint meeting.
*Planner Flynn entered the meeting immediately following this discussion.

4. 8:45 P.M. - Joint Meeting with the Board of Selectmen
Chairman Fiore referred to the letter which was sent to the Planning Board
from the Board of Selectmen on December 4, 1984, stating that the Board of
Selectmen would like to meet: with the Planning Board to discuss the Plann-
ing Board's concerns regarding duplication of effort on the Master Plan by
the newly formed Five -Year -Planning Committee. Selectmen John Dunn replied
that the objective of the Five -Year -Planning Committee is to look at finan-
cial matters for operating capital budgets. Chairman Fiore stated that the
Planning Board is looking for a solution in order for both the Five -Year -
Planning Committee and the Master Plan to be worked on in a manner which
would compliment each other without being duplicated. Chairman Fiore also
asked the Board of Selectmen if a Planning Board member could be included
in this Five -Year -Planning Committee. The Board of Selectmen replied that
they would be looking towards the Planning Board on the Committee, there will
be a meeting of this committee on January 21, 1985. Planning Director Mann-
arino presented charts, schedules, and graphs to the Board of Selectmen which
show the estimated rate of growth in Mansfield; past, present, and future.
He stated that this eventually will effect the school systems as well as many
other services in Town, such as water, sewer, and electrical and that this
is the type of information that the Planning Board and the Five -Year -Planning
Committee will need to generate when the work starts on the Master Plan. The
Board of Selectmen was concerned about the large amount of development which
is going to effect the services in the Town.
The Planning Board returned to their meeting .room.
Motion: To have Grace Genatossio be the Planning Board member assigned to
the Five -Year -Planning Committee.
(Doucette - Flynn - All in Favor)

The Planning Board received a letter from Mr. Edward C. Marcheselli, Trea-

of November 29, 1984, asking for further detail and clarification of a list
of items concerning the preliminary plan of Vankoert Farms. At this time

(Flynn - Boldrighini - All in favor)
8. Gravel Removal By -Law proposed revisions
Planning Director Mannarino statedthatthe revisions to the Zoning By -Law
gravel removal provision have not been completed. He also stated that there
may not be a need to create a new gravel removal bylaw in the Town's Gen-
eral By-laws. Planner Boldrighini replied that the weakest point in the
by-laws is the enforcement end, because without being able to enforce the
rules and regulations it does very little to add more words to the bylaw.
Planner Genatossio stated that she talked with Gary Hollands, who is a
member of a gravel committee in Boylston about enforcing a gravel removal
bylaw as it relates to agricultural uses. Mr. Hollands said that most
farmers do not remove earth material they only move it around their pro-
perty. The intent of the proposed gravel operation is the important factor
to look at. Planner Flynn and Genatossio asked why criminal action couldn't
be taken against gravel removal violators.- Chairman Fiore asked why the
Police Department doesn't get involved with illegal gravel operations.
Planning Director Mannarino stated that these are legal questions which
Town Counsel should address as well as the Building Inspector. They will
be requested to attend the January 16, 1985, Planning Board Meeting.

9. Around the Table
Chairman Fiore stated that the Planning Board did not send their comment
on the Great Woods Performing Arts Center to the Zoning Board of Appeals
because there was no meeting that week, he asked Planning Director Manna-
rino if they could send their comments now and ask for them to be read
into the public hearing. Planning Director Mannarino replied that the
Planning Board can still make a recommendation because the Board of Appeals
has not made a decision on the plan yet. Planner Genatossio stated that
the developer has asked for a variance to waive the requirements which
call for pavement of parking areas, only employee parking would be paved,
the rest of the parking area would be gravel. The League of Women Voters
would like the ground water elevation to be established, and would like the
developer to prove that he would not pollute the ground water when he is
not paving all the parking lots and installing oil traps. Planner
Boldrighini stated that it is better to have gravel for oil spillage
rather than blacktop. Planning Director Mannarino stated that he will talk
to the Zoning Board of Appeals and ask them to hold off their decision un-
til the Planning Board has a chance to talk to them and make their recom-
mendation.
Planner Flynn stated that she was recently talking to the EOCD.and was told
that the Town of Mansfield may be given 110 acres of Conservation Land
abutting the highway.
