A copy of the transcript is available at the Planning Departments B. Gloria Estates The Board reviewed the letter of July 3, 1984, which itemized additional information necessary. The Board has received a letter from Walsh' Contracting,': as per Item No. 2.' Item No. 3,` the drain pipe at the back of the cul-de-sac has to be verified that it has been capped. This has not been done yet, but Joseph Zeneski said this will be done on Thursday. A notation has been added to the plan stating that the new drain line was rnnc+rlt n i-Pli wii-hnllfF inRnPoi-inn- Tn rnfere_nce to the check ` Mr. Zeneski, the applicants would like to install the check valves in the manholes. The Town Engineer feels this will be a suitable<device/method. (Modification No. 1) In reference to the unauthorized drain line constructed along the boundary of Lot No. 6, the Board received a letter from Joseph Zeneski. This states that he has reviewed the drainage system modifica- tions, and he found Mr.-Maloon's narrative helpful. However, the following are the remaining unanswered questions: (1) How does the discharge of Lot No. 6 (pond) affect the drainage system? i(2) How will the submerged condition at the culvert from the'swale affect the inflow? (3) How will the peak flow, occurring 15 'minutes sooner and for a longer period of time, affect the flow through the drainage system? Ralph Maloon did call Joseph Zeneski today jto discuss this, but Joseph Zeneski has not had the opportunity to discuss this with him in detail. i The catch basins at Station 3 + 4.N have the proper manhole cover. The six :copies`. of the changes were submitted. Joseph Mannarino has prepared a preliminary; bond estimate. Basically, ;the following still rneeds :to be addressed: (1) Bond (2) Pipe has to be inspected to assure it capped. (3) Check 'valves ;have to be installed (4) ,Positive recommendation from Joseph Zeneski on drainage r system of Lot NO. 6. Gary,Bresnick added that an additional catch basin will be installed. As per discussions with the Town Engineer, this catch basin is proposed to be a shallow catch basin so that Planning Board's minutes Page 4 August 1, 1984 the installation of this catch basin will not interfere with the other utilities in the ground. The Board will receive alletter from Joseph'Zeneski regarding this. The capped pipe will be inspected tomorrow, and Joseph Zeneski will :be meeting with Ralph Maloon on Thursday; morning. The Board requested that Ralph Maloon put is responses in writing, after discussion. Motion: As per the Town Engineer's recommendation, to allow the check: valves to be moved from the property :line to the catch basins. This work shall be bonded and added to the preliminary estimate.', (Item'B (1) of the July 3, 1984 letter.)' (Doucette - Boldrighini, all in favor) VOTED Motion: The Board will approve this plan contingent upon the changes as follows: 1) The check valves will be moved to the catch` basins. 2) The Board receives verification from the Town Engineer that the drain pipe in the back of the f cul-de-sac has been capped. (3) The Board receives a positiverrecommenda- tion from the Town Engineer on the drainage system on Lot No, 6, and the drainage calculations have been accepted. (4) The 'Bond estimate is approved. (Doucette - Boldrighini, all in favor) VOTED t 9. Surplus Material Elm Street The applicant of this is Stephen Benoit. The proposal is to construct four greenhouses and ,make a nursery out of the remain ing land. It is not indicated 'how much material will be removed. Planning Board's minutes Page 5 August 1, 1984 The property is 60 feet from :the wetlands. It was noted if all he wanted to do was construct four greenhouses and create a nursery, this 'could be accomplished by grading the area, and no material :would have to be removed.l Motion: To send'a letter to the Inspector of Buildings stating that the Board does not feel this is a surplus' material operation. The Board feels this is a gravel removal operation and requires a special permit. There are certain items that; need to be addressed—such as, the amount of material to be removed, the access roads, and groundwater location'. The Board feels that this is circumventing the gravel removal By-law of the Town; and if he were really building a nursery, there would be no need to remove this material. The property could be properly graded without' removing material (Genatossio - Doucette, all in favor) VOTED 10. Around the Table` RE:' Performing Arts Center Motion: To send`a letter to DEQE stating that Mr. Drew has been very cooperative with the Board, and he has done more than what site plan approval' requires in the site plan review.' The ENA statement addressed the Foxboro wells, not now this will affect Mansfield's wells. There are four lots in the back of the plan which will extend into Mansfield. Mr.'Zoppo'still has plans form Mansfield site, and ne'will be before the Board in `r the future. The engineer said he would contact Mr. Zeneski regarding installing an oil ;spill control' device. A copy of the subdivision plan was to be sent to the Planning Department; however, this has not been received. Planner Flynn will obtain a copy of the plan from Foxboro. 11.
