Planning Director Callinan
1. Meeting called to order at 7:40 P.M.
2. Planning Session
Chairperson Flynn spoke with the Board regarding the lack of planning
sessions in the past and stated that in the future, planning sessions
will be held every week at 7:30 P.M. A
Planner Sohn asked to have Planning Director Callinan give a brief
summary of the first phase of the Master Plan.
Planning Director Callinan stated that the first phase is about 80%
completed. IEP and the Henderson Group met with the Master Plan
Advisory Council at their last meeting. IEP worked on the build -out
analysis. The population under current zoning is approximately 38,000
people. IEP also presented zoning facts showing 14% Industrial, 2%
is zoned Commercial, and the remaining is residential. After discussions
with Town Department heads as well as Board Chairpeople, IEP made
preliminary recommendations at this time - assistance for ZBA, a possible
enforcement officer and assistant for the Planning Department. They may
recommend this for one person. The Market Analysis conducted by the
Henderson Group showed that between 1980 and 1985, the downtown has
changed from predominantly retail to predominantly service oriented.
A land use map has been established due to the Master Plan's inventory
of land approximately a month ago within the prominent Commercial
District.
The Council will be meeting with the people from Taunton and Norton
and Connery Associates at Watson Hall, Wheaton College in Norton at
7:30 P.M. regarding affordable housing.
A public opinion survey is scheduled to appear in the Mansfield News
in the 12/4/86 issue which is approximately twenty questions long.
Planning Director Callinan feels that Phase I of the Master Plan is
nearing completion.
Chairperson Flynn stated that during her meeting with Brian Dolan of IEP
they discussed the purpose of the Master Plan, without which the Town
cannot apply for Self -Help, Conservation funding and Bureau of Outdoor
Recreation. However, Mr. Dolan stated that he did not feel this would
be covered in this Master Plan. Planning Director Callinan stated that
a Master Plan is comprehensive in scope in looking at land use in Town.
The open space plan is a plan designed according to guidelines of the
Division of Conservation Services. After the initial phase of the
Master Plan is complete, IEP will use whatever funds are available at
that time to provide a plan that complies with the guidelines of the
Division of Conservation Services.

Board explained to Mr. Goddard that the public notice. was in the Mansfield
News for two weeks announcing the date of the public hearing for "Treetops"
and that the same is done for any new subdivision definitive plan. Mr.
Goddard was informed that he was welcome to look at the plan for "Treetops"
as well as the letter listing all the conditions under which this plan was
approved. These are on file in the Planning Department office. It was
also suggested that Mr. Goddard attend the Master Plan Advisory Council
meetings to offer input towards the Master Plan.
Joseph Zeneski, 842 East Street, Mansfield, MA - Mr. Zeneski inquired if
the law would allow Mr. Goddard to petition the Board to reconsider their
vote for "Treetops" since Mr. Goddard brought up information that the
Board was not aware of at the Public Hearing, or would Mr. Goddard's
only recourse be to go to Court to appeal the decision.
Planning Director Callinan stated that Mr. Goddard could appeal the
decision of the Board. Soil conservation has been at the site, the
Town Engineer's have been at the site and the feeling is that the plan
has been thoroughly scrutinized.
9. Around the Table
Clerk Quinn asked if the Airport Commission should be notified when the
Planning Board is discussing the litigation for "Fieldbrook Estates".
The Board discussed this and feels that the Airport Commission should
hire their own attorneys and that it was not necessary to invite the
Airport Commission to an Executive Session but that they could check
with the Planning Director if they had a question regarding this.
Planner Genatossio discussed the fact that, even though Board members
change, the Planning Board must be consistent with their policy.
Planner Caponigro asked when the last Master Plan was done. Chairwoman
Flynn stated it was 1972 and that plans are at the library.
Chairperson Flynn mentioned that the Board had walked the site at
Brown and Hidden Lane due to a complaint by Charles Panagopoulos of
1 Brown Avenue that water was draining onto his property due to the
way the land was being graded at Hidden Estates. Planning Director
Callinan stated he would visit the site and check this problem.
