It was explained to Mr. Folkman that he would always have to have the same four members present to act on "Concetta Drive". (At this time, the Board took a short break to allow Mr. Folkman time to discuss the options with the owners.) -2- Planning Board's Minutes July 30, 1986 Page -3- Meeting called to order again at 8:20 P.M. "Massapoag Estates" Signing of Definitive Plan Paul Folkman explained to the Planning Board that he had completed seven (7) of the eight (8) requests made for improvements to this subdivision definitive plan. He did not do the easement at the end of "Donald Allen Drive" as was suggested by Planning Director Callinan. Mr. Folkman gave copies of a memo listing the changes to "Massapoag Estates" to each of the Board members. The mylars, with changes made, are in the Planning Department office. Mr. Folkman asked the Board if they would sign the plan. Acting Chairman Quinn stated that he thought it would be better if Mr. Folkman returned next week when there would be a full Board to discuss the changes. Mr. Folkman agreed to do this. 6. 8:30 P.M. - Public Hearing -"Robinson Estates" - NOT OPENED Acting Chairman Quinn offered the same options to Mr. James Langille, owner/ applicant for "Robinson Estates", that he had offered to Mr. Folkman. Acting Chairman Quinn explained to Mr. Langille that with four members of the Board present for this public hearing, only those same four members would be able to vote on this subdivision definitive plan. By postponing the hearing, there would perhaps be six or seven Board members present. Due to the fact that the agenda for the meeting of August 6, 1986 is quite full, Acting Chairman Quinn explained that Mr. Langille might wish to. request an extension of this subdivision until August 14, 1986. Mr.Langille agreed to postpone the public hearing for "Robinson Estates" to August 13, 1986, and the subdivision extension to August 14, 19860 Motion: To accept the postponement of Public Hearing for "Robinson Estates" until August 13, 1986 and the extension of this subdivision to August 14, 19860 Acting Chairman Quinn apologized to Mr. Langille and the public for the inconvenience and stated that the Public Hearing would be postponed to August 13, 1986 and that there would not be a notice in the newpaper announcing the postponement, Acting Chairman Quinn also told the public that the plans for "Robinson Estates" were available at the Planning Department if they wished to look at them. -3- Planning Board's Minutes July 30, 1986 Page -4- 7. Review of Site Plan for Downtown Restaurant - 14 Bristol Street Acting Clerk Annino read a letter from Joseph J. Campo, Town Engineer to Richard J. Callinan regarding his recommendations for this site plan. Memo from Richard J. Callinan to the Planning Board with comments on this site plan. Acting Clerk Annino read a memo from Fire Chief Edward Sliney to the Planning Board with his comments on the site plan. The checklist is complete. 6.i Mr. David Lewiecki and Mr. John McCann, representing Hastings House Corporation, owner/applicant of this site plan, were present to discuss 14 Bristol -Street. Mr. Lewiecki explained that this would be a small eating establishment designed along the lines of a Nantucket style house and would not be a "gin mill". They do not plan to change the house as it stands because they feel it has a lot of extras and would like to main- tain the original style of the house as much as possible. The restaurant would seat possibly 70 people and would have handicap provisions. Acting Clerk Annino questioned having just two rest rooms for seventy people* Mr. Lewiecki said they could add more rest rooms. The upstairs of the house would basically remain the same. Acting Clerk Quinn asked how many employees this restaurant would have and if there would be adequate parking provided for these people. Mr. Lewiecki explained that there would be approximately seven employees and that he was under the impression that the downtown area was exempt from providing employee parking spaces* Planning Director Callinan explained that Section 5.c.3.n of the Zoning Bylaws stipulats that "in addition to the requirements for off-street parking in Section 1-A, on use(s) of land shall also provide one parking space per employee on the largest operating shift unless otherwise noted." He also explained that the final decision would be made by the Building Inspector. The Board discussed the buffers *with Mr. Lewiecki. Acting Chairman Quinn asked Planning Director Callinan if he had any recommendations. Planning Director Callinan stated that, personally, he does not believe this is the most appropriate site for something like this. He recommends denial based on the fact that the plan does not show a loading zone of 14' x 60'. Also, maneuvering room at the loading zone should be shown. The Planning Director would like to see parking spaces aligned to a.-90' angle to allow two-way traffic flow. Plan currently shows angled parking. which encourages traffic flow back onto Samoset St. He would also like to see 10' buffers added to the street side and 5"buffers on property lines. Lighting should be screened. Planning Director Callinan feels that the Fire Chief's comments regarding emergency access should also be considered. Landscaping should be shown. Parking for employees must be shown. Motion: To send a negative recommendation to' the Building Inspector for this site plan to include comments from the Planning Director and the Fire -Chief. (Boldrighini Madan) All in favor. PASSES. -4- Planning Board's Minutes July 30, 1986 Page -5- 8. He would like to get the comments of the Master Plan Advisory Committee, Planning Board and Selectmen and possibly hold a meeting on August 20, 1986 with Connery Associates and IEP. At the present time there is nothing scheduled for that date and Planning Director Callinan would like to keep it open. Ralph Maloon of RIM Engineering approached the Board with regard to "Northridge Estates" asking if it would be possible to extend the Continuation of the Public Hearing to a later date as he was not quite ready. Acting Chairman Quinn explained that he would not be able to secure a vote for "Northridge Estates" because three voting members were not present at this meeting. Motion: To grant an extension for "Northridge Estates" when it comes before the Board to August 13, 1986. 10.
