'
can divide into separate subcommittees under its own vote; he feels -,that It
is prematureto say, thdt,-two (2), committees are needed,-*'' Planner Genatossio
pointed outthe - Planning Director*that the major concern of the Boardlwas-
. -to
that the Board of,Selectmen.and the.Planning Board would ,have equal--- author-
ity over this committee although -the Planning Board is the authority of the
update of =the Master 'Plan. Planner Annino stated that if the two (2)
committees are separated, a' -lot, will be lost in the transition. Planner
Genatossio was still concerned about whothiscommittee would answer to and
Planning Director Callinan stated that the committee can answer directly to
the Planning Board; he also stated. that he does not believe the Selectmen
are as - interested in the authority as. they are in having the Master Plan
updated. -Chairperson Flynn would like to know when the appointments for
the citizen -at -large positions will be made* Planning Director Callinan
stated that the deadline for receiving applications was today at 5:0O P.M
He stated that the Board may wish to review these applications and interview
these people before appointing them to the committee and that it is better
to have one committee that has a comprehensive knowledge of the issues. The
committee will be looking at other things, not just the housing aspect of
the plan,,- Planner Genatossio would like to know who the consultant for the
.
update of this plan will be reporting to directly. Planning Director*
Callinan stated that the consultant will report to,, -him, the only aspect the
Town Manager will deal with is the approval of all contracts. The consultant
will be presenting recommendations to the Growth Management Council and, in

On March -31, 1986, the Planning Board .received -,a letter from Condyne, Inc*

the Planning- Director which states .-the_- that the
route and -the time span that this operation will occur. He stated
times Of 'operation of 7:00 A.M. to 3:00 P.M.. were taken out of the Zoning_
4h '
B law of the Town of Mansfield and the rou'te-x--ich -isstated will be taken
wasgiven to him by the contractor on the s ilte. The Board had a concern
with the hours of this operation due to the fact that when this material
will be leavi ng the site, there will still be school -children waiting for
the buses and they feel this is a safety hazard, therefore, the. Board esta-
blished the hours of operation to be from 9:00 P.M. until 2:00 P.M. The
Board also had a concern with the route which t ' hese trucks would be
travelling because although it is stated in the letter that the trucks will
travel from Oakland Street to Franklin Street through Foxboro to',the Town
of Easton, it waspointed out that the trucks -would- also have to travel on
Maple Street and since Maple Street-is:a scenic:
_: road -the_ Board had concerns
with trucks travelling , this route. Thereforeti` the. Boarddecided to establish
the route to be from Oakland Street through-F0.kboro,,toFranklin Street to,
Route 106 to Eastonwhich is theI inaI destination. was also -.pointed out
7 ,
by Plan'ner-Bo-ldrighini that the applicants .shou-ld,-be-1allowed ,to double the
amount of loads leaving every hour due to the fact -that -the hours - of,
oDeration -have- been. decreased. By doubling the. loads- leaving every hour, the
P
eriod of hauling this material will not be increased.
Motion: To approve the excess removal permit for the site at 390
Oakland Street sending a letter to the Building Inspector
which states that the hours of this operation shall be
9:00 A.M. to 2:00 P.M.,, Monday through Friday; the appli-
cants should be allowed to double the loads leaving the
siteper hour as the hours of operation have been decreased;
and the route which the trucks will travel shall be Oakland

60% Lot Coverage Article - Planning Board
Planner Genatoss I io stated that the Board, -,must look at the homes and busi-
nesses in Town and not just the industrial uses because this article will
effect all these uses. Planner Fiore. stated that he is concerned that
60% lot coverage.for industrial may be too low. Planning Director
Callinan pointed out to the Board that this article does not affect the
P
ercentage of lot coverage, it affects the definition of lot coverage and,
therefore, the percentages cannot -be changed because then the whole scope
of the article will be changed. Planner Madan stated that this should.be

stated that this cannot be done because it would be spot zonings However, I
Planned Residential Developments can be limited to a twelve (12) month period

that a time limit from the datelthe article is voted on should be placed in
