I-YT-OVIII-I
APRIL 2, 1986
Present: Chairperson Flynn, Clerk Quinn
Planners: Boldrighini, Madan and Annino
Planning Director Callinan
1. Meeting called to order at 7:30 P.M.
2. Chairperson Flynn informed the Board that she has learned that Margot
Jellinek has died and although the Board members sometimes disagreed
with her, she always had the Town's best interest at heart.
3. "Form A" plan- Cardox
The applicant of this "Form A" (ANR) plan is Cardox Corporation. This
"Form A" (ANR) plan consists of property located southeast of bend in
Francis Avenue. Property used to be shared with Franklin Warehouse Dis-
tributing. Areas to be leased as a gravel, level parking area. The
reason this plan does not constitute a subdivision is because the land
remains under one owner and there is only lease use of one portion.
No checklist has been completed on this "Form A" (ANR) plan, but Planning
Director Callinan stated that there is no engineer's signature shown on
the plan, there is no land surveyor's signature on the plan and there is
a lack of the required frontage.
Motion: To deny the "Form A" (ANR) plan due to the fact that the
plan has no engineer's signature on it, no land surveyor's
signature on it and lacks the required frontage.

4. Subdivision Regulation Revisions
Planner Genatossio had a question as to when the public hearing for the
remaining Subdivision Regulations would be held and was informed that the
hearing is scheduled for Wednesday, April 9, 1986. She also asked if all
the revisions have been typed up in the f inal form and Planning Director
Callinan informed her that they have been and will be available to the
Planning Board. Chairperson Flynn asked the Planning Director if the re-
visions which were already approved were submitted to the proper authorities.
Planning Director Callinan stated that they have been submitted to the Town
Clerk, the Registry of Deeds and the Recorder of Land Court which are all
the proper authorities to notify.

5. Camelot at Mansfield - Release of Covenant in Exchange for Bond
The Planning Board received a "Form J" (Release Form) from Edward J.
Broderick, President of The Broderick Corporation, for the "Camelot
at Mansfield" Subdivision. The Board also received a letter from the
Merchants Bank of Boston stating that they are holding $484,420 in a
construction loan account for The Broderick Corporation for the purpose
of construction and completing Lancelot Lane and King Arthur Way, as
shown in the subdivision plan of "Camelot at Mansfield". This amount
agreed with the approved recommended performance bond estimate. Planner
Genatossio stated that she would like it noted that Planning Director
Callinan has checked into the stipulation which was placed on this plan
when it was originally approved. The stipulation states that "no further
subdivision of lots will occur until the drainage system is complete" not
"no release of covenant will be allowed until the drainage system is com-
plete.
Motion: To release the covenant for the "Camelot at Mansfield"
subdivision.
(Genatossio - Quinn - All in favor)

18. Around the Table
Planner Madan stated that he would like to know when the Board will be making
the recommendations on all the zoning articles. Acting Chairperson Quinn stated
that the voting on these recommendations should be held until there is a full
Board present. He also stated that it is very possible that the Special Town
Meeting within the Annual Town Meeting will be held first and, therefore, the
Board decided to vote on the articles for the Special Town Meeting; these ar-
ticles include all the public hearings which were held this evening.
60,000 Square Foot Lots within the Water Supply Protection District Sponsored by
the Board of Selectmen
Motion: To send an unfavorable recommendation to Town Meeting on the
article for the 60,000 square foot lots within the Water
Supply Protection District sponsored by the Board of Selectmen
in deference to the Planning Board's 60,000 square foot lots
within the Water Supply Protection District.
(Genatossio - Annino - Quinn)
(Boldrighini and Madan opposed to this motion) PASSES
Planner Madan stated that the Board should look more closely at this article
because he feels that sewer would be a benefit in this area due to the house-
hold chemicals that are now being dumped into the septic systems which, in
Planning Board's Minutes

fact, negatively affect the water supply. Planner Genatossio argued and
stated that all the ramifications of sewering the Town should be looked
at very seriously. Planner Annino stated that he does not feel that the
amount of household -chemicals which are used are in significant amounts
so as to justify sewering the entire area. Planner Genatossio stated that
she would rather have the Planning Board's article considered at Town
Meeting, not the Board of Selectmen's article, because the Planning Board's
article is more stringent.

(Planner Genatossio was opposed to this motion) PASSES
Planner Genatossio stated -that she would like to see the entire area rezoned
to "Light Industrial" not just the part of the land which is stated in the
meets and bounds as she is concerned with the possible expansion of some of
the businesses in this area and the abutters to this area and how they will
be affected. Planner Boldrighini stated that he feels this area should remain
"Industrial".

as "Industrial" to a classification of " Light Industrial" which is located on
the southerly side of Ware Street
Motion: To send a letter to Town Meeting recommending that this area
be amended to be rezoned to an "Agricultural" classification
instead of the "Light Industrial" classification that is
recommended.
(Genatossio - Annino - Quinn)
(Planners Madan and Boldrighini opposed to this motion) PASSES
Planner Madan stated that he is against placing all.this land under a classi-
fication of "Agricultural" because he feels that the Planning Board should
take the Airport Commission's recommendations into consideration. The Airport
Commission has stated that they would not like residential uses on the portion
of this property abutting the "clear zone" for the airport. Planner Boldrighini,
asked if this article also includes Compo Chemicals and whether that would be
rezoned to "Agricultural". Planner Genatossio stated that Compo Chemicals is
not included in this rezoning article and, therefore, would not be rezoned to
"Agricultural".

Planning Board for every Monday of Town Meeting at the High School. This
will be done.

stated that the Board made a positive recommendation on this article for the
Town Meeting.
19. Public Discussion
Karl Clemmey, 750 South Main Street, asked the Board if they will be making
recommendations on all the other zoning articles which were heard by the
Board last Wednesday evening. The Board informed Mr. Clemmey that they will
be making recommendations on these articles at a future meeting as there are
not the proper number of members from the Board present at this meeting that
were present at the public hearings.
