Discuss and Vote on the Subdivision Regulation Revisions Planning Director Callinan stated that he has drafted two (2) new proposals for revisions to the Subdivision Regulations. One of the revisions is for clarification purposes for the paving which shall be installed at a minimum thickness of 2 inches of binder and li inches of top course. The other re- vision is to require stop streets at intersections of proposed street and existing street of the same design capacity or a proposed or existing.street of a greater design capacity; whenever a proposed street intersects another proposed street of the same design capacity, either one of the streets may be designated as a stop street by the Planning Board in consideration of align- ment profile and projected traffic volume and a stop sign shall be erected in accordance with the "Manual on Uniform Traffic Control Devices, 1978 edition. The Board had a concern over the Minimum Corner Sight Distance Y and the fact that a specific speed was listed on this chart. They did not feel that this was the Board's jurisdiction. After discussion on this matter, the Board de- cided to disregard the speeds and have the chart read as follows: Major street - 500 feet; Secondary street - 350 feet and Minor streets - 250 feet. The Board also asked Planning Director Callinan if there was a need to ad- vertise and hold another public hearing due to the fact that these sections may not have been advertised originally. It was decided that the Board could act on the items which were advertised, and for the remaining articles that were not advertised - another public hearing will have to be held. Motion: To approve the revisions to the Subdivision Regulations which were advertised and a public hearing held. (Fiore - Genatossio - All in favor) Motion: To advertise the remainder of the Subdivision Regulation revisions for a public hearing. The Board would like a response as soon as possible. (Fiore - Madan - All in favor) Motion: To have the Town Engineer come and talk to the Planning Board regarding the feasibility of obligating the Town to work on the drainage on West Street in this area. (Fiore - Quinn - All' in favor) Planning Director Callinan made the recommendation that the Board can approve this plan with conditions and if the conditions are not met, the approval will be void. He recommended this since the Board did not want to wait until the next meeting to vote on this plan due to the fact that the deadline for the decision is March 15, 1986. Motion: To approve the definitive plan for "Shamrock Heights" with the following stipulations: Town Counsel informs the Board that the roadway will not be creating a zoning violation to the two (2) existing lots, the soil map from Dr. Jerome Carr is received and the soils are determined to be adequate so that there will not be flooding in this subdivision, the drainage will perform adequately according to the Town Engineer's recommendations and the soils are suitable for the roadway. (Quinn - Annino - Boldrighini - Madan - Flynn) (Genatossio was opposed to this motion) (Fiore abstained from voting as he was not present at the public hearing) 5. Review the following site plans: Hatheway and Patterson - off Howe Street Planning Director Callinan stated that he has walked the site and was con- cerned with the traffic impact, the neighborhood impact and the access; however, there is 200 feet of wetlands between this property and the abutting neighborhood so that neighborhood impact would not prove to be a big problem. He stated that he has requested department head comments, but has only re- ceived a comment from the Town Engineer, therefore, he feels it would be pre- mature to have the Board review this plan. Paul Folkman, representing Bill Haynes, stated that it is Mr. Haynes' decision if he wants to request an extension, but he will briefly explain the plan to the Board. He stated that Hatheway and Patterson currently has a site on the other side of the railroad tracks and that this land has been maximized as much as possible, there is a natural buffer between this property and the residential property due to the wetlands, there is a railroad crossing on the property, the wetlands have been mapped by Sanford for this site, there is a buffer provided all along the road, there will be no chemical processing at all on this site. The Board had a question as to the treatment of the lumber and Mr. Haynes stated that following 'treatment of the lumber, the plant recovers any water and it is recycled back into the plant; he stated that there are three (3) restrictions that are placed on the treated lumber which are as follows: 1) it cannot be used for water vessels: 2) it cannot be used for chopping blocks for things such as food and 3) it cannot be used for the interior of beehives. He stated that the products which they produce have been ruled by congress as non -hazardous materials. Planning Board's Minutes March 5, 1986 Page 4 Planner Genatossio asked Mr. Haynes if his company has resolved their problems with the DEQE as she has a concern that all the problems have not been resolved. She would also like the Fire Chief and the Health Agent informed of this proposal in order that they can inform the Board if they have any concerns with the property. Mr. Folkman stated that they will be notifying the Conservation Commission once they get a re- commendation from the Planning Board on this site plan. Mr. Haynes stated that it will be a minimum of f ive ( 5 ) years before the building will be up on this site and it is very difficult to determine the traffic impact on the surrounding area, but they understand the Board's concerns; he stated that they have a railroad crossing with Conrail which will put the majority of -the traffic onto County Street which already has a large amount of in- dustrial traffic on it so, therefore, he does not feel that they will be negatively impacting this area. Planner Boldrighini stated that the best route for this traffic is to have it go onto County Street. Mr. Haynes stated that they will also be using the railroad to traffic some of the raw materials and in that manner will be reducing the amount of incoming traffic. Paul Folkman stated that he understands the concerns of the Board that they want to get department head comments first and he will speak with the Planning Director and try to address the comments. Mr. Haynes.then presented the Board with a request for an extension until March 13, 1986. Motion: To approve the extension request for the site plan for Hatheway and Patterson until March 13, 1986. (Fiore - Annino - All. in f avor) Mansfield Assembly of God - West Street The Planning Board received a request from Reverend Hans Wm. Theerman for an extension of one week for the Board's recommendation on the site plan for the Mansfield Assembly of God on West Street. Motion: To approve the extension request for the site plan for the Mansfield Assembly of God for one week. (Fiore - Madan - All in favor) 6. Additional Correspondence The Planning Board received a letter from Rande J. Wilson, Town Manager, re- garding the access to Town Counsel. This letter states that all requests for utilization for Town Counsel must be made through the Town Manager's office as has been policy in the past. Motion: To send a letter to the Board of Selectmen stating that the Planning Board feels it is inappropriate to have to go through the Town Manager in order to utilize the services of Town Counsel; a copy of the following letters shall be attached: the Planning Board's original letter sent to the Town Manager and his response and the second letter sent to Town Counsel and the Town Manager's response to this letter. (Quinn - Fiore - All in favor) The Planning Board received variance requests and notices of public hearings for these variances from the Zoning Board of Appeals. These will be con- sidered at next week's meeting.
