He stated that there is no on-site drainage being proposed according to these I plans, itis all going towards the front parking area and although it will remain on their property, he feels that some on-site drainage should be provided. (Genatossio - Boldrighini - All in favor) Planning Board's Minutes January 23, 1986 Page 3 5. Around the Table Planning Direllor Callinan stated that there are two (2) guarantees being L held for the Cabot Pond project and that these guarantees total approximately $30,000-00 which is not enough for the Town to complete this project. He stated that he has spoken with the Building Inspector and was informed that since this project was under a Special Permit procedure, any problems with it would be considered a zoning violation and would fall under the Building Inspector's jurisdiction. The Building Inspector has informed Mr. Callinan that if the Board wishes to send a letter to him regarding this violation, he will be able to take this matter to court. Planning Director Callinan stated that this is a better way to handle this matter than pulling the bond and having -the Town complete the project. Planner Genatossio stated that she believes this will also be in violation with the Army Corps of Engineers and she believes that the Board should also inform them of their action on this matter. A copy of this letter will also be sent to the Board of Selectmen. Motion: To send a letter to Bertram M. Cook, Inspector of Buildings, and to also send a letter to the Army Corps of Engineers re- garding the Board's action on the Cabot Pond project. (Boldrighini - Annino - All in favor) Planning Director Callinan presented the Board with a copy of the form that the Engineering Department has drawn up to be used in the calculation of performance bonds for all subdivisions. He stated that these forms will be sent to the engineers of each subdivision and they will fill out the amount of each item which is to be used in this subdivision then they will return these forms to the Engineering Department who will double check the amounts on each item and then calculate the bond according the the R. S. Means Cata- log. He stated that this is.'a I -,-more comprehensive way of calculating these bonds and it will also take lesstime than it does at the present time. He also stated that these forms should be incorporated into the back of the Subdivision Regulations. The Board felt thatt-this way a good procedure in which to calculate the bonds because they felt that the calculations of the bonds were more.of an Engineering duty that a Planning Department duty. The Planning Board received a letter from the Department of Public Works stating that it hascometo their -attention that their -department has erected posts and streets signszt_Glori*a_Estat_es, Wi,ndchime Acres and West Elm Estates and, would appreciate reimbursement if ,possible, Planning Director Callinan stated that although these items were not purchased separately for each of the subdivisions, ac 0 1 1 -cording to the R. S - Means Catalog they cost .approximately $40.00 each, He stated that the cost of these items can be taken out of the bonds for each of the subdivisions. The Board felt that the --developers should be notified that the Board is deducting this money from their bonds, :- To send a -letter to 'each - of developers of subdiv-isions - these stating that the Board.is'-deducting-the money.for the posts and street signs which --the Department of Public--- Works has erectedat_ each of their individual subdivisions from their bonds, (Genatossio, - Boldrighini - All in favor) Planning Board's Minutes January 23, 1986 Page 4 The Board received a letter from Karen M. The Board felt that since there was an amendment to this article it is not the same article and, therefore, it should be rewritten. Motion: To have the Planning Board sponsor this article at the Annual Town Meeting. (Genatossion - Boldrighini - All in favor) The Board received a letter from Edward Broderick, The Broderick Corpora- tion, requesting an extension for the "Forest Park" preliminary subdivision plan from January 28 until February 14, 1986. (Genatossio - Boldrighini - All in favor) Planning Director Callinan presented the Board with a proposal to amend Section I. E. of the Mansfield Zoning Bylaw; this is to be on the warrant for the Annual Town Meeting. This amendment is to read as follows: "16a. Lot Coverage: The space within a lot occupied by buildings, accessory buildings, parking areas and loading facilities." Planner Genatossio stated that she believes that the phrase "and other paved areasit should also be added to this definition. The Board was in agree- ment. -----Planner Genatossio al,§o stated that on "Schedule B`of the Mansfield Zoning Bylaw, under the Maximum Lot Coverage, the phrase "including accessory buildings" should be deleted and a note should be placed on this chart quoting the definition. Motion: To add the phrase "and other paved areas" to the definition of lot coverage and to place a note on "Schedule B" quoting the definition of maximum lot coverage. (Genatossio Boldrighini - All in favor) Acting Chairman Flynn stated that she would like a copy of the subdivision amendments dealing with Section V. D. sent to all members because they are missing from the package that the Board received. This shall be done. Planner Annino stated that he would like to conduct site walks on several of the properties that are before the Planning Board at the present time. Planning Dire ctor CAllinan- --stated- -that- - the Board should-, walk the - Route 106 site since there is so I much development in that area. Planner Genatossio felt that it is more important to visit the sites which are in. the definitive stage at the moment, especially the "Fieldbrook Village" site since there is so much concern from the public in -that area. Motion: To conduct a site walk on the "Fieldbrook Village" site on Saturday, January 26, 1986, at 8:30 A.M. The Board will meet at the Town Hall. (Genatossio - Annino - All in favor) Planning Board's Minutes January 23, 1986 Page 5 Planner Genatossio stated that she would like a letter sent to the Board of Selectmen requesting that a dedication to James Bachman be placed in the Town Report. *4 Planner Genatossio, also stated that she would like to know why the applicant of the Granada Park subdivision has not placed an article on the warrant for the Annual Town Meeting to see if the Town will accept Granada Circle since it is all supposed to be complete by this time. Planning Director Callinan stated that there is nothing that compels the applicant to have this accepted by the Town, but he will contact the applicant to find out what the situation is with this street. Planner Genatossio, also stated that she would like to contact the Soil Con- servation Service in order that they can review subdivisions for the Board as they have done in the past to detect any deficiencies in the soil on the particular sites. She stated that the Board can do this or they can require the applicant to do this if they feel it is necessary, if the subdivision has questionable soils. Planner Boldrighini stated that the Board should require the applicant to contact the Soil Conservation Service once the Board reviews the plan and if they feel there is a problem with the soils. The Board was in agreement except Genatossio who wanted it for all subdivisions submitted. Planner Genatossio stated that Jimmy's Pub has a sign up that says that they are constructing a pizza parlor and she would like to know if the Board is aware of this fact. Planning Director Callinan stated that the Board approved the site plan at a previous meeting, but that Planner Genatossio was not present at this meeting.. He also stated that no parking is required because this is in the Downtown District. Planner Genatossio felt that the parking for the Down- town District is lacking and something should be done about the parking. 6.
