,,r
Chairman Trowbridge called the meeting to order at 6:33PM. He reminded everyone°thr', t me'eYjng--was being
broadcast live and taped for future broadcast on Mansfield Cable. He asked if there were any rn n 150fsjof the audience
recording, to which there was no response.
Chairman Trowbridge started the meeting with Agenda Item number three and then went back to agenda item number two.
2. Introduction of new Mansfield Police Officer, Christopher Sorge by Chief Sellon
Chief Sellon introduced Officer Sorge and highlighted that he is one of Mansfield's own. He noted that Officer Sorge put
himself through the Reserve Police Officers Academy, while in college. Chief Sellon further noted that he received a
letter from the Massachusetts State Police Sargent recognizing Officer Sorge who had stopped and assisted to resolve a
motor vehicle accident. That letter speaks volumes about Officer Sorge and how he represented Mansfield in that
situation. Mr. DelVecchio stated that Chief Sellon has done it again and the town will benefit from another great hire.
Mr. Aptowitz stated he remembered him as a child from the neighborhood and thanked him for his service to the Town.
Mr. Dentino stated that Officer Sorge is going to be with a tremendous group of people on our police department, and
suspected that he will be just as good. Mr. Schoonveld welcomed Officer Sorge to Mansfield. Chairman Trowbridge
welcomed Officer Sorge and wished him a long and safe career. Ms. Karen Ludwig, Assistant Town Clerk swore in Officer
Sorge.
3. Discussion of the Fales Fuel Site by Representative F. Jay Barrows
Representative Jay Barrows thanked the Board for allowing him to come in speak about Fales Park the vacant area of
land that was taken by tax title. Rep. Barrows stated that there is $50,000 available to use for the site, but it needs to be
used by June 30th. Mr. Erik Bednarek of EJB Designs, LLC provided a PowerPoint presentation highlighting different
things that could be done with the space. He compared it to Nelson Park in Plymouth that is a destination park. He
stated that Fales Park is close to Downtown and next to the bike path which makes it a fantastic location to be a
successful park.
Mr. DelVecchio arrived at 6:45PM to the meeting.
Mr. Bednarek stated that the cost is large to complete the whole park, but stated that it could be done in phases. This
year to meet the grant deadline he would recommend general grading, tree planning, grass and signage. Rep. Barrows
thanked Mr. Bednarek for his vision and talent of what could be done with the site. Rep. Barrows stated that Norton
with Mass DOT is pursuing completion the bike trail to Taunton. The project is estimated at $4,000,000 that extends the
bike trail from the Mansfield airport down to the Taunton Industrial Park. He commented that many people feel that
Mansfield could be the hub, as the beginning of the bike trail by having a place for people to gather by tying it in with
the train station. Rep. Barrows stated that he hoped tonight that the Board would draw the same conclusion and
endorse the open green space concept. He noted that the Planning Board supported this and stated that the Town
cannot get open space back once it is gone. Rep. Barrows stated he would continue to look for future funding for the
project as the Town's State Representative.
Mr. Schoonveld stated that he thinks this is a long time coming. He noted that last February this Board approved the
park subject to funding, but he fully supports the idea one thousand percent. Mr. Dentino stated he looked at a bunch of
ideas of things you can and cannot do. He also stated he would want to know how much square footage there is in that
area and on the bike trail and how many people are affected. He also questioned how many people are going to use that
area. Ms. Barrows answered that people would use it if it looked better and more people would come. Rep. Barrows
stated that trees have grown where pavement once was and noted the need for signage of where to park. He does not
see it as a question of will people come, but rather a question of when they come where do they go. Mr. DelVecchio
asked where this plan started. Rep. Barrows answered that a number of people got together, not members of the
Downtown Committee, but wanted to make sure that a plan was put in place to use the funding that was being offered.
Mr. Schoonveld found the meeting dated February 17, 2016 that the Board voted to approve the Fales Fuel Park idea
subject to finding the funding sources and next steps.
Mr. Wilk stated the discussion at the last meeting was about fixing the whole road and cleaning up the area to get rid of
the overhanging trees. The plan fits in to fixing that entire road and makes it available to be able to park and would
provide a connection to the bike path. Mr. Wilk noted that Mr. Alves presented at the last meeting to use state funding
to fix that road. Mr. Wilk then noted that Rep. Barrows came in with this idea. Mr. DelVecchio stated that something
needs to be done to use this money and asked if the money can be used to fix the parking and then come back with
another phase or would the funding be lost. He also commented that these designs looked busy, but did not want the
Town to lose the money. Rep. Barrows stated they wanted to protect the abutting neighbors and do grading to the area
and landscaping. Ms. Barrows stated that the plan was always the green space and to use the $50,000 to clean up the
space. Mr. DelVecchio stated he needed more information because these plans looked different from the original plans.
Mr. Bednarek stated that he saw the initial $50,000 being used to grade out the property, bring in new soil, planting, add
proper drainage and make it an open green usable space. Mr. DelVecchio asked if this was separate from the bike path
grant through GATRA and Chairman Trowbridge answered that it is a separate project. Mr. Wilk commented that Mr.
Alves has to put a conceptual plan together with an engineering study with a cost estimate and then the grant can be
submitted. Chairman Trowbridge stated that he is concerned there has not been a 21E completed and if it is going to be
a park it is necessary to know if the area is safe.
Mr. Aptowitz stated he does not want to be negative, but the plan presented had no extra parking. Mr. Barrows stated it
would add twenty one total spots. Mr. Aptowitz stated that the Board agreed to get more parking in that area and the
parking issue has to be addressed. Rep. Barrows believes that the younger generations are using bike transportation,
Uber, ride share, and buses versus having cars, and knows more and younger people are moving to Mansfield, and does
not see parking as a future problem. Rep. Barrows also stated that if Old Colony Way is cleaned up it will provide
additional parking. Mr. Aptowitz also stated he has concerns about who is going to take care of the park and that the
Town does not have enough DPW employees. Mr. Bednarek answered with any space there is going to maintenance,
but artificial turf can be used to eliminate mowing.
Chairman Trowbridge stated that until there are more answers, he does not want to lock the Town into something as
large as the park presented and would like to see some of it as parking. Mr. Schoonveld stated that Phase two and three
are still unknown, but believes the Board should turn the "dump" into grass and clean up the area with the $50,000
grant and not lose funding. Mr. Schoonveld asked what the grant requirements are. Mr. Stanbrook answered that
everything must be completed and delivered by June 301h and must relate to park and recreation. Mr. Schoonveld
proposed that the Board does not decide on anything beyond the initial clean up until the completion of the bike path
and Old Colony Way.
Mr. DelVecchio stated he wanted to go on record that the site needs to be a green space. He also wanted to take
advantage of the $50,000 grant and for the Town to do something good with the funds. Mr. Aptowitz asked if the
funding could be used for a 21E, Mr. Trowbridge stated that one may not even be needed yet, once the records are
pulled.
Motion: To approve the destination as a park also known as Fales Fuel Site and to allow a phase one limited work effort
to be able to access the $50,000 appropriation. (Schoonveld/DelVecchio)
Chairman Trowbridge stated that there are too many issues on this to move this to a vote. Mr. DelVecchio stated he
would withdraw his second of the motion if the Chairman would give Mr. Stanbrook until next week to provide more
information and find out if a 21E is needed. Chairman Trowbridge agreed. Mr. DelVecchio withdrew his second of the
motion. Mr. Schoonveld modified his motion to include subject to verification to a minimal impact 21E. There was no
second to the modified motion.
Chairman Trowbridge stated that there would be a meeting next week on May 24, 2017 and to add the Fales Site as an
agenda item.
4. Consideration of Modification to Parking License for Rumford, LLC located at 875 South Main Street pending
routing through public safety and Town Hall Departments
Mr. Bill Clemmey of Rumford LLC stated that he was asking for modification to his parking license at the commercial
parking lot located at 875 South Main Street. The lot is currently licensed for 581 cars and the back area was used to
park trailers. This modification would give him 169 extra parking spaces used for the very busy concerts at the Xfinity
Center. He noted that there are less shows this year that warrant the extra spaces. He believes it will only take about 15-
20 minutes to empty the lot and his lot generally unloads in an hour because they have a dedicated lane. The Planning
Board voted to approve this modification unanimously.
Mr. Schoonveld asked if they are still parking trailers at this lot, security and if they have tailgaters. Mr. Clemmey
answered that the trailers left in 2007 and they have the same patrons that the Xfinity Center. Mr. Clemmey answered
that they have security and a detail officer present at all concerts. A second detail is hired when it is country show, and
there are always three or four adults on site including himself. Chief Sellon commented that this is not a huge increase
to the flow of cars and with improvements that have been made over last few years, but he does not believe it to be a
problem. Chief Sellon stated that Mr. Clemmey gives the police information and that they work together for monitoring.
Mr. Schoonveld asked how Mr. Clemmey and his staff communicate with the police department. Mr. Clemmey
answered that he calls the station when there is a problem and does not utilize officers who are at the Xfinity. Chief
Sellon added that the detail officer is always in communication and there are several officers near that entrance that can
respond quickly resolve a problem. Mr. Dentino had no questions and commented that Mr. Clemmey does run a good
business. Mr. Aptowitz concurred with Mr. Dentino, noting that Mr. Clemmey deals with any issues. Mr. DelVecchio had
no questions. Chairman Trowbridge asked if this had been routed through public safety and Town Hall. Ms. Champagne
answered that it had been routed and just needed a signature from Chief Sellon for his approval.
Motion: To approve the modification of Rumford LLC located at 875 South Main Street pending routing through public
safety and Town Hall Departments. (DelVecchio/Aptowitz) Passes 5:0
S. Discussion and update from MBTA on train station construction project
Mr. Scott Miles, Barletta Engineering the General Contractor on the project, Ms. Debra Willard, Resident Engineer for
the MBTA and Mr. Joseph Calagione from AECOM who designed the project were present to discuss the construction
project. Ms. Willard stated that currently they are working to get parking squared away and reduce the impact to
commuters. She explained they were going to use GATRA and park cars at a Town lot on County Street. Chairman
Trowbridge noted that it was a Foxboro lot, not Mansfield. Mr. Miles is going to work with GATRA to see if they can
accommodate the additional passengers. The lot on County Street can hold up to 300 cars.
Mr. Miles then referred the Board to the presentation which showed the areas impacted by the construction. The
construction will be starting soon with the area closest to the train station; Mr. Miles stated he is waiting for one more
permit from Amtrak to begin the project in early June. Mr. Azinheira stated that cars did not use the lot on County Street
when the Town did work last year when Mansfield Ave was shutdown. Mr. Azinheira also spoke with Mr. Gay from
GATRA and he did not foresee a problem with the shuttle. Chairman Trowbridge asked when the work along the tracks
would begin taking up the 42 spots. Mr. Miles answered that is Phase 2 of the project and he anticipates that would
soon follow in the month of July.
Mr. Dentino stated that it is a good idea to have a lot of handicap spaces but who has the authority to determine the
number of handicap spaces. Mr. Miles answered that they are reproducing the same number of handicap spaces that
are present now. Mr. Schoonveld asked if there are temporary handicap structures and Mr. Miles answered that there
will be on both sides of the tracks. Mr. Schoonveld asked if there be a charge for parking at the Foxboro lot. Ms. Willard
answered that she is unsure at this point. Mr. Aptowitz asked if the parking that is getting displaced is all non-resident
spaces. Ms. Willard stated it was. Mr. Aptowitz stated that it is his concern that they will not use the Foxboro lot and
commuters will start parking everywhere and in resident spots.
Mr. Aptowitz also stated that the Town contract with the T has been done by typewriter back in 1980 and stated that it
has to get redone. He understands that Ms. Willard is not the person responsible for that, but noted the Town is
frustrated. Mr. DelVecchio stated that the lot in Foxboro was not used because of a lack of coordination in the process. If
this project can be ahead of the curve and communicate this to other towns and let them know the lot is available. Mr.
DelVecchio also does not believe parking should be as costly or it should be free to park at the remote location. Ms.
Willard suggested using social media to get the message out.
Chairman Trowbridge stated the agreement between the Town and the MBTA is structured by how many spaces belong
to the Town. He stated there should be compensation for the 110 spaces that will be unusable for two years. Chairman
Trowbridge also asked Mr. Azinheira if he could get up signage, Mr. Azinheira stated previously they have also handed
out flyers to those parking at the lots. Mr. Miles stated they are preparing flyers to hand out starting tomorrow. Mr.
Azinheira stated the flyer should have all the information and answers to questions. Mr. Miles stated that he can help
with the construction signage
Chairman Trowbridge asked if the Board should allow temporary increases in parking spaces to the lots around the train
station. Mr. Schoonveld stated it should be offered equally amongst the businesses in phases starting with 30 each and
then 60 each. He also stated that there should be no condition on what they can charge. Mr. DelVecchio agreed that
people can choose the low cost and go to Foxboro or they will pay for convenience. Mr. Azinheira stated that there are
less spots used during the summer months, but the challenge will be at the end of August. Mr. Schoonveld asked if the
project includes the ramps going down to the road. Ms. Willard and Mr. Miles stated that it was and Mr. Schoonveld
added that this is why the project is taking two years. Mr. Schoonveld stated that there needs to be clear signage that
there is a $25 for non-residents parking in a residential spot. Mr. Azinheira stated there is a lot of revenue generated
from parking fines. Mr. Schoonveld stated not to put up signage. Chairman Trowbridge asked Ms. Willard and Mr. Miles
to keep the Town updated and lines of open communication.
Mr. Aptowitz asked about the steps when you are coming back from Boston and people walk down and around there is
a water puddle and it can get icy. Mr. Cook stated that it is a drainage problem from off the tracks. Mr. Calagione stated
there are drainage and stair improvements planned as part of this project. Mr. Azinheira noted that is the MBTA that is
going to take care of the stairs and the ramps, not the Town.
6. Discussion and Consideration of Lifting the Town Water Ban
Mr. Azinheira stated that he got the clear to allow water on odd and even days depending on house numbers.
Chairman Trowbridge asked is there something the Board can do to allow the DPW director to make the changes, or is
the Board required to make these conditions. He noted that if the Board does not meet every week it could be an
extended amount of time before the change is made.
Mr. Schoonveld stated that maybe it would be appropriate for Mr. Azinheira to make the change and then at the next
scheduled Board meeting the Board could vote to confirm it. Mr. DelVecchio asked if this was something that the Board
can do. Chairman Trowbridge believed the Board could make this decision. Mr. Azinheira stated that as long as the State
protocol is followed.
Motion: To allow the DPW Director to schedule the potential water bans. (Aptowitz/Schoonveld)
Schoonveld amended the motion to include "allowing him to ease the water restrictions at will or according to the State
directions." Passes 5:0
7. Continued Discussion of road improvements with Lee Azinheira and Mark Cook
Mr. Azinheira presented the Board with a memo listing the road improvements scheduled for 2017. The plan includes
full road reconstruction for Maple Street, Winter Street, Newton Street, Pleasant Street and Rumford Avenue. Mill and
overlay is planned for East Street and Eastman Street, and Gladiola Terrace. Chip sealing is planned for Elizabeth Road,
Gladiola Terrace, Ian Keats Drive, Jameson Court, Jonathan Road, Lancashire Drive, Matthew Lane, Sandy Hill Road,
South Park Lane, Van Gernert Drive, Victoria Lane, Windsor Place and York Road.
Mr. Dentine asked about Gladiola Terrace and if Mr. Azinheira really thought it would hold up. Mr. Azinheira stated that
it has not moved and has held together so the base layer is still good. Mr. Cook commented that the road has cracks, but
the profile is still there. Mr. Dentino stated that he would like to see granite curbing on Gladiola Terrace. Chairman
Trowbridge stated that he receives the most calls about Park Street. Mr. Cook stated that there is a plan being
developed for Park Street. Mr. Azinheira stated that they are playing catch up on road improvements and in the fall he
will be able to provide an updated pavement management survey to the Board.
Mr. Aptowitz asked about the curbing by Gino's. Mr. Cook is working with Mr. Burke to find the least obtrusive way to fix
the area and be ADA compliant and Mr. Cook confirmed it would be done this season. Mr. Dentino asked about Tremont
Street. Mr. Cook stated that it was chip sealed three to four years ago. Mr. Azinheira stated that a temporary patch was
done after the water work last year and it has lasted through the winter. Mr. Schoonveld asked if this is all attainable
and if the schedule would be available on the website. Mr. Azinheira stated that they would be able to and the
information will be posted on the Town's website.
Mr. Azinheira then highlighted a few areas of large projects noting that it seems likely that there will be a grant for
$800,000. He also stated that Rep. Barrows is working to get the MBTA to move the crossing and stated he would like to
be on record for supporting the grade crossing. Mr. Azinheira noted another intersection that Mr. Alves is working on is
that of School, Willow and Spring Street. Leonard Street has also been identified as a street that is in serious need of
attention. Rep. Barrows came forward from the audience and hoped that the Board would support the grade crossing,
next week when there is more information presented to the Board.
8. Consideration for abatement for the Cabot's Pond Area Land Gifts
Chairman Trowbridge stated that these were the parcels of land that were taken at Town Meeting. There were no
questions from the Board.
Motion: To sign the letter requesting the Board of Assessors abate the remaining FY2017 Real Estate Taxes on three
parcels of land gifted to the Town and approved at the Town of Mansfield Annual Town meeting held on Tuesday, May
2, 2017 under MA General Laws Chapter 59, Section 72A. The parcels are as follows: Willow Street Map 12, Parcel 35 of
$124.62, Willow Street Rear, Map 28, Parcel 143 of $693.63 and Basin Street Rear, Map 28, Parcel 9 of $29.61.
(DelVecchio/Aptowitz) Passes 5:0
9. Review of Animal Control Officer's Report on Dangerous Dog Complaint made by Mr. & Mrs. Solivan and Consider
Establishing Date for a Public Hearing On the Complaint
Chief Sellon commented that he had read the report by Jeff Collins, Animal Control officer about the boy and stated that
the boy was chased, but he cannot determine if a bite was actually made. Mr. Aptowitz asked with the provisions of
HIPPA would the Town be able to get medical records. Chief Sellon answered that he didn't think this would be an
exception to HIPPA in regards to criminal law or the parents could voluntarily turn over the records. Mr. Aptowitz stated
that both parties have rights. Chairman Trowbridge stated there were not a lot of conclusions made so it appears that
there needs to be a further investigation. Chief Sellon stated that he will have Lt. Archer look at this further and get
more information and submit reports to the Board.
Motion: To order the animal control officer to do an investigation for complaint of the dangerous dog.
(DelVecchio/Aptowitz)
Mr. Schoonveld stated that even if there is not a bite there is an unleashed dog that could be uncontrollable.
Chief Sellon stated this is the second time the dog has chased someone in the neighbor and did not bite, but the Town
has to make a determination if the dog is dangerous or not. Mr. Aptowitz stated that there is not a leash law, but people
still need to be in control of their animals. Chief Sellon and Mr. Schoonveld agreed.
Passes 5:0
10. Discussion and consideration to reappoint D. Austin Horowitz to the Southeastern Regional Planning and
Economic Development District (SRPEDD)
Motion: To reappoint Mr. D. Austin Horowitz to the Southeastern Regional Planning and Economic Development District

Mr. Aptowitz stated that Mr. Horowitz is a good guy and Mr. DelVecchio stated that he does a lot of service to this town
and is a great guy. Chairman Trowbridge agreed.
Passes 5:0
11. Discussion of Health Insurance and Insurance Subcommittee
Mr. Schoonveld stated he did some research. He met with Ms. Patty Firing, Human Resource Director and believes that
the Town will face a twenty percent increase in healthcare costs next year. He stated he would like to meet with Mr.
Stanbrook and defer the item until next week. Mr. Schoonveld also stated he read the agreement and states that he
could represent the town at the SMHG meetings. Chairman Trowbridge asked to have the possible appointment of Mr.
Schoonveld on next week's agenda.
12. Continued Discussion of Summer Meeting Schedule
Chairman Trowbridge deferred this to next week's Board meeting.
13. Resident Questions and Comments
Mr. Carl Clemmey of 175 Essex Street stated that he would let the Town use a couple acres at no charge for parking
around the train station. Chairman Trowbridge thanked Mr. Clemmey.

breaking for Eva's Free Library on Sunday at 10am, at the North Common. Mr. Stanbrook also updated the Board on the
consultant that has been hired to help in the Finance office. He noted that the department is caught up to where he
normally would be at this time. Mr. Stanbrook stated that he is going to save some time for year end and will not use
him through the rest of May. The consultant has forty hours left for this fiscal year.
18. Selectmen's Questions and Comments
Mr. Schoonveld stated that he emailed Ms. Griffin and Ms. Champagne about the vacant position at the airport. There
has only been one applicant and he has been unable to come in because of a class he teaches until the end of June. Mr.
Aptowitz stated that he doesn't feel comfortable appointing him without meeting him first. Mr. Schoonveld asked if the
Board could interview him before the Light Commissioners meeting on June 5`h. Mr. Schoonveld asked if Mr. Stanbrook
has looked at the tax lien properties. Mr. Stanbrook stated the Treasurer has a list. Mr. Aptowitz asked if abutters are
notified. Mr. Stanbrook answered that the Town could not show preferential treatment but the auctioneer would notify
abutters. Mr. Schoonveld also asked about employee training and if there could be an update from Mr. Derensis on it
and what the plan is to begin. Mr. Stanbrook stated he would get an update for the next Board meeting. Mr. Schoonveld
then asked if the Xfinity group was going to meet during regular Board meetings. Chairman Trowbridge answered that it
would be. Mr. Schoonveld stated he would like to have a check in during the season to see how things are going and if
matrix is working or if adjustments are needed to staffing. Mr. Aptowitz stated that normally they meet after the season
is over. Mr. Schoonveld stated that Memorial Park groundbreaking was a success for the Town, as well as the group that
fundraised for the park and raised a third of the funds. He stated that it should be a shared celebration when it is
complete.
Mr. Dentino had no comments or questions.
Mr. Aptowitz asked is the Xfinity Center signed the agreement after last week's meeting. Ms. Champagne answered Mr.
Mann had signed the agreement. He also stated that the Board could meet half way through the season and check in

Mr. DelVecchio asked Mr. Stanbrook if any of the properties are going to auction or are any of them ones that the Town
would want to keep. Mr. Stanbrook stated he can provide the list of properties. Chairman Trowbridge asked how many
are on the list and Mr. Stanbrook answered that there were about seventy and realistically a third of them are worth
selling. Mr. DelVecchio stated that as the Board goes ahead in planning processes that the Board should "think green"
and for example the use of pesticides on the school grounds.
Chairman Trowbridge stated that Habitat for Humanity and Mansfield Housing Corporation had a meeting with Mr.
Azinheira, Mr. Aves, and Mr. Stanbrook and the Town had questions and they are looking for members to join that
