Mr. Burke reviewed the process for a private way to be accepted as a public street. He commented that
McKenzi Lane has a minor list of items to be completed between now and Town Meeting. It is the developer's
responsibility to develop the subdivision according to the Town of Mansfield's specifications. Mr. Ahern, Mr.
Alves and he see no reason why the street will not be ready between now and Town Meeting. Mr. Burke also
commented that it is in the best interest of the residents of the subdivision to have the street accepted. Mr.
DelVecchio asked how much it would cost if the Town had to finish the work. Mr. Burke answered that the
Town would have to pay prevailing wage and put it out to bid, Mr. DelVecchio then stated that we would not
want to do this, to which Mr. Burke agreed. Chairman Aptowitz commented that it could be contingent on
final approval from Mr. Burke. Mr. Trowbridge stated this is standard. Mr. Dentino did not have any questions
and no one from the public had questions.

Mr. Burke stated that Dutton Drive went through the same approval process as McKenzi Lane, unfortunately it
is not ready. The private way currently lacks a top coat pavement and other major required improvements
that have not been completed. Mr. Burke does not recommend that it be accepted as a public way at Town
Meeting, noting that it was a unanimous recommendation from himself, Mr. Ahern and Mr. Alves. They have
reached out to the developer several times and have not heard back from him. Mr. Burke stated that Dutton
Drive is only 400 feet long there is no adjacent sidewalk and these items could get done in seven to ten days,
but he has not heard from on their ability and willingness to get them done. Mr. Trowbridge stated that he is
concerned because they know when Town Meeting is and the timelines of the construction industry. Mr.
Burke stated that a letter was sent in the in the fall as a reminder, another in February and sent another
before the closing of the warrant on March 1'`. There was plenty of notice about the deadlines and there was
a late winter, but this is tough and the residents of the subdivision are the ones that benefit when a street is
accepted by the town. There were no other comments from the Board or from the public.

Mr. Raymond is asking for approval for a new four way Memorial named Mansfield's Bell of Freedom, Honor
& Sacrifice that would be completed around Veteran's Day on the South Common. Mr. Raymond is seeking a
grant to cover the cost and stated that it will not be a burden to tax payers. The developer that purchased the
church off Main Street is donating the bell that would be mounted on a granite base. Mr. Raymond stated that
students at the Vocational school could make a clapper that would be removed and only used for events. Mr.
Dentino stated it had pizazz, but worried about the surface of the bell after the elements, stating it will turn
black and is worried about safety. Mr. Raymond answered that it will be spot welded so it will not move, and
stated he would have to look into cleaning options for preserving the metal. Mr. Dentino asked about the
police memorial. Mr. Raymond answered that he is looking at doing a Police memorial so it matches the fire
department memorial. Mr. DelVecchio complimented Mr. Raymond on his ideas that he presents to the Board
that have a great sense of community; he has concerns about safety and keeping the integrity of the bell as
well. Mr. DelVecchio also asked if insurance is needed. Mr. Trowbridge stated that this is a great idea and
represents a significant portion of the population. Mr. Trowbridge also stated that it may need a larger base
and how many names you need to fit on it, will also affect how much space is needed. Mr. Trowbridge stated
he would strongly encourage Mr. Raymond to look at the gift fund. Chairman Aptowitz commented that Mr.
Raymond did a great job and to reach out to DPW to make sure there are no sprinklers in this area and to
think about some solar lights or low level lights. He also asked Mr. Raymond to speak with to Denise
Anderson, Corey Shea's mother and let her know about this plan. Chairman Aptowitz asked Mr. Stanbrook to

Collins Center for recruitment of a new Town Manager ($20,000) and to cover temporary staff for the
accounting office ($9,900). Mr. Stanbrook noted that the stipend of the last acting town manager was $625
per week and the $7,500 would cover the stipend for three months. The accounting office help would be using
the previous person who already knows the town accounting system and worked here prior. He would be able
to step in to the accounting office without training immediately. However, the cost is $150 per hour.

that full amount is available we may be able to meet one of the unmet needs on the school or town side.
Chairman Aptowitz asked Mr. Stanbrook if he felt that the budget was in good shape. Mr. Stanbrook answered
