1. Call To Order Board of Selectmen Meeting — Pledge Of Allegiance
Chairman Aptowitz called the meeting to order at 7:00 p.m. The Chairman reminded everyone that the'meetmg i
is being broadcast live and taped for future broadcast on Mansfield Cable. He asked if there were any members
of the audience recording, to which there was no response.
2. Keep Mansfield Beautiful Committee Update
Ms. Wall thanked committee for the invitation to present at the Board of Selectmen Meeting tonight. She
introduced the committee and stated that the committee has very loyal members and the committee members
have many creative ideas. Keep Mansfield Beautiful Committee (KMBC) has good working relationships with
local businesses and residents and thanks everyone for their support. She also thanked the DPW for their
support.
Mr. Rhein presented a PowerPoint presentation about the KMBC. The three main areas of focus are litter
prevention and clean up, waste reduction and recycling and beautification and community greening.
The next annual cleanup is April 29`" and each year they have hundreds of volunteers. This year they are want
to have all the trash from the cleanup placed in one spot to create more awareness and have an impact. The
committee is looking to place temporary signs in trouble areas that have lots of litter. The KMBC is also hoping
to work with the Town of Mansfield and install fencing or add a wall of art murals outside the Mansfield Green
Recycling Park. The bushes planted have not grown and do not disguise the area enough. Recycling has
increased at the schools, and eighteen new outdoor recycling bins have arrived through a grant from Coca-Cola.
The KMBC would also like to see the street sweepers used more throughout town. The committee stated they
are always looking for volunteers, and interested residents should reach out through Facebook, email or
donations can be made through the committee's website.
Chairman Aptowitz thanked the committee for their great work that they do. Mr. DelVecchio stated that trash
on South Common is a great vision, but asked if this could cause damage. Mr. Rhein answered transportation is
the biggest issue, but does not think it will do damage if there for one day, and majority of the trash is in yellow
trash bags. Mr. Trowbridge thought these were great ideas, but stated there is a limited budget. He also
commented that he preferred the first sign shown in the presentation. He also noted it should match all the
fonts for other signage, and asked how long the signs would be up. Mr. Rhein answered that they would be in
one area for about two weeks, commenting that long term signs are ineffective and fade into the landscape.
The signs could then be moved to another troublesome area. Mr. Trowbridge stated that the street sweeping
is an issue of not having enough man power to do it. Mr. Rhein joked that he would be willing to drive the truck.
Mr. Schoonveld thanked the committee for coming. He asked Mr. Rhein what he would like to see the Board do
tonight in regards to signs, fence and street sweeping. Mr. Rhein answered that he just wanted to make sure
there isn't a problem putting signs up and can come back before the Board when the final design is ready. Mr.
Rhein asked if they supported the idea of the fence noting that the fence the cost is the issue. The committee
got three quotes: $10,000, $13,000 and $26,000 for a heavy vinyl fence, the prices included installation. Mr.
Rhein asked if there was any money in the DPW complex project for it, but also stated they could do some
fundraising for it. Mr. Trowbridge stated they could add the green plastic slats to the current fence. Ms. Wall
suggested having it be a mural of art, to which Mr. Trowbridge thought it would be dangerous to have too many
distractions at that busy intersection.
Mr. Dentino stated that Eagle Scouts may be of help for cemeteries. Mr. Rhein stated the committee always has
ideas for anyone looking for community service or a project. Chairman Aptowitz stated that in front of
Mansfield Recycling on Route 106 would be a good place to make the big pile of trash. Mr. Schoonveld asked
how many bags of trash are there in total. Mr. Rhein answered three to four hundred. Chairman Aptowiz along
with the committee has no objections with the ideas presented, but the funding for the fence is the problem. r
He then thanked you for your coordination efforts and wished there was not a need for this cleanup throughout
Town.
Mr. Rhein commented that overall the litter is decreasing and more communities are getting involved with
cleanups. Chairman Aptowitz commented that when he participated little liquor nip bottles were what he found
the most of. Mr. Rhein stated that they are working to add those type bottles to the Massachusetts State Bottle
Bill. Mr. Rhein commented that it would be great to get a few tickets issued to those littering to see if that will
decrease the amount of littering because people do not think they will ever get caught doing it.
3. Consideration for Common Victualler License for Juice on Main
The owners of Juice on Main came before the board, Ms. Laurie Delang and Mr. John Coppelino. Chairman
Aptowitz stated that they had recently opened a store. He stated that he liked to see new businesses in town
and asked if they got a Common Victualler License from Board of Health. Mr. Delang answered they had, but
paperwork was missed for the Common Victualler license from the Board of Selectmen side. The board had no
questions or objections.

4. County Street River concerns on the Mansfield/Foxboro Town Line
Mr. Joseph Britt resident at 12 County Street, Mansfield came before the board to discuss the trash near his
home on the Mansfield/Foxboro line along the Rumford River. He provided pictures for each member of the
Board. He stated that there have been big items like televisions, and washing machines. He asked what
permanent solutions could be done to prevent individuals from being able to dump trash. He stated that it can
be dangerous to walk in the marshy wet area when water levels are high. Chairman Aptowitz agreed that it is
hard in these wooded areas and it is difficult for the police department to allocate resources for trash, but not
to say this issue is not important either. Mr. Trowbridge stated that this may be an area to get litter busters.
Chief Sellon stated the Police Department can target the heaviest areas and can put up a deer camera in those
areas to see if they can get a plate. Chief Sellon also stated he will coordinate with KMBC to identify those
heavy littered areas and target them. Mr. Schoonveld suggested revisiting the areas after the annual cleanup
and if there is more trash the committee will know it is a problem area. He also stated that deer cams sound
like a good idea. Mr. Dentino spoke with Mr. Britt previously on the phone and stated that the water is high
now and hard to cleanup and he suggested going to the DPW. Mr. Schoonveld asked if there are higher fines
for littering on wetland areas. Mr. Trowbridge answered that it is not according to our bylaws, but the
Department of Environmental Protection could be brought in.
S. Airport Commission Mass DOT/AD grant approvals for Taxi/Runway Lights and HVAC Replacement in
Maintenance Building
Chairman Aptowitz noted that these were signed by the Chairman of the Airport Commission and just need the
BOS approval. There were no questions or concerns from any member of the Board.

Mr. Stanbrook presented a one page summary which is based on the Budget Subcommittee meeting and shows
how to get a balanced budget based on the committee's recommendation. Mr. Schoonveld asked for
clarification on an item that changed. Mr. Stanbrook answered that he wanted to fill a bookkeeper in the
finance office, but instead is upgrading the current position he has in his office. Mr. Stanbrook also stated he
added the ESL position in the school and is proposing that the remaining $50,000 towards an EMS coordinator
position. Mr. Schoonveld stated that this is a sacrifice for Mr. Stanbrook to give up the 3rd person in his
department so an EMS coordinator could be added, but is pleased with that decision. Chairman Aptowitz stated
we may see the state numbers on April 10th for the budget. Mr. DelVecchio asked Mr. Stanbrook if the change
of having an upgraded position instead of an extra person if he sees that as helping the department. Mr.
Stanbrook answered that he thinks he can accomplish the goals of his department.
Mr. Schoonveld asked about CIP completed projects. Mr. Stanbrook commented that 24 out of 79 have been
completed. Mr. Trowbridge commented that some are due to not having bids for the projects and Mr.
Schoonveld asked if adding a DPW staff could come from funding from the projects, by charging a 2%
administrative charge versus paying for the position out of the operating budget. Mr. Trowbridge stated it
should be brought up at Capital Improvement can discuss it and then the Finance Committee can discuss it.

written. Mr. Trowbridge stated he believed we should move forward, but not move forward until the funding is
