HomeMy WebLinkAboutBOS Minutes 03-27-2017Minutes of Board of Selectmen Meeting March 27, 2017 7:00 p.m. Present: Jess Aptowitz, Chairman; Mr. DelVecchio, Vice -Chairman, Michael Mr. Trowbridge, Clerk and Mr. Dentine. Mr. Schoonveld participated remotely. 1. Call to Order Board of Selectmen Meeting Chairman Aptowitz called the meeting to order at 7:00 p.m. The Chairman reminded everyone that the meeting is being broadcast live and taped for future broadcast on Mansfield Cable. He asked if there were any members of the audience recording, to which there was no response. 2. Discussion of Interim Town Manager Chairman Aptowiz opened discussion of the interim Town Manager position. Mr. Trowbridge began the discussion and listed five individuals that he believed could lead the town temporarily. He noted that these individuals need to be approached and then accept the position. Mr. Trowbridge listed Mr. John Stanbrook, Town Accountant because he has a good handle on the budget and Town Meeting is approaching. Mr. Trowbridge then named Ms. Marianne Staples, Town Clerk, followed by Mr. Azinheira, Director of Department of Public Works; Chief Boldrighini and Chief Sellon. Mr. Trowbridge commented that all are qualified but noted that Mr. Azinheira, Chief Boldrighini and Chief Sellon have a lot of work within their departments. Mr. Delvecchio agreed with Mr. Trowbridge and believes Mr. Stanbook has done a great job; he knows the budget and has an overall sense of all the departments. He also commented that the Collins Center at UMASS Boston may be a good place to get a Town Manager on a part time. Many candidates there are retired and do consulting. Chairman Aptowitz agreed that the Collins Center may be a good resource. Mr. Dentino commented that he thought about a number of people and suggested Mr. Nick Ricchio who has been town manager here before. Mr. Schoonveld noted it may be a lengthy period of time that an interim Town Manager is needed. He noted that there are many things going on and it is important to have someone that can carry the town forward and not slow things down. Mr. Schoonveld agreed with Mr. Trowbridge's recommendations of Ms. Staples and Mr. Stanbrook. He stated that Mr. Stanbrook is extremely busy and asked if this would be a burden. He also asked if Ms. Staples can be Town Clerk and Town Manager at the same time. Chairman Aptowitz answered that in the past he believes a Town Clerk has served as an interim Town Manager. Mr. Schoonveld also agreed with DelVecchio that looking outside for a candidate is a good idea especially if it will be a lengthy time to fill the position. Board Of Selectmen Meeting Minutes March 27, 2017 Chairman Aptowitz agreed with Mr. Trowbridge and Mr. DelVecchio to use someone internal because they know what is going on here in Mansfield. He thinks Mr. Stanbrook is the best choice because he has done a fantastic job; he knows the budget and is level headed. He also suggests that the interim Town Manager only be responsible for the municipal side and let the Electric Department work as is until a permanent Town Manager is in place. Mr. DelVecchio commented that it is the person's choice to accept the interim Town Manager position, and that it is not a mandatory assignment. Chaiman Aptowitz agreed with Mr. DelVecchio and suggested coming up with a list of the top three candidates, then contact the first individual and ask until someone accepts the position. Mr. Trowbridge stated he is okay with going to the Collins Center, but noted it could be a longer process. He stated he anticipated that if the number one person was identified the board would take a five minute recess, and call that person and find out if they were interested. Mr. Dentino asked if the consensus was to go with an internal town employee. Mr. Trowbridge said he had no problem with Mr. Riccio but stated this is only a part time position and the length of time needed for this person is unknown. Chairman Aptowitz stated that Mr. Riccio works full time for another community. Motion: To offer Mr. Stanbrook the acting Town Manager position. (Trowbridge/DelVecchio) Mr. Schoonveld agrees that the board should ask Mr. Stanbrook, and if he does not accept then the board can reconvene and decide. Mr. Dentino stated that Mr. Stanbrook is a great choice, but we have to give help to his office if he accepts, because his office has too much work. Mr. Schoonveld commented that there is a proposed person in the budget for next year and suggested looking for that person sooner; maybe using an account temp would be helpful. Chairman Aptowitz agreed that Mr. Stanbrook seems like the best choice. (Trowbridge/DelVecchio) Roll Call Vote: Mr. Schoonveld-Aye Mr. Dentino-Aye Board Of Selectmen Meeting Minutes March 27, 2017 Mr. DelVecchio-Yes Mr. Trowbridge -Yes Chairman Aptowitz-Aye Passes 5:0 After five minutes, Chairman Aptowitz stated the meeting is back in session and stated that Mr. Stanbrook has accepted the position as interim Town Manager. He stated that Mr. Stanbrook is a fantastic manager and our financials are in great shape and he has done a great job working for the town. Motion: To make Mr. Stanbrook the interim Town Manager as of end of business Friday, March 31, 2017. (Trowbridge/DelVecchio) Roll Call Vote: Mr. Trowbridge -Yes Mr. DelVecchio-Yes Mr. Dentino-Aye Mr. Schoonveld-Yes Chairman Aptowitz-Aye Passes 5:0 Chairman Aptowitz stated that the board will meet again Wednesday night and an agenda item will include the Town Manager Search. 3. Appointment of a Representative to MFN Regional Wastewater District Chairman Aptowitz stated that Mr. Ross represented a vote on the MFN Regional Wastewater District. He asked if this was something the interim Town Manager would do. Mr. DelVecchio answered that he did not believe Mr. Stanbrook could because he is Finance Director. Mr. Trowbridge commented that he was thinking it could be Mr. Azinheira, but realizes he is the Executive Director. Mr. Dentino is already a representative. Motion: To nominate Mr. Trowbridge as the representative on the MFN Regional Wastewater District as of Saturday, April 1, 2017 until a permanent Town Manager is appointed.
