Meeting opened at 7:00 pm. 2. Amended Order of Conditions for Mansfield Airport Quadrant 4, 265 Fruit Street, Map 36, Parcel 15. DEP SE 211-0929 Scott Goddard, Goddard Consulting, explained this project came before the Conservation Commission for the expansion of Quadrant 4. He noted there is an existing Order of Conditions and the work has been ongoing for about a year and the Applicant now wants to add an additional 60' x 60' hangar to the property. He said there will be no changes to the limit of work and there are no erosion issues or runoff. Ms. Gonyer said she reviewed the project with Richard Alves, Town Engineer, and he is not concerned with the increase of impervious. Mr. Alves agreed anything on a 2:1 slope should be rip -rapped. Ms. Gonyer said her biggest concern is notification when the work is started on the new building to make sure any areas that are compromised are reinforced or reinstalled. Mr. Maxwell asked, because there is already some concern about the slopes, if there is anything in the Order of Conditions about maintaining the slopes. Mr. Hobaica asked what needs to be done to make sure the slopes are maintained. Ms. Gonyer said the integrity of the slopes needs to be maintained and, instead of seeding, she would prefer rip -rap, which would be more permanent and provide more stability. Mr. Goddard said the size of Building "R" will be reduced and the building will be moved forward from its previously approved location to make room for the additional building. He said there will be only a minor increase to impervious and the stormwater system is capable of handling any increase in runoff. Ms. Gonyer said she does not see any potential increase in impact with the project as proposed but suggested adding a Special Condition to the Order that "upon completion of the buildings, a site visit will be done to make sure there are no issues". She read into the record the Special Conditions for the project: • No work or siltation from erosion shall occur within the 25' No Disturb Zone. The NDZ is not to be entered into or accessed during and after construction. • Erosion Control must be inspected by Agent prior to the construction of Building "S". • The Applicant shall notify the agent when the construction of Building "S" begins. • If existing erosion controls fail, they must be replaced or reinforced immediately. 1 Mr. Hobaica made the motion to approve the Request to Amend the Order of Conditions for Mansfield Airport Quadrant 4, 265 Fruit Street, under DEP SE 211-0929 to include the 60' x 60' building as shown on "Amended Site Plan" dated February 1, 2017, prepared by Guerriere & Halnon (this plan shall be added to the Plans of Record), with the additional conditions as stated, with the additional condition there will be no access from the rear of the building other than what is needed for fire safety; the Special Conditions from the original Order for Quadrant 4, Map 36, Parcel 15, 265 Fruit Street, DEP SE 211-0929, issued December 2, 2016, shall remain active. Mr. Maxwell seconded the motion. Motion passed 5-0-0. Hearing ended at 7:33 pm. 3. Request to Extend the Existing Order of Conditions for the terminus of Wood Ave (50 Wood Avenue). DEP 211-0921 Ms. Gonyer explained the Order of Conditions was issued in 2014 for the construction of a self - storage building at the end of Wood Avenue; the Order will expire in June 2017 and after a site visit, Ms. Gonyer informed the Applicant the Order would either have to be extended or a new Notice of Intent filed. Ms. Gonyer noted there has been some encroachment of 700 square feet into the 25 -foot No Disturb Zone (NDZ); the limit of work has been moved into the 25 -foot NDZ. She recommended a mitigation of 2:1. She said the limit of work is to be relocated and an additional 1,200 square feet of mitigation will be provided. Ms. Gonyer said the restoration areas will be planted in the spring with oversight of a professional wetland scientist and will need to be monitored for two more growing seasons. Ms. Gonyer recommended for future projects the following a special condition be included in the standard special conditions that states that with the request to the Building Department for a Certificate of Occupancy (CO), the Agent shall conduct an interim site visit to verify location and function of structures within Conservation jurisdiction. She said this way we are not waiting until there is a Request for a Certificate of Compliance to review the compliance of the project. Ms. Gonyer recommended the extension be granted and said she will follow up regarding the limit of work. Mr. Rieth made the motion to extend the Order of Conditions for the terminus of Wood Avenue, Map, Parcel, DEP SE 211-0921 for an additional three (3) years, to June 2020, Mr. Maxwell seconded the motion. Motion passed 5-0-0. Hearing ended at 8:05 p m. 4. Correspondence: 5. New Business: The Commission welcomed new Conservation Commission member Aaron Roth. 2 6. She explained Phase I started two years ago with the clearing of the upland south of Tracy Drive. She said Phase II with selective clearing of a Red Maple Swamp adjacent to the Fruit Street bike path parking area never started last year because of a lack of frozen ground conditions.
