Mr. Calhoun is still refusing to allow an appraiser into his
home A registered letter stating the following will be sent
to Mr. rl.,. Mrs. Calhoun:
"In regard to the acquisition of your property for the
expansion of the Memorial Hall building in Mansfield we feel
obligated to advise you of the following: Under State
law the negotiated purchase of a property by any public body
cannot be executed without a professional appraisal of sae
property to determine its full and fair market value. In
as much as we have been informed that you have refused to
permit an appraiser to enter your premises to make a qualified
appraisal, we are unable to cause the Town to make a negotiated
purchase of your property, In order to proceed with our T'roject
it would be necessary that the Town of 'Iansfield vote to t'ak- c
your property be eminent domain. This will cause a qualifie.-
appraisal to be made which will determine the amount to be
paid for your property. You will have legal recourse to
appeal any value placed by eminent domain which you may
consult counsel to determine. 'Re will attempt to be as coop -
1
erative as possible to help you in this matter."
Members present discussed town meeting presentation strategy
and wording of articles.
