Request for Proposals
The Town of Mansfield Board of Selectman have declared the former John
Berry School located at 40 Balcom Street in the Town of Mansfield available
for long term lease and are seeking proposals to enter into such a lease. The
property has a use restriction being the proposer must propose a plan to create
quality programs for Mansfield Residents.' Two (2) separate sealed envelopes,
one (1) containing the non -price technical proposals marked "Non -Price
Proposal John Berry School Lease" and one (1) separate sealed envelope
containing the price proposal marked "Price Proposal John Berry School
Lease" on the outside of the mailing envelope must be received by the Town of
Mansfield Town Clerks Office, at Mansfield Town Hall, 6 Park Row,
Mansfield, MA 02048 prior to 10:00 a.m, on September 07, 2016. It is the sole
responsibility of the proposer to insure that the proposal arrives on time at the
designated place.
Price proposals must be submitted separate from technical proposals. No
reference shall be made to pricing in the non -price technical proposal. Failure
to adhere to this requirement shall result in disqualification.
All Proposals shall be accompanied by a bid deposit in an amount that is no
less than five (5%) percent of the total proposal amount made payable to the
Town of Mansfield. Bid deposits shall be a certified check, bid bond,
treasurer's check or cashier's check issued by a responsible bank or trust
company.
This project is being E -Hosted through Projectdog, Inc. Go to
www.Projectdog.com and click "Sign Up" for free, or login with your existing
account. Enter Project Code 814348 in the project locator box. Select "Acquire
Documents" to download bid documents, review a hard copy at Projectdog's
physical location, or request a free project CD. Bidders may obtain one full
paper bid set from Projectdog for a refundable deposit of $25.00 made payable
to Projectdog in the form of certified check or money order. The full amount

of the deposit will be refunded to all responsive bidders returning the Contract
Documents in good condition within ten (10) days after date of general bid
opening. Otherwise, the deposit will become the property of Projectdog, Inc. It
is the sole responsibility of the contractor, subcontractor, vendor, individual
and/or corporation to review all ADDENDA prior to bid opening at
www.Projectdog.com or at Projectdog's physical location. Questions regarding
the website or project distribution shod be directed to Projectdog at (978)

Proposal packages are not available via email.
Questions or clarifications on the RFP must be directed to Mr. Michael Ahern,
in writing, via US Postal certified mail, Fedex, United Parcel Service or similar
at the address stated above, and will only be accepted until 10:00 a.m. on
August 26, 2016. In response to questions or in the event of a material
modification, all known and/or potential proposers will be notified of an
amendment to the RFP.
Proposers are reminded that the Town Officials neither individually not
collectively are to be contacted, not will they discuss any Proposals prior to the
scheduled opening.
The Town of Mansfield reserves the right to reject any or all proposals, to
waive minor informalities or technical deficiencies, or allow the proposer to
correct them. The Town also reserves the right to accept any proposal that it
may deem to be in the best interest of the Town of Mansfield and to negotiate
the terms and conditions of any proposal leading to execution of a contract.
No proposer may withdraw their proposal after the opening and prior to the
execution and delivery of the contract. The proposal will remain in effect for a
period of 60 days from the deadline for submission of proposals or until it is
formally withdrawn, a contract is executed, or this RFP is canceled, whichever
occurs first.
