Welcome & Call to Order: 7:00
Motion to accept minutes from previous meeting
Meeting called to order at 7:13.
Minutes accepted from previous meeting and signed by Pat Colbert.
Treasurer's report 7:05 - Mike
• The current budget is 11,034.57. This increase is due to the $21.00 deposited from
Family Fun Night.
Updates
Fall Cleanup results - All
• The Fall Cleanup was a success! Many of the high traffic areas were cleaned up.
• Only one community group from the Spring Cleanup responded (Beth Donovan's troop
who did the Bike Path). We had three new community groups sign up. One, a
Confirmation class and they did Route 106 from Stearns Avenue to Saint Mary's Church,
Mansfield Green, and Ware Street to back of J/J. Two, Conway Realty who worked with
Nancy on West Street. Three, Rockland Credit Trust who worked with Jeff on Copeland
Drive.
• Pat had most of her Precinct 4 groups participate again. All of Precinct 4 was done
except Winter Street.
• Nancy created an official service hour form for us to use in the future.
• We will start advertising the fall event at Family Fun Night
• We should create a Fall Cleanup banner for Route 106.
• We need to better recruit the fall sports teams and students who need service hours.
• Neil has the total count of trash and recycling bags used and can report at the next
meeting.
New Downtown Steering Committee - Erik
• The new Downtown Steering Committee has met once and will continue to meet
monthly.
• Different organizations throughout Mansfield are represented, along with business
owners.
• The first goal is to define the objective and outline the plan. Everyone is in agreement
on bringing business to the downtown, working with the businesses, incorporating
historical and cultural aspects into the plan, beautifying open areas, including
Northeastern study for two-way traffic, and outlining short and long term goals.
• Promoting the downtown as a cultural center will be aided by the Mansfield Cultural
Society.
• Short term goals include uniform lighting and signage.
• Nancy mentioned she would like to see the fire station used as a community center.
• The Fales Fuels site will be incorporated into the overall plan.
The DPW's $500 for Downtown - Nancy
• Nancy reported the $500.00 is only designated for the Middle Common (island across
from Jay Barrows)
Existing /ongoing Projects
Flower barrels - Pat & Nancy
• The yellow mums did very well this year and lasted 2 full months.
• The mums were removed by Mike Healey, Nancy, and Pat today. DPW will remove the
barrels tomorrow.
• For next year, the Downtown Business Association will be providing sponsors 2 -gallon
watering cans. Caitlin Barrows has already purchased the watering cans and has
produced a label with the DBA and KMB logos.
• To promote healthier flowers, we will be providing the sponsors water fertilizer to be
applied by them once a week. Patrick Lyons will be providing the fertilizer to us at cost.
• As in the past, we will be preparing the barrels at the off-site DPW location on Fruit
Street. We will be mixing the soil, providing time release fertilizer (which we already
have), water grabbers, and topping off with new soil.
Adopt -a -Spot - Martha
• Martha and Erik continue to work with J/J on the Butterfly garden. They are still
waiting for school and Conservation Committee approval. Erik reported the budget is
approximately $450.00, which is money for milk weed plants ($175.00), mulch,
compost, and roundup.
Painted Barrels - Pat
• Pat sent Jay, Mark, and Andy a note requesting the use of DPW garage for two weekends
in March, the inventory of existing barrels, and whether or not we need to purchase
more steel drums for the project. Pat is waiting to hear back from them.
• Jason said he ran across a catalog that sells these steel drums for $90 - $100 from Acorn.
Jason was going to forward the information to us for review.
Litter Busters/Clean Your Block - Jeff
• Due to the success of the Fall Cleanup, we decided not to pursue the additional Clean
Your Block initiative and instead focus on the fall and spring cleanups. Litter Busters
will remain as a program, but without advertising or soliciting. It will be for individuals
who come to us requesting involvement.
• We discussed whether or not to expand We Noticed to include group/individual efforts
for reducing litter.
On/Off Ramps - Jason
• Jason will be responsible for requesting cleanup of the on/off ramps in the spring
(March/April) and fall (Sept/Oct) on an as -needed basis.
Pole Barrels - Nancy
DPW installed 3 mounted pole barrels downtown. Two barrels will be installed along
North Main Street when the construction is completed.
We still have money left from the original grant. Nancy will follow-up with the Non-
profit gift fund on how to use this remaining money.
New Programs
Recycle Day for November 2017 - All
• This was discussed last month. We all agreed it was a great idea to expand our recycling
message by implementing this yearly event. We need someone to head up this project.
This will be discussed again at our next meeting since this is a big project and planning
should begin soon.
Inventory of unnecessary/outdated signs - All
• This was not discussed.
Nips bottle collection ideas based on Salem, MA project - All
• We all agreed this was clever, but no plans to implement as of yet.
Ideas for spending our $12,000 (new ideas/ongoing programs) - All
Nancy would like to landscape the town -owed path between the Mansfield Bank/Public
Parking and Fultons Pond area. Erik and Nancy are going to meet at the site to
determine the feasibility and landscaping plan. This would tie into the Downtown
Steering Committee's overall plan as making Mansfield Center a walking area. Nancy
was also going to determine if there is any historical information about the area
surrounding the path that could be incorporated into the design.
Pat suggested two new murals at County Street and Copeland Drive overpasses. They
would not need to be as elaborate as the Route 106 mural, but would tie into Mansfield
being a cultural center. Nancy knows someone who could prepare the walls for us.
Another use of the money would be to donate to the Downtown Steering Committee.
Annual Dinner - All
